I'm not asking this to be a jerk, I'm asking this because it begs the question; if branching stories are made and they go deeper into options will it lock out one option to open another? Those types of choices aren't very favorable; look at how the locked in Patron Pools were considered by the playerbase, and even those were eventually changed to be respec'ed in and out of.

Patrons had a LOAD of issues, most of which unrelated to the story (most people I've talked to said they LIKED the actual arc). The majority of villain players finding the PPPs to be far inferior to that of the APPS, the information about the PPPs being given in a vacuum (real numbers for just the PPPs is useless, as you have no baseline to understand what they mean), and the homogeny were huge issues, all unrelated to the story, but the implementation.
People seem to think 'branching' = 'you can do anything and everything'. There's still the writer deciding what you can and can't do, this isn't rocket science... many games have ALREADY done the whole branching storyline thing as well as being incredibly popular (hell, anybody remember Deus Ex?), having branching stories in an MMO world requires only a little bit extra effort in the creation of the stories... and don't forget, most of the story arcs in the game are completely independent of all the others (RWZ, faultline, and a few others are really the only exceptions). -

Unless it's assumed that we are launching an payload-less missle into the sea where it will only cause a small ecological disaster instead of the huge catastrophe it would cause if the villains launched it into Paragon City with its payload intact.

[/ QUOTE ]If it's not in range, it'd simply queue the power... meaning it'd automatically activate once in range, when seemed to be the what the OP wanted (until he realized that the range of the power was long enough that he really wouldn't need the follow most always). -

[/ QUOTE ]No, it's an issue of the game's engine not supporting branching plots. If the engine supported branching, then it would have only come down to an issue with the writing, which should be easy to over come (by, you know, not having the 'blow up the world' option that actually blows up the world). -

The reason I'm referencing this quote is to say... DEBUGGING IS [censored] HARD. A bug may seem like an easy fix... but rarely are they. I've experienced bugs that I could not track down... I ended up re-writing and re-factoring pretty much ALL the code that had ANYTHING to do with what the bug was doing, and STILL couldn't fix it... eventually a tiny bug fix in a completely different section of the code base that was completely unrelated fixed it. It was a very minor memory leak that turned out to be also causing memory corruptions (which just happened to manifest itself in that specific bug). -
And to add to that, we know where Rikti Earth is. After all, we went to their world long before they came to ours! I don't really see the need to advance the Rikti story for a while... other stories need some attention...

I suggest you do the RWZ story arcs + the Lady Grey Task Force, it'll fill you in on a lot of the Rikti lore. -

Actually, I believe the OP's actual point was that people would break concept without an attempt at justification because some powers are just better mechanically, even if they don't make sense. You can think up any excuse and justification, but when this hasn't been done, it becomes a "why" moment.
And I have to agree. If you're going to break concept, at least put forward the effort to justify it. Put something in the bio, tweak something on the costume, the options are there.

Then again, I pretty much never explain my character's concepts in my bioI see no need to explain why my fox spirit carries a BFG as well as various technological gadgets in the bio... the bio is for whatever the person thinks should go in there, which may or may not explains all their powers (especially something as minor as their APP!)
The character's origin? Sure.
The character's story over their career? Why not.
The list of 50s that player has? Of course.
The list of AVs they still need to kill for Portal Jockey? That's fine.
The entire origin story for why Dr. Hospital O'Healy is a TA/A? Sorry, space constraints. -
I say that's reason enough to keep it around!

I don't see the need for any minor tweaks to stealth vs perception like that. If anything should happen, the entire system should be revamped so that it's far less binary (there's various different ways that can be taken that have been mentioned before).

I think they don't scale... meaning you can miss them (but you CAN do them in Ouroboros if you miss them without getting to 50 first!).

Have you tried updating your video card's drivers?
You could also try running C:\City of Heroes\CityofHeroes.exe -project coh -cmd from the Start -> Run prompt (assuming I guessed the directory name correctly) and seeing if the terminal gives you any interesting details/errors). -
IIRC, the plan is to maybe expand all to 5, but on a 'as time permits' schedule... so don't expect to see extra powers being added, especially since IIRC they considered the sets that they left with 4 as performing reasonably well already.
