  1. SS is going to be changed. The only questions are 'when' and 'how'.
    And, I'd argue, it may not necessarily be deserving of a nerf.

    The entire set hinges on Rage.

    But what would happen if, hypothetically, we were given a Destiny power that offers a very potent +Damage buff?

    Suddenly Rage looses a lot it it's allure, especially for many SS Tankers who are already hitting the damage buff cap.

    SS's edge compared to other sets would come into question.
    "So SS can cap its damage buff? Now Street Justice can too, with the added potential to debuff enemy damage resistance 10-30% with just an Achilles proc."

    The fact of the matter is, Rage is broken, but it's the only thing that makes SS worth while. I'm of the opinion that conceptually SS deserves to be punishingly damaging. With stacked Rage it can be; at the cost of chewing a ton of endurance and considerable downtime due to crash. Heaven knows the set's animations don't convey much of a sense of power, IMO.

    Despite that, I'm confident SS and Rage's time is coming to an end. Scrappers want it badly and I'm sure the devs will butcher it to give it to them.

  4. What could this be?

    Vista 64 bit, GTX 285, latest drivers, I run in maximized window.

    Often since i21 I boot into the game and the performance is TERRIBLE. 15 FPS. Even looking straight up/down. Utter garbage. This could be in only a moderately populated zone.

    Then I bring up the Enhancements screen, open and close a few windows like Badges, Missions...and then BAM!, back to 60 FPS.

    What's up with that?

  5. Ion Judgement is the gold standard for AoE damagge.
    Pyronic is an alternative choice for a slightly more single target focus.
    Void is considered good for tanking because if the -Damage effects.
    Cryonic is usually avoided except for concept.

    With Reactive, side with the DoT effects; they add more damage to your attacks than the -Res does.

    Alpha: Many people advocate Spiritual for Tankers, and it's true Musculature only adds maybe 10% more damage to your attacks, but consider this:
    Alpha boosts affect your other Incarnate powers as well, not just your build. Musculature will make your Judgement powers and Lore pets do more damage. Spiritual will boost the healing and regen power of Rebirth Destiny.

    Destiny: Barrier is a popular choice, but no, the defense will not be wasted because in Incarnate content the enemies have a greater +ToHit and chews up and spits out SDs.
    Rebirth is actually insanely good for 90% of the game's content when paired with a defense based set like SD. Ageless isn't that attractive if you don't have any end problems, but if you're building and slotting with an Incarnate in mind, it'll let you run toggles you wouldn't normally be able to take. Clarion is a power the devs are going to be forcing Tankers and other melee ATs to get; on the UG trial the Elite Bosses can and will stack enough stun to break through mez protection and expect more annoying mechanics like the UG's Confuse effects in the future.

    Lore: Warworks are the go-to pet for raw single target damage, as were the Cimerorans, IIRC. Beyond that, IMO none of the pets seriously distinguish themselves enough to warrant picking for reasons other than concept. I supposed the support tree of the Seers could come in handy for people who like to kite-tank with Hover, considering they can fly and heal.

    Seeing as how I'm usually insulted and treated as the enemy of the Tanker 'community', I think I'll decline attending.

    Maybe if they fix Tankers and the melee AT balance/fairness issues in time for the 8th year party I'll feel like we have something to celebrate and will show up.

    Which is a big slap in the face to blue side.

    The red and blue arcs are nigh identical clones of each other, but red side gets that cool 'thing' at the end and blue side gets nothing special.

    It's giving me flashbacks to Mortimer Kal versus Admiral Sutter, where red side rewards a permanent power boost that lasts until level 50 and then turns into a Notice of the Well and blue side GETS NOTHING.

    And before THAT, there's Vincent Ross versus Roy Cooling, the former jacks you up in power to battle an army of Legacy Chain and an entire TF of heroes while the latter, while still cooler than older blue side content, isn't even in the same ball park as the Ross climax.
    It's clear where the most work went into and which arc the devs were more excited about.

    It's not quite 'OMG devs hate heroes', but it's 'devs save the cool mission stuff and rewards for red side'.

  13. I think there are two categories, and some arcs fall into both.

    -Arcs that need mission design work.
    -Arcs that need story design work.

    Blueside, off the top of my head the worst offenders:


    Terra Conspiracy:

    Could use some story touch up, but major overhaul to the missions to make them more varied and interesting. The arc climaxes in a battle with a powerful monster in the middle of downtown. This should be massively cool, but it's just me trading blows in one spot with a green DE reskin. What would be cooler? Take the "leaping" tech that Marauder uses on Lambda, have Terra actually rampage around town and you have to STOP her from smashing stuff.


    To Save a Soul:

    A cool idea, having your contact grow corrupted over the course of the arc. The mindscape missions NEED custom maps. In the end, you're just thrown at an overpowered psychic EB in a warehouse. Lame.


    Upon the Psychic Plane:

    The hunt mission has to go, the story and mission maps need to be updated for the "new" Praetoria and again, custom maps are sorely needed.


    Pretty much all the Issue 0 and Issue 1 content, really.

  14. I see no reason a player character shouldn't be able to do a perfect Longbow costume (without the need for a costume temp power).

    But, Arachnos and the VEATs makes the issue a little muddy.

    Even with the newer stuff like Praetorian IDF and PPD, not all the parts are a perfect match. We don`t get the IDF back pieces and the PPD gloves available to players are wrong.

    Also, in some cases, progress of the enemies doesn't keep pace with the player costume parts released; DUST just use PPD parts with a camo overlay, and even though we have the PPD parts already, we don`t have a camo option for them.

