  1. Vanguard are all meanies. They won't let me go trick-or-treating inside their base
  2. I'm gonna go an be different from everyone else, and recommend Mutation over Lingering Radiation. With room, I'd definitely take both, but if forced to choose, I'd take Mutation. Why?

    Because LR isn't that great for AV-killing. Resistance debuffing (Enervating Field, for example) is far more effective at hastening an AV's defeat than Regeneration debuffing, and the slow is rarely all that useful. (Exception: AVs that have ridiculous HP values, such as Reichsman, are definitely worth debuffing Regen; but I still wouldn't skimp on the -res)

    Mutation, on the other hand, is a great power and synergizes with the set. Radiation Emission contains Fallout, which requires a dead teammate.
    Fallout does more damage than a Defender's nuke.
    Not taking Fallout would be silly - it's nuke-level damage, without the endurance penalties. All you need is for a teammate to die. And eventually, someone will die.

    Then, you can nuke them, killing off a bunch of enemies. If you've got Vengeance, you can also give the team a big buff at the same time. And with Mutation, you can get the dead teammate back on their feet, helping the team, prevent them from being bored lying there, keep them safer than a wakie (stun + partial HP + little to no endurance), and give them a combat buff.



    In short: Resurrect, Resuscitate, and Revive Ally are terrible ally rez powers (although Revive Ally doesn't require a power selection, just two day jobs), and there are many powers I would rather have, in general. Mutation is a great power to have, meshes well with the set it's contained in, and is absolutely worth taking over a slow/-regen, since slow is rarely useful in PvE, and -regen doesn't actually do nearly as much as its proponents claim it does.

    In addition, alt+# and ctrl+# are really just binds for /powexecaltslot # and /powexecalt2slot #, respectively, so it's possible to rebind the commands to other keys, if you so choose.
  5. You can get Nectar more than once... same for Build Snow Beast and Drop of Power/Resistance/Vitality. Off the top of my head, those are the only other charge-based holiday temp powers, so I don't imagine the two new ones would be any different.

    This is not a useful thing to do. It adds maybe a week or two to the grind before people are back at the cap, and requires exponentially more content to increase. It is far more worthwile to come up with reasons to play level 50 characters, whether through fun things to do, or more ways to tweak your build.

    The major difference between our world and the Rikti Homeworld is that their world is populated by bumpy-headed aliens. Play through the story arcs about the Rikti background (such as in the Rikti War Zone), and you might understand.

    Also worth considering, it's $15/mo (if you're paying monthly, less if you're paying larger chunks at a time), with a "month" being 30 days, meaning it's $0.50/day for on-demand entertainment.

    I would call the people Salamancans, since the humans (and presumably the ghosts, and possibly the Cabal too) come from the town Salamanca.

    I would generally call the various enemies in the zone by their faction. Based on real-world mythology, the Red Caps would also be a part of the Unseelie Court (though the actual faction "Unseelie Court" in the game only show up for the Halloween event, and don't have any ties in the game lore to the Red Caps).

    The Tuatha de Dannan and Fir Bolg are based on two races in Irish mythology; the Tuatha Dé Danann and the Fir Bolg. The Tuatha Dé Danann kicked the Fir Bolg out of Ireland. Sreng (See the Fir Bolg boss critter "Streng") cut off Nuada's (king of the Tuatha Dé Danann) right hand in one-on-one combat during the Battle of Mag Tuired. Eochaid mac Eric (king of the Fir Bolg; see the Fir Bolg GM "Eochai") was slain by The Morrígan (goddess of kingship, prophecy, war, and death in battle) during the same fight. Although the Tuatha Dé Danann defeated the Fir Bolg, they allowed the Fir Bolg to keep 1/5th of Ireland out of respect for Sreng's heroism.

    Edit: After the battle, Nuada was deemed no longer fit to be king (either for losing in one-on-one combat, or for missing a hand, I'm not sure), and was replaced by Bres (see Tuatha de Dannan boss critter "Bres").

  13. In more detail: The reason the key is a factor of 5 is due to the way the recharge calculation works.

    Recharge = BaseRecharge / (1 + RechargeBuff%)

    Where BaseRecharge is the time it normally takes the power to recharge, RechargeBuff% is the total recharge buff affecting the power (this includes recharge enhancements, set bonuses, and powers like Hasten or Speed Boost); the value is the percentage buff (eg, 70% from Hasten) divided by 100 (eg, 0.70 from Hasten). Recharge is the time it will take for the power to actually finish recharging.

    Since the cap on RechargeBuff% is 400% (or 4.00), the best recharge you can get is:

    Recharge = BaseRecharge / (1 + 400%) = BaseRecharge / (1 + 4.00) = BaseRecharge / 5


    In reverse, the floor on RechargeBuff% is -75%, so the worst your recharge can be is:
    Recharge = BaseRecharge / (1 + -75%) = BaseRecharge / (1 - 0.75) = BaseRecharge / 0.25 = BaseRecharge * 4

    Note that if the game somehow let you get to -100% recharge, it would run into a divide-by-zero error. Fortunately, it won't let that happen

    Any power whose recharge is less than 5 times its duration can theoretically be made perma. If you're extending the duration rather than reducing the recharge, it depends on what the effect you're making perma is, as different effects have different enhancement schedules. If you can extend the duration and reduce the recharge, it's generally pretty easy to make something perma, but defining the ratio between recharge and duration required for it to be possible is harder

    My understanding of the way the cape system works is that they'd have to make an entirely new cape for EACH combination of shape/design/logo. They can't just slap an emblem on an existing cape. I could be wrong, but I believe that's the case.

    I believe BAB has said there is only 1 walk animation in the game, and that animation only works while moving forwards. (It's used by citizens in the street)

    In order to get players with walk, they'd have to make at least 3 more animations (strafe left, strafe right, walk backwards), for each body type (female, male, huge). And probably more than that. There's also the concern of what to do about things like Speed Boost, since presumably walk should always be slow, and would not look good fast. All for something that probably would never get touched by the majority of the playerbase.

    I'm not sure of the exact criteria, but my best guess is that it's based on the difference between the giver and reciever's rep. If your rep is much lower than theirs, you don't have much effect, if any. If your rep is much higher than theirs, you can move their rep a lot.

    I don't see how this really helps, since the highest possible magnitude for a capture power is 7.something, and GMs need over mag 75 to get captured.
