Honestly half the problem IMO is that Founders Falls needs a revamp, which should include swapping out Rikti with Carnies.

Except that we don't have enough events for it to matter. And when events do happen, everyone gets a global MOTD.

But balancing that is extremely tricky because endurance consumption is so wildly different between sets, slotting, and playstyle. For instance, it's possible to burn more endurance due to killing things too fast. And damage enhancements can be far more important than endurance reduction.
Basically, I don't strictly disagree, and I know you didn't say anything of the sort, but the issue needs to be carefully examined, rather than just slapping such a broad-reaching fix on it like another global endurance reduction.

OP: No thank you. Booster pack powers need to be, as someone already stated, flashy, and more importantly, balanced. Direct, personal combat perks are a no-go. -

Speed - I'm fairly certain that "teleport to foe" won't work in the engine. But just making it a Shield Charge-esque ability would be suitable. -

It was once a pure utility power and they turned it into a fourth blast, increasing the appeal of energy assault because it now had 4 blasts.

The full Vanguard set costs significant more than the most expensive gameplay perk - the salvage storage increase. That's just incredibly backwards, IMO.
It costs more merits to buy Vanguard pants (not even Impervium-armored pants, just pants) than it does to buy a gun. -
I ran through the entirety of the RWZ on my Brute, on Malicious, and only got about 200-300 merits total. Also, not all of us have farm-capable builds, nor do I want to resort to farming just to unlock some costume pieces.

And besides, 90% of the powers in the game can be slotted with the exact same simplistic enhancement load-out and perform fine.

You're working under the flawed assumption that Cobra Strike needs to be more effective against bosses to be worthwhile. This ignores three very important things:
1) Cobra Strike can instantly stun lower ranked enemies, which can be more dangerous than a boss. (And stun cannot be broken by damage, unlike fear.)
2) MA already gets two knockback/knockdown powers that, while not totally reliable, work on bosses.
3) MA gets two other stun powers that are meant to synergize with Cobra Strike. Dark Melee doesn't get two fear powers to stack. You'll also note that due to its potency, Touch of Fear does zero damage.
Now, I will say that Cobra Strike's overall usefulness is debatable, but that's due its placement in the set and Eagle's Claw gaining the 100% stun, rather than anything to do with its damage. I wouldn't strictly oppose a damage increase, but I certainly disagree with your reasons for buffing it. -

And while I do like the idea, I'm not sure how feasible it is. Most music you hear in maps at the moment are handled through a hidden object that produces a sound effect. Maybe categorize the sound nodes and let you spawn them at any given objective point? It would let you build a soundscape, which would be awesome. (And yes, stock it with all of the pre-existing CoX music. There's a ton of it hiding in the PIGG files. >.>) -
Not to mention the obvious fact that changing the statue means breaking the canon set by Hickman's story in the comics, thereby destroying the entire point.

100 merits should unlock ALL the pieces. Maybe 150. The HVAS and other little gadgets already cost an ok ammount. They could even include a few new temporary powers. But the current cost is ludicrous. The only one that isnt too bad is the chest option, which not only unlocks the vanguard top but also the two chest details. Compared to the helmet, which is about 350 for three parts...mad.
And that includes adding bonus merits to the Lady Grey TF.
After all, if I don't like raids, I can skip Hami and do an STF. Why is an equivalent option not available when it comes to ship raids? Why does doing the main content for the zone not actually generate all that many merits, even when I save the freakin' world? -

You'd do better to ship your characters with other people's characters. Plenty of good RP potential there.But on the other hand, starting up an RP relationship is a lot more challenging and a lot more potentially awkward.
I've gotten burned several times now because the other half of the pair leaves the game, or our friendship breaks down, or whatever. As have my friends.
That said, my two best friends have a couple that have led to lots of RP fun both for them and for the group. -
Good timing for this thread, I just re-read the old stories featuring these characters, so I've already had them in mind.
Mark Noves, AKA The Masked Bolt, and Melissa Noves, AKA Sunless Flame, are siblings living on opposite sides of the law. Their mother Maria is deceased (her death was the fulcrum point for both of their origins), while their father, Gregory Noves, is a looming threat to both of them. Mark and Melissa also have their uncle Victor LeRon, though he's not actually a blood relation.
Mark doesn't have a special someone yet, while Melissa is essentially dating the (Earthen) Devil.
Otherwise, I play one half of another sibling pair, this time of shapeshifters, though we haven't really done anything with them yet. I also have a sister character lying around to a leader of an effectively defunct villain group that I still don't know what to do with. Similarly, the Golden Age's greatest comic book hero, Cold Glory, is estranged from his nemesis Dr. Nefarious! -

Especially after the buff, this set can really shine. You can quite easily soft-cap Sm, Le, En and get very high on the rest with a bit of work. This doesn't feel functionally much different than my Shield or SR who are soft-capped to all positions. And with an in-set heal and endurance recovery tools, it's actually quite strong.
Another thing I'd like to see tweaked is EA's reliance on Energy Cloak. It's sad to have to rely on a stealth power to eke out a few more points of defense.
I like the idea for possibly adding the -DMG aura to Entropy Shield. It fits the name, and considering EA is meant to be the Brute version of Ice Armor, very appropriate. Though I'm not sure how I feel about a taunt aura in a status protection power. -
Step one, Energy Drain needs its heal buffed somewhat. If you're fighting big groups, it's adequate, but thematically, Energy/Energy is a single-target specialist. And compared to similar powers, the per-target HP recovery is brutally low. It also comes too late in the set, IMO, but I suppose there's not much that can be done about that now.
Step two, change Conserve Power into "Stabilize". Very similar to Energize, but instead of a heal, it gives a 30 second Resistance buff. Basically a mini-MoG.
Step three, for chrissakes, why the heck does EA not get any Endurance Drain resistance? That's inexcusable. -
All of my plannings have been in my head. None of the names I plan to use need reserving (well, one is probably already taken, but I only plan to use it in a story anyway), and the rest is just conceptual stuffs.