    I've heard several anecdotal cases of it happening so far, and they're being handled by support.

    Beyond that, I'm pretty sure if you buy, say, three costume pieces from the Martial Arts pack a la carte, and then buy the bundled set, it will charge you full price for the bundle, arguably charging you twice for something you already own.

  16. I personally think 80% of i21/Freedom is golden.

    The costumes are great. The zones and zone changes are great. The new story arcs are great. Phasing has a lot of potential I hope they fully realize. I look forward to them continuing to revamp old enemy groups like they have the CoT. The Sewer trial is now a must for all lowbies. The new tutorial does its job and the interface and costume editor changes are welcome.

    Buff/debuff sets do nothing for me personally, and I still don't see how Time Manip isn't conceptually just a rehash of Kinetics. I think the new travel powers could have been handled better, but I like that they've given City Traveler to everyone at last. Also, they need to get already bought items marked in the market and locked; NO ONE should be capable of buying something they already own under any circumstance.

    But all the goodness doesn't excuse the Underground trial and Keyes before it.
    Or how the devs continue to manage the melee AT situation and Tankers.

    You just have to answer.

    The people holding the contest can accept any answer they like. For example, I've heard of one person who won a NES in the 80's, answered the mathematical question with a smiley face, and still got their prize.

    Also, it's slightly unfair, don't you think? Theoretically, two melee ATs walk into a spawn, one is taking more damage, drawing more aggro and therefore contributing more to the combined effort and is experiencing higher risk for doing so, yet both receive equal rewards.

    Taunting ability should have been standard for every power set, because as demonstrated this case, having less in that area is an advantage for WP.

    And no, I don't think the minor -ToHit from the WP's RttC reciprocates for the Invul. The WP is taking ZERO damage from the enemies that are attacking the Invul, and the debuff is only like 3.5%, provided the WP is right next to the Invul.

    Which is why I think Invul should get a power that dumps aggro on a selected teammate: Target the team member and the power forces them to emit a 1000 foot radius PBAoE Mag 99 Taunt. It would be great tool for handing off aggro on BAF runs and disciplining unruly Scrappers.

    Jim Lee was at Marvel, then at Image/WildStorm where the settings had the public not trusting superheroes.

    Now, I'm not saying it's a bad setting obviously, as I love Marvel and used to love Image, but it's not really how DC treated their heroes.
    There are simply more story opportunities that come from people not trusting or accepting super powered beings. Story is about conflict. If 90% of people love the JLA and Superman, there's no conflict.

    I kind of hope that if they ever do a a CoH 2 with different/revised lore, they take a stance closer to Marvel where not everyone likes supers.

    CoH takes the acceptance of metahumans to absurd levels. So much of the Paragon City's infrastructure is build specifically for them. They have their own chain of costume stores for crying out loud. There is so much constant conflict and action in the streets of Paragon city, no sane civilian would want to live there.

    Indeed, the only reasons civilians exist in Paragon City is for heroes to save them. It's less a City of Heroes and more a City for Heroes. It's more than a symptom of this being a game designed with that in mind.

    Yeah, if there ever is a CoH 2, I'd want it in a world where metahumans are an extremely novel thing to the public, set in a city that's more 'realistic' where super powered humans are an intrusion and they first have to win over the trust of the city officials and the people. Those that don't care to are branded 'vigilantes' and 'villains' and there's your built-in morality system.

    Meh. Young Justice is still in reruns until the 16th. Even then, the tenth episode was leaked online months ago so it's more like the 23rd.

    It's like CN wants these shows to fail so they can air more live action tween crap they can get cheap. They don't give a big enough budget to get episodes out ahead of time, so they have long gaps that kill any momentum.

    Yes, giving the Marines the advantage of knowing where they've appeared and who they're going to face is...well, handing them a huge advantage.

    They shouldn't automagically get to know the lay of the land immediately without satellites. I'm doubtful they could even recognize the enemy forces for what they were right off the bat just by looking at their armor, let alone even know where the capitol was relative to them to bombard it. Or even what part of the world they were in.

    Even if the commander has studied Roman warfare that doesn't make him an expert or mean he remembers all of it. There's no guarantee he had his text books on his person to refer to.

    No, the Marines have to be dropped into this with just the relevant equipment and no special knowledge or intel. They have to logically set up a base of operations before they can do anything.

    Otherwise, if you're going to send the Marines through a portal, ready and prepared to fight Romans on their own terms, they'd just send a nuke through and that would be that.

    A reasonably smart scout could observe how the Marines operate their 'boomsticks'. Then its just a matter of capturing arms and ammo and turning them against the Marines. That's a scenario that has played out for real too many times to be ignored.

    Technology and tactics don't make you invincible, no matter how advanced.

    Except the devs didn't do that.

    Relatively speaking, they didn't make player characters stronger, they just made Statesman and Recluse weaker. They devalued what it meant to be an Incarnate.

    I certainly don't feel like the strongest force in the universe when my "invulnerable" Tanker is getting thrashed by BAF guard towers.

    Or the fact that before the Incarnate system, I could stand toe to toe with Boobcat and Battle Maiden and match them blow for blow, even if we deadlocked. Now, they tower over me and 24-30 other so-called 'demigods'.

    No, all they did was promote a host of NPC enemies. Marauder, Anti-Matter...they're the one's who got godlike power, not us.

    Personally, I gained the ability smash my Tanker's head fruitlessly against the damage cap same as before. BUT now I get to do so while watching Brutes continue to do more damage AND gain even more survivability.

    Because even the Well gives Tankers the shaft.
