    I sacrificed regen on this build in favor of as much recovery as possible. I also added in as much recharge in GFS (88%) as I could. I'm not the greatest with attack chains but I'm not sure you can get to the fire sword, incinerated, GFS attack chain without pauses with that level recharge w/o purples. It's why I used scorch in the build instead. It should still be a formidable build.

    Deflection and Tough have the same amount of base smashing/lethal resistance for scrappers (11.25%). I routinely put the Steadfast in Deflection only because 3 Aegis in Tough (which is what is commonly slotted for the AoE set bonus) will be right at the ED cap.

    The latest version fixed that particular bug; however, you will have to account for the fact that Blessing of the Zephyr doesn't give as much defense anymore.

    To change that:

    Options menu -> Advanced -> Database Editor

    Choose Invention Set Editor

    Scroll down to Blessing of the Zephyr and then click Edit button

    Highlight the current bonus for 2 enhancements and double click it, wiping it out, replace the value with: Increased_Ranged_Energy_Neg_Def_1

    Toggle and select the bonus for 3 enhancements, double click it to wipe out the value and repace the value with: Increased_AoE_Fire_Cold_Def_2

    Click Ok and then Save and Close and then Close
  5. Interesting, and thanks for the correction. I've always assumed that the Miracle and Regen Tissue procs were in that list covered by the patch. In any case, we've now been warned.

    I'm referring to the change in the way a number of special health procs worked in the March 2, 2010 patch.

    The paragonwiki article only mentions Numina +Regen/+Recovery being changed but I believed that all of the special health (Regen Tissue, Miracle) were affected.

    That doesn't mean that your character will only get benefit from just 1 of the procs if you have all three of them slotted, only that they won't be as beneficial when slotted with other health and/or end mod enhancements which boosted their performance.

    They do both work in Active Defense, and although Enzymes yield higher values, they do not provide any recharge enhancements. Membranes do. This isn't an issue for builds that never exempt and have high global recharge values. It is however an issue for builds that don't. Not having perma mez protection in a scrapper stinks.

    10% defense won't be enough to make a difference at all. I only start noticing defense around 20%+.
  9. Post a data chunk or link. It's difficult to evaluate a build just by looking at the output.

  11. Looks like I wrong, Princess Darkstar. My fire/shield with 2 Membranes in Active Defense and 1 Enzyme in Battle Agility has around 72% DDR. That's pretty good, but it isn't capped. I suspect that you wanted to cap, without using Grant Cover, you'll have to add a third Membrane in Active Defense.

    So the Very Expensive Fire/Shield build is *NOT* capped in DDR, but still has around 72% which is far from shabby. I'd change that in my OP but it looks like the two original posts are so large that I get SQL errors when I change them.

    As for your question about Enzymes...yeah, it's a loophole in HOs. I'm not sure if they're an outright exploit because it's something the devs have been aware of for quite some time. So while it's not working as intended, I don't think it's high on the priority list of fixes, if it will even ever be fixed. It's probably in the same category as spines animations not following most of the rules and powers like Rain of Arrows and Blizzard not following AT modifiers.

    Dark/Regen Help

    I'm not sure what to do say about your builds. They're obviously concept builds that hinge upon using fear powers, so it's kind of hard to min-max those. The builds look fun, but from a raw, build-the-most-effective DM/Regen standpoint, it's not the most effective one out there.

    You spend a ton of slots on fear powers, and so other facets of your build go lacking. My build would be alot more boring...more defense, probably a little less recharge and with speed pool for hasten. I wouldn't worry about controls like fear because I'd focus on just killing stuff.

    This isn't to say that your build is bad or anything like that, just that it's hard to min-max it when you've obviously built it around certain powers.

    No, I'm referring to the fact that most people who take fighting (pre-req, tough, weave) do so in order to cap smashing/lethal defense by also loading up on a lot of set bonuses that grant smash/lethal defense (Kinetic Combat, etc.).

    Yes, you could use Maneuvers for the same purpose, but my point is that while a little bit of defense, especially to range, is helpful, soft capping defense to a specific damage *type* isn't that great outside of farm situations. A bit of defense to range and proper use of controls is far better in helping your survivability.

    Does that mean that a soft capped to smash/lethal defense can't properly use controls to do the same thing? Of course they can; however, what I've seen is that a lot of soft capped characters tend to have players who become overly reliant on it. It tends to foster a farm playstyle inside and outside the farm. Also, unless heavily purpled, fighting pool-earth epic controllers tend to have below average accuracy which hurts both their controls and their kinetic powers. It's why I like leadership for both manuevers and tactics.

  17. The very expensive fire/shield build is close to my live build. It's probably the build I will respec into because it actually has better recovery than what I currently have. I don't have significant end problems when using fire ball, even somewhat spamming it.

