This is plainly false. In the old days, if Freedom or Virtue filled up to a "maximum" capacity they would lock it until a certain number of people left. Until they did, no one else could get in. That stopped a long time ago.
Now, when the server population reaches a threshhold level they begin locking it for a few seconds, then unlocking it on a cycle. The longest I've had to wait to get in during the last two Double XP Weekends or the Anniversary Week was two minutes. That's it. If you log in and you see Freedom or Virtue greyed out (locked), just click back and log a second time. Odds are it will be unlocked the next time.
Also, some people mentioned Mids Hero Designer. It's a fan-made powerbuild utility that will show you exactly what your powers are capable of doing. Should you decide to get involved with named Set IOs (an entirely optional thing in the game) Mids will help you get your head around them and what they can do for your character.
You mentioned slotting enhancements. Other people have already told you about the diminishing returns that appear around 3 SOs of the same type. But short of that limit how much of, say Accuracy, is enough? Here's a trick: Click open the Powers tab on top of your power tray. Then click Combat Attributes at the very top of that tab. Now click open Base and scroll down to Last Hit Chance. Right click on that and select Monitor Last Hit Chance.
That will put up a tiny window for the Last Hit Chance stat. The Last Hit Chance is your total, after all modifiers, probability of striking the last thing you swung at. This number is bounded at 5% as a floor and 95% as a ceiling. It's entirely reasonable for your character to be swinging at 95% consistently. If you are regularly getting less than that, slot some more Accuracy. Also, if you go up against a Boss and that window suddenly says 30%, you know that discretion is probably the better course of action than staying.
As someone playing melee characters, here's something that will make your life a lot easier. Move all of your powers down one spot so that the "1" space is open in your tray. Then type:
/macro Kill "target_enemy_near$$follow"
That will put a grey button in the "1" spot marked "Kill" that, when clicked, will autotarget the closest enemy in camera view and automatically run you into melee range with them. If the target moves away, you will move with them. Why is it marked "Kill"? Because "sic 'em" is too big to fit on the button.
Finally, you mentioned using all your "healing inspirations". The buffs and debuffs in this game are extremely powerful. "Healing" is more a reactive mechanism of survival here; a Green Insp will keep you on your feet for a few more seconds but it's not going to change the circumstances that got you so hurt in the first place. Purple and Orange (Defense and Damage Resistance) inspirations will give you more mileage as a Tank. They cut in-coming damage and last for 60 seconds each.

Castle is lead Powers developer. Synapse and Sunstorm work under him. Back Alley Brawler doesn't make powers, but does make the animations for them; so he has input into power design. -

Two points.
One, if you want to experience more of something in a given tier, you can actually turn off XP-gain in your Options menu under Miscellaneous. Not necessarily what someone would want to do, but the option is there.
Two, any story arc or other bit of content that you want to do and miss, you can go back and do through Ouroboros (available from lv25+). The only things I can think of that you lose access to through leveling are the infintely-repeatable missions in the Hollows and each level-tier's Mayhem/Safeguard missions. The Mayhem/Safeguards are how you get your Contacts, so you'll probably do all of them. If you don't, there's always someone else running one or another and you can team with them for it.

I have been giving random bits of salvage & recipes out as "welcome wagon" gifts - and then usually giving an impromptu lesson on what to do with it.

A nice thing you can do for a new player: help them get their wings. Many of them seem to come into the game with a winged character in mind, don't know what to do with a recipe, and don't have the resources to buy the materials in the first place. Helping them make exactly the character they envisioned is a nice welcome. -

Note that if you decide to do this and you already have the game on your machine, all you have to do is go to the PlayNC website and buy the serial code for it. You don't need to go and get a whole 'nother box and install from the new disks. There's essentially "one" version of the game with lots of little flags on your account about what's "unlocked" and what's not. -

You can have that clutter appear by typing /screenshotui 1. You turn the HUD off again with /screenshotui 0. The flag resets to 0 each time you log in. -

And AoEs have a subset known as "PBAoEs"; Player Based (or Point Blank) Area of Effect. A PBAoE centers on the character activating it and radiates outward. -

I remember running my first characters through CoV Breakout during Winter Event of '05...just a couple days before a patch intended to fix stability issues also made the Breakout Prisoners stop spawning any faster than a couple per hour. You had lots of newly-minted players standing around in the prison yard wondering what to do.
They fixed it about a week later. -
You can build them in your base, you automatically have access to them just by having a base. You click on the Empowerment Station and it gives you a list of buffs and the salvage they require. All buffs last for one hour after crafting. There are two "upgrades" for the Empowerment Stations that give access to rarer and more costly buffs. All the buffs are minor.

There are Tutorials you can do for both MA and crafting.
At level 10 you can go to the university in either Cap au Diable (red side) or Steel Canyon (blue side) to do a tutorial on Invention Enhancements and recipe crafting. You will get to make one Basic IO during the tutorial. At the end of the University Tutorial, you will be sent to the Market and the Information contact standing next to them (Looks Like He Knows Something redside and the person in the middle of the floor blueside) can explain how the Markets work.
There's also a contact in the MA buildings to explain how that works. Look in your Contacts tab as you are "introduced" to them automatically when you reach the appropriate level. -
Important safety tip: Never EVER use an airborne travel power on a Mayhem map. Keep your feet on the ground at all times.
The Longbow ambushes show up because there are invisible "trip wire" spots around the map that spawn them. When you approach them, an ambush is created.
These spawns points exist in the air as well. If you fly or superjump over to the bank, you get a ginormous number of flying Longbow spawned, in addition to any others. If you keep your feet on the ground, you don't get the flying spawns. -

All zones with a Market should also have a "Vault". This effectively doubles the personal storage your character has for Salvage. You can't store anything but Invention Salvage there though; no Insps or Enhancements.
Pocket-D also has Vault storage. All the Vaults are the same thing and you don't have to travel to a specific one to get your stuff back.
Bases can also have Salvage storage bins if your SG has one.

Blue side, all of the Universities have Invention Crafting Tables. You can craft Recipes for which you have the correct ingredients and purchase Basic IO Recipes at them (buying Recipes this way is almost always more expensive than getting them at the Market).
Red side, there is only one University; located at Cap au Diable. However, there are "Abandoned Laboratories" with crafting tables in Port Oaks and Saint Martial.
People with the Field Crafter Accolade badge can also drop a crafting table anywhere they want for a few minutes every half-hour or so.
Essentially, you need the recipe in order to make anything. You can "memorize" Basic IO recipes and craft them without a recipe after you earn a badge for making a whole bunch of them. But if you are making them for yourself, it doesn't help much.

As others have said, basically more than 3 of the same type of SO in a power is a waste.
To help you play with the numbers, download Mids Hero Designer. It will give you the enhancement %-ages for different slotting schemes.
Also note that you can right click on a power and select Detailed Info to get the exact numbers on it (usually unslotted). If you click open your Powers tab and then Combat Attributes, you can see the stats for your character. -
