You can slot Basilik's in Char.4 slots gets you 7.5%, and 2 slots helps with ranged defense. The 7.5% recharge isn't included as part of the recharge bonuses that come with Luck of the Gambler so you won't be violating the rule of five.
Also, Decimations would probably be better in fire blast than Entropics...they give the same 6.25% recharge bonus, though you will lose the regen bonuses. Decimations however have much better enhancement values than Entropics.
I haven't been able to see a good way to do this, but the Force Feedback proc is awesome in Thunderstrike if you can manage it. However, putting that proc in would probably necessitate Touch of Death in Havoc punch and a slot from somewhere else. That would cost you 10% recharge...probably worth it. -

Again, refraining from compliments because I don't want to tip my hand, but I have been very impressed at the overall quality of the entries. In hindsight, I'm glad we gave ourselves more than a few days to complete the judging. -
No question that the increase in prize amounts is warranted. The entries have been really high quality and it's made our job as judges very difficult.
So to sum: 2.1 billion at stake! Prizes extended to 6th place with individual prizes awarded for the top costume for each Freedom Phalanx member. -

Why do all the builds I see skip Fire Sword and take Scorch instead? Is Scorch better? I kinda wanted the sword for concept. Also, while I like your build and I like the presence of Physical Perfection, I don't really like the fact that Grant Cover is missing. Isnt it key to having some Defense Debuff Resistance?

As EvilGecko mentioned, the reason why that Scorch is in a lot of builds instead of fire sword is because it's highly endurance efficient and has good DPA. Scorch - Cremate - Incinerate is a relatively high dps and endurance efficient chain that can be run with very little recharge and can still down AVs. -

Does anyone have a CHEAP Soft-capped Fire/Shield build? I can afford maybe 300 million or less (not counting rare salvage, which I will buy via some AE farming). I dont care about epics at all, but I do prefer to have a good single target attack chain without using Boxing, Air Superiority, or Epics. I also don't care about recharge or regen at all. I can't afford all the LOTGs and Numinas I see all over the place in builds.
Or is it even possible?

You can embed the images in your post by editing and then selecting the Insert Image icon. That will show a dialog box (ensure you temporarily allow pop ups) that will allow you to paste a URL to your image location.

FSC is plenty. At low levels, build up + AAO + FSC = most stuff dead or nearly dead. Then you can single target the stuff that's barely alive.

Two players who saw my fire/shield in action rerolled their fire/sr to fire/shield. Not that this helps any...
But honestly, even if you don't use shield charge, the damage boost you get from AAO all by itself is pretty amazing. -
Wow, I'm pleased as punch at the list of new features. I wonder if emailing influence extends to alts on other servers or is server specific? I suspect the latter (and am not griping about it), but it would be awesome if it was cross server.
The new Posi TF is excellent news. I hope they slowly update all the TFs, SFs. Even some of the SFs are years old.
Anyway, the features list looks like pure win. -

The only troubling entry is Hi_Jink's. The rules do state that the costumes need to be full body shots. And the only reason why I have rule in there is because the choice of boots and the look from the waist down really do give you a fuller sense of the complete costume. With that said, I have no doubt that the Hi_Jink's intent wasn't to obscure or hide the costume but actually the reverse: to show them off to best advantage.
Ideally, Hi_Jinks will resubmit his entry. But if that's not possible, I'll allow his entry with the understanding that some are not full body shots and hence assessed a small penalty when the judges and I go to evaluate it. It's my attempt at splitting the baby. Hi_Jinks is also welcome to submit a second and separate entry as well.
Also, if you see possible rule infringements, I would prefer you PM me first.

Electric control was mentioned at one point as something that was supposed to be in game sometime. Not sure if that will hit before or after GR. I'm guessing that it will be afterwards.

Hello art forum denizens!
One of my co-judges thought it would be a good idea to apprise some of you of a contest I am running over on the Virtue server forum. The link to the contest information.
The Contest
Makeover 3 or more of the Freedom Phalanx and post your entry to the referenced thread.
Prizes: 500M influence for 1st place, 250M influence for 2nd place, 100M influence for 3rd place
Timeline: Contest ends on March 4, 2010 or when the 50th participant enters a valid entry (so the contest is capped at 50 people). As of this writing, I have 3 participants, 4 entries.
Judges: me, Bayani, Deebs
Additional details / thoughts
When I envisioned this contest, I thought of it mostly as a Virtue server community event, but really there isn't anything that precludes people from other servers from participating. All you need is a good vision on how an updated Freedom Phalanx can look like and post it over there as your entry.
Prize money will be paid only to a Virtue character in influence, but the enterprising among you probably won't have much difficulty in transferring it to other servers via the market or some third party.
Anyway, given the number of costume designers who lurk in this forum, I thought you should at least be made aware of the contest and given the opportunity to participate (since, many of you probably wouldn't visit the Virtue server forum).
Hopefully, the mods will forgive me for cross posting this, and allow a one-time exception.

I am pleased to announce that two distinguished members of the Virtue community have agreed to join me as judges. Both of these forum posters have a long history with the Virtue community.
Bayani
Bayani has become almost synonymous with art commissions. His main, Bayani, has been featured in dozens of works done by a number of artists both famous and unknown. As someone who has literally looked at tens of thousands of different costumes and who is a huge comic fan, his perspective will be most welcome.
Deebs (aka Dragonberry)
A former Virtue calendar girl, Deebs is a well known Virtue forum personality. Her main, Dragonberry, is almost instantly recognized at any event...it's hard to miss a green lizard with pink hair, a scarf and school girl style socks. Deebs is also an accomplished artist in her own right, and her artistic viewpoint will bring an interesting perspective to the judging process.
I've asked these two to help me because based on the early entries I've received, I anticipate a difficult judging process. The ones that are already posted on this thread are impressive. -

I know you're just posting your opinion, but my character development doesn't stop at 50. It's actually the point where it just begins. I think many (using your definition of "many") people would share this point of view as well.
Also, all the other things you mention in your OP are not something that has to be tied to level advancement. Some powers for example are tied to badges; others could be tied to the completion of certain story arcs or missions.
What I don't want to see is 10 more levels of grinding to reach the new level cap. That's one of the guaranteed ways to get me to quit this game.
