I agree with macskull. It all depends on how much you're willing to pay, but if $200 is in that range, these are good choices.

I think it would be interesting if the devs did a small test, temporarily offering rent payment for say 100 PP. You buy that, your SG rent is paid immediately regardless of how high it is. No need to go to the registrar. I wonder how many Premium and how many VIP players will take advantage of it.

If you look at the thread where people tried to buy the packs before they stopped being sold, quite a few people there ran against security measures. Things like buying more than twice a day, using the credit card on more than two accounts (which can happen for family accounts), having an old address on the account that doesn't match the billing address, geographic location (for some reason South Americans can't buy). Lots of stuff can trigger it. Problem is you never know what the problem is, and they won't tell you. -

Officially no, in practice the limited editing I tried worked. Haven't tried with the latest patch.

I don't want to get in on the argument, but I want to say something to Death_Badger:
Never say never, and certainly don't take the advice of giving away all the stuff on your main account. Decisions about what to give to Premium players can change over time. I've seen it in another game. It may be that a year from now the situation will be different in this regard. -
I remember years ago that my main female hero's face changed to the worse, but haven't noticed anything recently. I did recently have to change a face on one of my heroes when I went to the tailor, but I think I found one that looked the same.
I've played games with faces I liked less, but I agree with ChaosExMachina that more choice of sympathetic faces would be good. -
NCsoft is known for having draconian security measures for their store which prevent many legitimate attempts to buy. NCsoft support may not be able to fix the problem but can remove the measures temporarily for a specific account the account (in my experience they gave it for 24 hours), and so allow him to buy the points.

Do 'alt-enter'. This will switch to windowed more. You can then resize the window and play (and change to your desired resolution inside the game).

Copy the game directory to where you want the game to be.
Choose to install CoH from the launcher, use 'customise' to point it to the game directory you copied.

It can be a communication problem with the server which keeps the reward status. If this doesn't correct itself after a while and a re-login, I guess the place to go is support.

There was a discussion on another thread about the abuses of the help channel and helper / help me titles. I like helping others but personally I don't like sitting on the channel or marking myself as a helper.
What I would like is forum-like system where players could ask questions, which would go into a help window, and where I could select to expand by title, and answer if I want. The player will be alerted to an answer and once he sees a satisfactory answer he'd press a button and the question will be removed from the list. The question will also be removed if the character logs out.
I think this would make it easier for people to find the questions that need to be answered, something that's not easy just occasionally reading a chat window, and would cut down on chatter.
It may also be nice to have a helper badge for people who help a lot (and whose answers are accepted), but that would have to be manually judged, to prevent abuses. -

I'll grant you that it's not impossible, and that we've never had travel powers at 4 before, but I think that moving the powers down to 4 was done to take away that unheroic long travel and squishiness that was the staple of the low levels. -
I don't think that the arcs can be taken as is and moved down. I agree that talking to the trainer is level 1 mission, but the followup traveling to Kings Row can't be undertaken safely by a low level character. In fact that kind of requires the travel power selection at level 4, and characters who haven't taken that will be at a disadvantage, wasting quite a bit of time for this mission, and possibly dying as they try to navigate Kings Row.

I logged out to the login screen, then logged as another account. The scroll bar for the servers was at the bottom, and it took me a few seconds to understand why I wasn't seeing the server I last logged into at the top. I think that the scroll bar position should be reset when logging out.
Though frankly I don't see the point of a scroll bar. With 14 out of 16 servers shown, why not just trim some spaces and show 16? -
From my testing on an AMD E-350, my impression is that CPU power is more important than graphics power, and this laptop will have it in spades. It also has faster graphics than the E-350, so you should be able to run settings at well above the minimum and get playable frame rates. Can't say about raids, but my guess is that it's a matter of CPU power there, too.

I think it's a good idea to make this one of the forums Premium players will be able to post to. These are the players which will have a good perspective on playing as non-subscribers, so will be the best source for such guides.
You could put links to selected guides on the CoH site. This would both encourage guide writers, who could get exposed to a larger crowd this way, and provide another method for players to get acquainted with the forums.

Just tested the E-350 on an 1920x1080 full screen window. That little chip rocks. Same frame rate as on the smaller display, meaning that it's the CPU that's limiting it, not the graphics side. As long as the world detail is set to 50% I'd consider it very playable. Atlas Park seems heavier than King's Row these days, by the way, after the graphical revamp. Anyway, looks like the E-350 PC can be a decent choice if you're not too demanding.
The Dell that Hyperstrike suggested is a better deal in the long run, though, because when you get a little bit extra money you could upgrade it with a better graphics card. Doesn't come with a monitor, though, unlike the HP. So (assuming you can get the HP for that price, it said out of stock) your choice is between a good looking all-in-one with a weak CPU and a decent, upgradable desktop PC with unimpressive but upgradable graphics. Either should be better for playing CoH than what you have now.
And of course there's the choice of spending under $100 to upgrade your current PC, which would also improve your current situation, but is a little risky on the graphics card front (since there's a chance the upgrade won't work). -
I don't know what happened, but I'm getting ~180K/s download for the latest patch, around the max my 1.5Mb/s connection can give. That's compared to 30K/s previously and 300 bytes/s on the old CoH Updater.
While the NCsoft Launcher still hangs all too often, this certainly makes up for it.