    I'm actually pretty pleased with how some of these builds turned out. The cheap builds are by no means weak, and you can definitely see steady improvement in each build as you invest more inf. I think the two very expensive builds stand up well against almost anythng else I've ever seen in terms of builds. The very expensive electric/shield is soft capped, has great recovery, decent regen and a spectacular +102.5% recharge. The fire/shield only has +90% recharge but has high DDR and has high values in both regen and recovery.

    I'd say the weakest builds in the line up may be the two middle fire/shield builds, though part of that may be that I purposely took out recharge from those builds to save cost and to up numbers for recovery/regen. For example, I could get the expensive fire/shield build to 80% recharge fairly easily but it would mean putting Obliteration into Fire Sword Circle. Obliteration is a great set, but it's poor choice in FSC due to the fact that it has such poor endurance reduction values, and FSC gets spawned a lot. The moderate fire/shield build has sort of the same issues...I put in Gift of the Ancients and bypassed slotting Luck of the Gambler to get recovery numbers in control.

    EDIT: Clarifying that Very Expensive Fire/Shield does *NOT* have capped DDR, but DDR at around 72%.

    I don't agree. I find it overrated for anything other than the very specific mobs you fight on farms.

    I like leadership myself mostly because it affects everyone on your team, it increases tohit and provides a little defense to everything not just smash/lethal. Sure smash/lethal is great against mobs that use it; however, exotic damage types and defense debuffs abound in non-farm mobs.

    At the end of the day, this is just my opinion and a lot of other factors such as build, the missions you play, teammates and play style probably influence your perspective as much as it influences my own.

  20. With the advent of the imminent Blessing of the Zephyr Changes in issue 17, interest in building (or more likely respec'ing) an electric/shield and fire/shield scrapper seems to be high. I thought I would save the forum regulars a little trouble and post eight scrapper builds ranging from relatively inexpensive to extremely expensive.

    Every build listed has soft capped defenses (45%+ to melee/ranged/AoE) and have as much recovery and regen I could cram into them. They are meant as all around builds, to be used for fighting AVs, doing TFs and occasionally farming. I realize that I can pack more recharge into many of the builds below. However, I find it tiresome to use a blue after every other fight, so my builds tend to be a bit more balanced.

    Build categories:

    Cheap - avoid use of rare sets as much as possible. No purples, HOs or PvP used.

    Moderate - No purples, HOs or PvP recipes.

    Expensive - No PvP recipes.

    Very expensive - anything is fair game.

    Note: recovery and regen values listed here will differ than what you see in the game. I don't believe that Mid's takes into account that regen and recovery procs are no longer enhanced by being placed with other enhancements that improve health and endurance recovery.

    I'm trying very hard to find a problem here. Let's see:

    a) Casual players can buy a nice crafted IO for a good price. That's a win for them.
    b) Ebil marketeers, if they choose, can buy up the *supposedly* under priced IOs and flip them, and possibly make a profit (or not) if they assume some risk. That's a possible win for them.
    c) Rich players and badgers can get progress for their crafting badges which means more transaction slots and/or badges. Rich players just want their goodie at any price and badgers just see this as the price for getting their shiney.

    Hmm...the only one who seems to lose is the odd player who stubbornly clings to this niche when profitable ones abound.

  23. Define "budget build". We had a poster here a couple of weeks ago or so that defined it as 20M, and we told her that there would be no way we could create an IO build for so little. Subsequently, she took my advice to play AE, cashed in some merits and expanded her budget considerably.

    For some players, a set of 6 Touch of Death, which is in pretty much any fire/shield build which is attempting to soft cap, is too much. So what's in and what's out.

    I can't soft cap with just generic IOs; however, I can with pieces *I* deem inexpensive. Give us a boundary.

    Are you sure? I always double take when I see this. Speaking as another 'old timer' (I've been around since retail release, pre issue 1), money isn't quite the same as the old days. You can be at the influence cap and still not have enough for the build you want.

    My first 50 couldn't afford SOs at level 22. That's the way it was back then...

    I look at your build and I think it's almost a straight farming build (with the exception of the fact that you have sb) than a team oriented fire/kin build. Smash/lethal defense works great on farms, but it's not so hot when you put it up against exotic damage types you find on non-farms. Mobs like Arachnos, Nemesis, Malta and even Carnies will eat you up alive.

    I don't run my farming build when I'm playing regular content. I have a fire/kin/fire that has a modest amount of ranged defense (around 25%), a little recharge and resists (which help a lot more than defense if you need time to click a breakfree and heal). That's what I run when I don't farm. I've seen a lot of farmers take their uber-purpled builds on TFs and just get owned.

    This isn't to say that I disapprove of farming. I have a purpled out farming build as my second build, but it never leaves the specific farms on which I run it. However, I find it less than optimal on normal content and below par on challenging content. My team oriented fire/kin/fire with leadership, all of the key kin and fire control powers works much better.

    So my advice is to make up a second build and use that for normal content and leave your posted build strictly for farming.
