Never ever slot Freezing Rain with accuracies!! I'm not 100% sure how this power works actually since I'm fairly sure it's not autohit but never ever misses.
Slotting would be 2-3 recharges, 1 end red. You can put 1 or 2 def debuff in it if you have the slots and/or want to PvP.

just like rain of fire it has a very high accuary base..seeing as everclear is our trusty pvp [censored] you might want to put some acc in it against SR (I even manage to dodge it with retsu on my stalker most of the time)..I have 3 recharge 2 slow atm since the slow effect sticks pretty long..not sure how I'm gonna respec my slots yet tho

and to everclear...30% is for defenders..

Imo SR is a bit better now...they rock in both pvp/pve now and not just a bit..still regen doesn't require to many powers (my katana/rgn does play with only fast healing/quick recover/reconstruction/dull pain/instant healing)...with SR you need a lot more imo..make sure you get stamina even bein a regen..the extra slots are good...and in pve 3 slotted fast healing/health/intergration (for pvp try to get swift+hurdle) gives you a very nice regen rate..if you want to kill quick and having some fast cooldown go SR...if you wanna kill everything with having like no cooldown and a relaxing time go regen...SR and regen are both very good sets and i7 made them pretty equal..you can't go wrong with either of em

btw souldrain in team pve is the best thing you can have

katana is a very late bloomer..till lvl 26 pvp is pretty hard but not impossible..once you got golden dragonfly and soaring dragon slotted up you'll love it..

Except for the lack of build up in pvp DM is a powerhouse..shadow maul is so strong that it aint funny...and not really hard to chain either since touch of fear is your friend...katana is just faster tho so allowes you to move around more...

Energy punch is okay
Bonesmasher is okay
Replace 1 acc in AS for recharge..using BU with it is godsent anyway
Build up I okay
Placate is your friend..3 slot it with recharge
Tp foe At least 2 acc...I got 2 acc 2 range myself but thats optional
2 end red 2 range in tp to be usefull as travel 2
3 recharge..you got for hit and run anyway 2 recharge perma's it
Swift is okay I guess
2 heal in health is enough..you manage okay with ku-jin sha
Stamina okay
Ku-jin sha can do 5 slotted but 6 is okay if you have the slots
Energy transfer is okay
Stealth slotting is okay
Stun is nice if you have fly for tp builds it sucks..unless you go pure tp foe?
Total Focus 3 damage 2 acc 1 end red...you might want 2 end reds but your screwed if you miss with this
2 Acc 2 To hit debuff in blinding powder
Retsu is okay

personaly I would replace some things

stun for hasten
tp for SS
In that case hurdle for health (your heal will safe you enough) (check your health after Energy transfer tho)
Fit ninja reflexes in, in sirens if you ever want to AS trou damage pbaoe
Stealth for Danger sense
Calltrops for blinding powder (1 slow will do..its not like you use it 20 times a minte)

Nemesis have very high res against it so you won't fear em unless you have some patience..its not a must have but its still one of your better control powers so would take it..

tada...I've noticed that a lot (having stormie as main troller on union)..most people who come close are stalkers so they can only hit me if they hit BU and attack at once...if they wait a second more their acc is screwed..I must say that melee attacks seem to hit a lot more 2 then range attacks from close range..

Tho seeing indeed as sup invis=+def and my hurricane is heavy slotted with to hit debuff I feel very safe..I don't think the repel nerf is a problem..tbh I hate the fact that hurricane repels in pve now
