Personally I'd go for the graphics card first. Then grab the processor second. Somewhere in between that I might also grab some more RAM and possibly upgrade to Windows 7

Most of the specs are in the "ok-ish" range. But the big issue here is the video card. CoH doesn't play nice on Intel's integrated cards. For that matter any integrated cards. But especially Intel's. Horrible horrible video cards.
You could try updating the drivers for the video card (They look corrupt), but I doubt you'll get any sort of a reasonable boost out of it. -
The 5770 is equivalent to the GTX 275. Give or take of course. A quick search on Google should find you some comparisons between the 2 cards (The GTX 275 and the 5770). You could also read some comparisons between the 5770 and the 5870

I noticed this as well. It's actually happening on all auras in the character selection screen, not just the electric one. It started happening after the Updater was....updated.

You have all of the updates from Windows Update? You don't have Service Pack 2 installed. Once you've done that, if the problem persists (And it really shouldn't as the updates to Windows and the video drivers have supposedly rid us of these types of crashes) there is a thread near the top that deals specifically with this type of an issue.

First step is to post a CoH Helper log.
Do you have all of the latest updates to Windows? Are you running the absolute latest drivers for your video card? The CoH Helper log will help answer those questions -

I use pre-paid credit cards (Or gift credit cards) with NCSoft all the time. In fact, that's how I generally buy my game time and all the extras such as booster packs etc.

I'm guessing you just upgraded to the latest version of Firefox 3.6. There is something in that version that causes the error every time somebody tries to post on a vbulletin board. Until one or the other of the softwares is patched you will probably have to roll back to an earlier version of Firefox. I'm using 3.5.8 right now and it's working well.

Hey guys. I had a bit of an issue last night (not related to CoH) and I would really love to get some insight as to what it might have been.
I was in CoH yesterday and I opened up my nVidia Control Panel to check something out and the machine locked up. So I forced the machine down and started it back up. The "Starting Windows" screen came up but the little animation didn't start. After a few minutes I realized it was completely frozen. So I restarted it again and this time attempted to boot into Safe Mode. It wouldn't. It froze on Classpnp.sys. Unfortunately, this could mean that either Classpnp.sys itself was corrupt or the file being loaded directly after it is. So I started my research...
I looked up some information on issues with Classpnp.sys and it looked like it may in fact be the culprit. Unfortunately, it's one of those issues that you find a million people with but no one with any real answers. Each one has resolved the issue with a different solution so it's nearly impossible to know what the actual cause is without trying it all out yourself. Fair enough.
I won't bore you with the million things I tried (such as unplugging all USB devices, swapping memory etc) as they're generally the things you start with in these cases. Eventually I got around to thinking about what changes I had made over the last few days. I installed some updates from Windows and I upgraded my nVidia drivers. Excellent. Now if I could only get into Safe Mode, I can remove those things and see if it will work! What a fantastic idea, if only I could actually get into Safe Mode!
I took a risk and decided to pull out the video card and run the integrated graphics to see if it was nVidia specifically (Remember it froze when I tried to open the nVidia Control Panel). BAM. Windows came right up without so much as a second thought.
Interesting. So I took the opportunity to go in and restore to a few days prior. Which it allegedly did successfully. After it's done I shut the machine down and pop the nVidia card back in. Hangs at the same spot. So now I'm getting ticked because what seems like an easy fix is turning into something really annoying. I decide to read a bit more and I come across some people who have swapped out their Classpnp.sys file from either a clean install or an older OS. So I decide to boot into an Ubuntu Live CD to rename the Classpnp.sys file and go from there. Ubuntu's first screen comes up and asks if I want to try Ubuntu without installing, I say yes. It hangs. Yay!
I remove the nVidia card again and go back to integrated graphics and the Ubuntu Live CD boots up just fine (But of course!). I go in, rename the Classpnp.sys to Classpnp.bak. I then shut down, put the card back in and start it back up. This time, the Starting Windows animation starts up, get's half way through it's swirling and promptly reboots. So I try to load into Safe Mode. Now, we hang at drive.sys. At this point I'm really getting irritated and I start to think the video card is bad and I'm cursing under my breath (Ok, I was really cursing loudly).
So I went into the BIOS (which I had done before) and looked over the settings again. I decided to reset to defaults (something I swear I did last night), restart and low and behold here I am typing this post. It should be noted that I haven't touched the BIOS in like 2 months and the changes I made back when I was in there were stupidly minor and really had nothing to do with anything other then maybe the boot sequence.
So I go and look.....and Windows didn't even restore back to before this issue. Just as a side note. Everything is running just fine now.
Any thoughts? Ideas? It's ok to laugh at me too -

You've got PhysX in CoX, congratulations. If you don't believe it, delete the listing for "NVIDIA PhysX", reboot, confirm it's gone, and go into the game. -
I have a GTS 250 and PhysX does not work no matter what software/drivers I install. CoH was never programmed to function with anything other than Ageia's PhysX card. I do however see things like mailboxes exploding with letters, leaves falling etc. These are just side effects of having a card capable of those extra high settings. In your graphics settings "Ageia PhysX" is not greyed out?

I was standing in Atlas in the AE building and I lost connection to the map server. Now it says my toon is still logging out.
Update: Aaaand now it's working again -
I'm aware of that work around, but it hasn't worked in a long time. At least not in the way Human is describing. Unless there are new drivers that work all now?

Seeing as CoH only supports a physical Ageia PhysX card, please explain how you've managed to not only turn it on without one (It's greyed out and or not available to most people), but turn it on so it functions with nVidia's PhysX.

Maybe I can shed some light....
Tesselation is a feature of DirectX 10.1. In order to be able to fully utilize it (Or in this case test it) your card has to be capable of 10.1. The GTS 250 is capable of a maximum of DirectX 10. So you would only be able to utilize the features created for DirectX 10 and lower as they generally build on top of previous versions. That is why you can run software built with DirectX 10.1 or DirectX 11, you just can't FULLY utilize all of the features. -
The GTS 250 does not take advantage of DirectX 11 because it is not capable of it. That however does not mean you can't run software/games built with DirectX 11. It just means you won't get all the shiny DirectX API upgrades. Unless a specific software or game is built strictly for DirectX 11, it's possible to run/play it. It would just use the features of DirectX the hardware is capable of. In this case, DirectX 10.

Personally, I'd wait until the nVidia stuff is actually announced. Even if you don't plan to go with them, they may have something up their sleeve that may bring down some of the ATI prices. Better to wait the relatively small amount of time till the announcement than to pay more for something you might be able to get for less -
Not to downplay any of what Miuramir has said, but as Smite_King mentioned your first order of business is updating your video drivers. Chances are that will resolve your issue. You just need to find a set of drivers that work well with your card. The latest should be ok for your card. If the crashing persists after using a newer set of drivers (Newer as in the latest or a few released behind the latest), then I would move on to hardware troubleshooting.
