Because once the mission is received from the contact the mission level and team level are fixed. Moving the star around has no effect (had this exact issue during a Numina TF today).
I was leader and level 42 (Numina tops out at 40).
I crashed and the new leader was level 36 and got the next mission.
We get to the mission and the enemies are all 40 because signature TF's are fixed at max level.
We were based on level 36.
We had the leader log out to get the star to a 50.
The star DID move to the 50, but the SSK *DID NOT CHANGE*. We were still based on level 36.
Once the mission was selected, our SSK levels were set in stone. Nothing could change it. MAYBE if everyone logged out long enough to reset (20 minutes, I believe) that might have helped. We didn't feel like waiting so we fought +4's. -
More RAM for sure. This will also result in zoning faster.
Oh, and you should also install XP SP3 (this has nothing to do with CoH). -

I don't think anyone was suggesting they make it bigger. We want OPTIONS, like in Windows. Make it as big or as small as YOU want.

I would think that anyone with sufficient knowledge to know who DEVELOPED each game isn't going to make this error.

I wasn't even considering what the lines might look like. I meant that a method that has to be specifically activated when you lose track of the mouse just isn't good enough. We need to be able to increase the cursor size.

As for the exact time it starts, it is generally announced for noon but it NORMALLY starts early - at whatever time the servers come back from maintenance. -
Rebooting doesn't prove anything. Leave it off overnight again and see what happens. And check the date before you open any programs.

1) How do I get my war shade, or whatever it's call, and what do I do with it once I have it ?
You play it like any other character. Although Warshades and Peacebringers can be a bit more complex. (CAN be. You have the option of having multiple forms but some players choose not to.)
2) What happens to my lvl 50 at that point and what can he do in-game that will be worth anything since he can't earn xps anymore ?
Earning XP isn't the point. My first 50 took over 1500 hours of play. (A more typical 'time to 50' is 300-400 hours.) Why? Because I was constantly doing stuff that gave no XP, like task forces lower than my level. While XP is a mark of progress, it bears no direct relationship to fun.
As for what to do with your 50, anything and everything. 95% of the stuff you did on the way to 50 is still available to you. If you don't see a point to playing a character that can no longer earn XP, then don't. Retire him and start a new one. Entirely up to you.
3) Also, what's this about a 2nd build ? I see trainers offering it but I have no idea how it works.
You can talk to the trainer and switch to your second build. This can be done no more often than every 15 minutes. The first time you switch to the 2nd build, you'll have to 'train up' from level 1 to whatever level you really are (I guess 50, if you're talking about the same character).
When you train him up, you keep the same powersets but can choose different powers, different slotting and different power pools. After training to 50, all your enhancement slots will be empty. They don't get carried over from the other build so you'll have to re-equip him from scratch.
At the end of all this, you'll have two completely different builds that can be dramatically different. Lots of people like to have a 'solo build' and a 'team build'. Or a PvE build and PvP build. You may think the Positron task force is the greatest thing ever and make a build with just the right powers for it and not even bother slotting any of the powers you get after level 20.
Once you have the 2nd build all trained and enhanced, it stays that way. You can switch back and forth between the two builds at will (keeping in mind you can only do it at a trainer and at least 15 minutes between changes).
You can respec either build, just make sure you're set to the build you want to change before you respec. When you respec, it affects ONE of the builds only. If you make a 2nd build before you are 50, the inactive build will not be trained as you level. Both builds will be the same level, but you have to pick the powers/slots for each build separately.
Personally, I think it's a really powerful option with limited usefulness. Out of dozens of toons, I have exactly one with a dual build that I use. One other guy has a 2nd build because I wanted to respec him at around level 20 and this was a free way to do it (once). I'll never switch him back to the old build because the new one has some expensive IO's in it. -
Nowhere near sufficient. We already have tremendous ability to customize the size/scale of the UI elements and the chat fonts. The mouse cursor is just as important, but totally neglected.

You are grossly mistaken. Your statement would be reasonable if you replaced the word "tank" with "most skilled player on the team". If that happens to be the tank, outstanding! If not, the tank shouldn't be in charge.

Secondly, the second part is wrong. Normal enhancements and purples work EXACTLY THE SAME in this regard. The level at which you got the slots is completely irrelevant. -
This has been mentioned a number of times. Many applications allow you to change the pointer size as does Windows, but CoH overrides the Windows settings. The reason this customization is so common is to assist people with impaired vision. I guess a video game isn't 'important enough' for this quality of life feature.
