Now I just need to buy a respec recipe...
As to the build - I wouldn't sacrifice the 3/3 HO slotting in SL for 10% recharge. Really, the difference in downtime for SD between having that 10% and not isn't going to affect your performance noticeably, yet the loss of optimal slotting in SL would likely be noticeable. -

And it does a ton of damage. -
I got to 21 last night, and Energize with 3 recharge + Hasten has helped a lot. I think that Stamina with a Perf Shifter proc will allow for a much smoother and more enjoyable ride to get to Power Sink.

Since you'll be mostly teaming, ultimate survivability is likely less of a concern compared to achieving excellent DPS. Lightning Reflexes is going to allow you to reach the needed recharge levels for the top DPS Kat/ attack chain, so I think that alone makes /Elec a great alternative to /SR for a secondary. Besides this, Kat has DA, which works wonders when combined with a resist-based secondary.
I'm leveling a Kat/Elec right now who's at 20 - rough going until I got DA, which helped quite a bit. Endurance has been an issue, but I'm hoping that with just picking up Energize and looking at picking up Stamina at 22, this will no longer be a concern. -
It's a pretty good build - you have good survivability since you're soft-capped and have Aid Self. The only issue I see is that you dont have enough recharge to run Katana's best ST DPS attack chain, GD>GC>SD>GC. It requires 250% recharge in GD, 90% in GC, and 136% in SD.
To get the recharge, I'd drop Combat Jumping to pick up Hasten, if you want to keep Aid Self. Also, Tough being relegated to a mule for the steadfast IO is not unheard of, but a fully slotted Tough helps survivability quite a bit. I would also remove Swift and take Conserve Power so that you'll be at least approaching endurance sustainability.
Here's a No Purples/No PVP IOs Kat/SR I put together than doesn't have Aid Self, but has excellent regen, runs the GD>GC>SD>GC chain, is endurance sustainable, 95%+ Acc vs. +4 mobs in all attacks, and has 1802 HP with the +HP Accolades.
If desired, you could replace the Oblits in GD and the Crushing Impacts in GC with their respective Purple sets for increased damage and global recharge. If nothing else, it'll give you something to compare to.

In an old farming thread, the Electric/Shield Scrappers didn't farm any faster than the Fire/Shield Scrappers, though there were very few responses there, so it could be down to individual similarities and differences in builds. The advantage of Fire is that it does better single target DPS, which is sometimes useful.
I take a long time to level a toon to 50 due to work and alt-itis so, if I'm investing in a toon seriously, I wouldn't want to suddenly find I am no longer the AoE beast I was pre-nerf. This is just a caveat since at the moment Fire Melee offers far more in terms of ST damage that more than off-sets the extra AoE powers that Elec/ has.
If you're not afraid of the eventual modification of Shield Charge affecting the AoE damage of a Fire/Shield then I would definitely recommend it over Elec/Shield, as the higher ST damage does make it far easier to deal with Bosses/EB/AVs. Also, it's fun to set things on fire. -

The main hole in /SD is the lack of a heal. DM/ fills this hole perfectly. If you do want more AoE, then go FM/ and grab Aid Self for optimal survivability.
The other thing you'd want to consider is getting enough recharge to double-stack Active Defense and at least 3-slotting it with Membrane HOs. By doing this, and taking Grant Cover, you can get near 95% DDR. Depending on what mobs you fight, you may not need such high DDR, but it is a consideration when discussing survivability. -
Kujutsu, my DM/SD was the most costly, though I'm not entirely sure of the total cost. The Gladiator +Def IO was 2 billion alone, add in Panacea proc for 800 mil, unqiues, and 14 HOs, plus 6-set Hecatomb and 5-set Armageddon.... I'd guess around 8 billion or so. I shudder to think of not only the influence investment, but the hours upon hours poring over the build to get it to do what I wanted it to do...
Wit'ch Fire, my FM/SR fireball build has no PVP IOs, but has three sets of purples, so I'd guess maybe 4.5 billion for her.
Lady Caladria, my wife's BS/Invul has two sets of purples and no PVP IO, so I'd guess maybe 3.5 billion for hers.
Those are the only fully IO'd out toons I've done. -

If you don't mind using Hurdle + Ninja Run + Quickness for travel, the easiest solution to avoid losing early survival would be to swap the locations of Super Jump and Hasten. -

Quite frankly, I looked at the other suggested builds in the thread, and none of them are taking full advantage of the strengths of either your primary or secondary. Instead of trying to incorporate what everyone has told you, because some of it isn't terribly good advice, I would simply recommend you use the build I provided. -

If you get the four main Accolades, which I highly recommend you do if you haven't yet, you have 1802 HP and regen 23.2 HP/second. I have the four Accolades turned on in the build, but you can turn them off if you wish for comparison's sake.

For example, in my live build, I have 147.5% global(including Hasten) and 87.71% recharge enhancement in MG for a total of 235.21%.
If you have a Mako's set in SL, you will gain a tremendous amount of survivability by slotting SL with Heal enhancement: ~40 HP/sec effective regen in combat. I would slot SL with heal enhancement regardless of how you re-work the build. -

I've respec'd twice now, and I'm happier than I was before, but I still think that my build could be better. (Particularly since I made a mistake with slotting when I did the last respec.) I'm a controller at heart, but I would love to have a kick-butt scrapper like so many great players do. I'm open to anything and looking for the best. You're fantastic players, and I look forward to your advice, so that I too may reach your upper echelon of scrapper-ness. ^_^

As for the relationship between elec/sr, its my choice after elec/regen. I feel like for some reason regen is a good secondary, but after reading a few posts, i keep second guessing myself. Any advice? Is SR a good secondary? Or should I use something else?
If you have the influence and are choosing a primary that is compatible, I have found that /Shields is superior to /SR due to the ability to softcap, attain ~95% DDR, and have the added bonuses of AAO's +Dam, True Grit's +HP and S/L resists, and the added AoE of Shield Charge.
/Regen is good too, but is an active defensive set and it requires much more attention to achieve the innate survivability of a properly built /SR. /Regen does allow for better peak survivability, though even with this I like /SR better because, unless you're using Aid Self, you don't have to click on any defensive powers, thereby maintaining peak DPS. -
I think he was referring to the Chance for Heal proc. I recall there being a discussion about it before and, numerically, it is an almost insignificant amount of healing and that you're better off slotting a damage proc.
