Good thing they won't.
If you've been paying any attention at all to the rumors (and I know you haven't been), it would affect stacked buffs like, say, Insulation Shield, which would prevent people from getting seven billion defense.
Tough + Shark Skin is not a stacked buff, so it wouldn't be affected at all. Unless you're dealing with PvP Math, which is even more lousy than your next post. -

Behold: PvP Math!
This is the #1 reason I don't PvP. In PvE, that character is sturdy as heck. PvP? No so much.
PvE: 22.75% + 41.70% = 64.45%
PvP: 22.75% + 41.70% = 29.19%.
As one who actually CAN do math, I can see that in PvP, my shields offer 45% the protection they do in PvE.
What, poor Defenders weren't able to solo Brutes or whatever so they slashed resistances?
Sorry PvPers... I'd love to fight you, but not under these circumstances. Maybe if my powers are boosted to at least 50% effectiveness I'd reconsider, but not before then. -

"Resistance" is a universal game mechanic that technically applies to everything: damage taken, debuffs received, mez duration, etc. While one could reason that "-Res(All)" means that resistance to everything is reduced, that's not the idea that's intended to be expressed.
For all intents and purposes, when you see "Resistance" in the game, it's referring only to the following damage types (unless otherwise specified): Smashing, Lethal, Fire, Cold, Energy, Negative Energy, Psionic, Toxic.
Enervating Field does not reduce an enemy's resitance to Endurance drain/modification, or any other debuff for that matter. The only resistance it reduces is damage. -
Um, guys? We're not talking about crits. We're talking about incorrect behavior of the power selection mechanism. That's what Castle is asking for, and that's what Castle will fix if we show him what's wrong.

Bobcat's actually Boss class when she fights with you during two missions in the same arc. That's more than any other contact I've done missions for, so I'm not sure "lazy" is the right word. (-:

Or does he only show up when you show oddball character builds like my totally awesome petless Mastermind?

Elec/Ice Blasters are hands down the most fun and best at farming in the game.

Radiant Strike's bigger brother. Though this time Energy Melee kept it in house. What we have here is essentially Total Focus, Energy Melee's big, bad Tier 9 power available in the late teens. Just about everything is Total Focus, though for some reason the damage here is weighted more towards Smashing than Total Focus. City of Data says TF deals 1 Smashing and 2.56 Energy, while IS here deals 1.56 Smashing and 2 Energy. A bit odd considering the focus of this set being on Energy. IS also replaces TF's Stun with a suite of effects: -Fly, -DEF, Knockdown, and a Hold. I suppose that might be why things are shifted to have more damage in the more resisted type. -

There's evidence to suggest something's fouled up in the code that's run when you call your contact at the end of a Task Force. I believe it is what was responsible for this Task Force crash.

Additionally, NCsoft Support has subsequently awarded my character the Synapse's Cohort badge (and with it, Abomination) and 58 Reward Merits. Not that the timing has anything to do with this thread, but the survey was definitely sent out too soon if the ticket was never even closed. -

I like that! When a customer support representative isn't able/allowed to address a particular issue, he passes it onto someone who can. That's exactly what I like to see, and had no hard feelings up until this point.
So I waited... and waited.
Two days later (today), I receive the NCsoft Support Survey. I said the response time could have been improved by responding at all. -

The main change for I19 is the introduction of the Incarnate system which will only affect (for the most part) level 50 characters. Sheesh, I re-start my tournament so often I barely ever see 40 much less 50. There were six people on the team:
- Demonic.Anarchist (Mastermind)
- Meridian Pryme (Blaster)
- Queynt (Brute)
- Kriegstantz (Brute)
- Scarlet Evans (Corruptor)
- Bob the Biohazard (Mastermind)
I couldn't get in touch with Demonic.Anarchist after the fact, but I do have an idea. If they were a Rogue and they called Synapse after the Task Force before everyone exited the map, the Alignment mixture may have triggered a bug that reset the character status.
On-map or no, everyone on the team reported mapserving. -
At around 4:20pm Pacific time, I was on a team that completed the Synapse Task Force. I received the Synapse's Cohort and Abomination badges, and 58 Reward Merits. Very happy!
Then people start exiting the mission, and everyone mapserves. When we log back in, we're standing there at the mission door, team disbanded, and nobody has the badges or Merits they just received seconds prior.
At this time, we're still waiting for a response from NCsoft Support, but I'll tell you the kind of response I don't want to hear: "We have no proof you completed that Task Force, so you're SOL." -
Issue 18 brought with it many badges, however, at least two of them have title conflicts with other badges:
Resolute
* 75-month Veteran Reward
* Complete a Hero Morality Mission
Socialite
* Pocket D/Tailor Day Job Accolade
* Villain name for the Justice Avenger Exploration in Perez Park -
Peacebringers continue to be the most invigorating and powerful characters in the game, as always.
