  1. I used to run at +1/x2 (Rugged) regardless of AT or powers, but now I keep things much more flexible. I don't run at a constant setting, but a 'relative' one, based on the level of the Mission (since that is now fixed on acquire).

My own level may be a bit higher than the mission's, so I set the 'level' slider so as to produce a mission that is around +1 to my character's level. So, a level 20 mission and my character is a few bubbles from 22? I'll set for +3.

I've also noticed that x4, x6, and x8 seem to add a variable that can cause higher-level spawns in your mission.

I recently had a mission that was extra old, the tail-end of an arc, and I was +5 to the maximum mission level, so I cranked the difficulties to +4/x8/+bosses and had a Blast, mowing down blues and whites and the occasional yellow. (WP/DB Tanker)

So, like I said, I set my difficulties relative to my character's level and also relative to the level of intensity (and enemy-group difficulty) that I want to enjoy. I also should mention that the addition of a single, skilled, teammate can transform a 'hard' mission into a 'walkover', irrespective of their AT. It's why I don't have any server-friends and my @global-friends list is overflowing - I collect Players, not toons.

  2. I'm sorry, Geko, but I really Hate the idea of slowing down attacks. HATE!

I play my main PB as all-human and your proposal would devastate my ranged attack-chain. I don't want to have to rush into melee Just to actually have an attack-chain. Bolt-Eye-Bolt-Blast-Bolt etc. becomes a painful chain of wait-wait-attack-wait-attack-wait-wait when you slow the recharge.

Unless, by some magic, you have a plan for creating a relatively seamless attack chain from these three attacks at your new level of recharge? Or are you thinking, 'Everyone does Perma-Hasten, so recharge doesn't matter'? Because I don't have time to explain to you, that Hasten does not float my boat.

If you propose a buff, make sure it's actually a buff for all levels and (most) playstyles... right?

I've already gone through this agony with my Energy Melee Tanker. Please, sir! Please! Stop the hurting!

True enough. _I_ am no expert, but I remember, when my brother was studying Photoshop (This is back when it was New, 20+ years ago) he was using it to re-touch Photographs. In my own experience, Photoshop is a powerful tool for resizing, re-coloring, filtering, cropping and otherwise manipulating graphics and photos. And I often use simpler tools, like Irfanview, instead, but Photoshop usually produces better results, if I don't like what my basic programs produce.

And I realize that I'm totally missing out on a lot of super-potent tools, by limiting my usage like that, I just never had the urge/need to Create art by hand. I sure do appreciate the beauty that you talented folks make, though!

Okay, you're basically correct, AND the 'necro-d' thread in question was only about 4 months 'dead'. A reasonable argument could be made for either position.

  11. Yep, a 250 will power a very small and cheap vid-card.
You may want to upgrade the PSU just as a matter of course - say about 500 W.

Perhaps she's perched on the shoulder of one of the Many statues in Paragon? Seems like a great place for a cat to wait for prey. And if no bad-guys show up, she can chase pigeons!

  14. Despite the (erroneous) labeling, Yes, the Kismet unique is +6% To-Hit, not Accuracy, which makes it much more effective.

  15. While we're at this, consider Electric Armor, as well. It also has Heal/Recovery powers to stack with Dark Melee.

Yes, CoD is Stealth, but it does not interfere with existing aggro - in that any aggro you generate remains in effect, despite your 'stealth' and the mobs will still try to kill you. However, that stealth means that you can be more selective in your aggro and pulling, since you're less likely to pick up extra, from nearby groups - since they can't 'see' you. You can taunt 5, pull 5, and defeat 5, then go get the next 5, or you can jump in the middle of the group, with Death Shroud going, and aggro everything you just hit/hurt, but their buddies --> Over there --> won't come and join the party.

    This gives You more control.

So, Cloak of Darkness does not make aggro any more difficult, at all - it just makes it a lot less random.

  17. I run a 24" Widescreen at 1600 x 900 on a NV8800 card and things look great, if not quite 'ultra'. You don't need to have the most recent/powerful hardware to run Ultra Mode.

  18. Well, there's the 'Troll Posts Feed Trolls' issue. However, I think it was just a matter of uninformed panic-attack about nothing.

I've heard nothing about any sets getting nerfed. In fact, I hear Fire may be getting a slight upwards 'balance'.

  19. Some try to build Defense with IO sets, but that ends up with very little in the way of Other bonuses and slightly gimps your Enhancements. I believe the general consensus is, as you guessed, +Recharge and +HPs, allowing one to 'power-through' the damage on Healing Flames. This makes Alphas problematical, but gives a more well-rounded build.

Have fun flipping-out and "arresting" stuff with Fire!

  20. While it's true that, at lower levels, a Tanker cannot get away with the same playstyle as he can after level 22, but there's no reason why he should have to. Even buffed to level 50, a level 5 Tanker doesn't have the powers needed to survive an ITF - even if he could get into one.

Slow down, and eat you aggro at a reasonable pace. Eventually you will develop the stomach you need to eat massive aggro, but you have to work your way up to it! If you try to take on the aggro cap of enemies before then, you'll just get sick and faceplant. Believe me, the folks at the hospital don't enjoy pumping your stomach out any more than you do!

  21. Yes, and Tactics does more than just buff To-Hit.
    http://tomax.cohtitan.com/data/power...ership.Tactics

It gives resistance to Perception de-buffs and buffs Perception (to help you spot those sneaky buggers and resist smoke-bombs and such). It also resists Confuse and Terrorize.

As for Focused Accuracy, besides only being available to 4 ATs, and not until level 41, it also gives a To-Hit buff and Perception resistance and buff. It also gives resistance to To-Hit debuffs - which is very nice!
    http://tomax.cohtitan.com/data/power...cused_Accuracy

However, the buff to To-Hit is actually considerably Smaller than what Tactics gives - it's former power has been shunted over to a 20% buff to global Accuracy. I'd also like to point out that you could run all three Leadership toggles for the Endurance cost of Focused Accuracy. (Well, 2 of them, anyway.)

Additionally, Focused Accuracy is self-only, while Tactics is an AoE party buff and stackable with other party buffs. I guess my point is that, even for Tankers, Leadership is an excellent pool and Tactics is a fine power.

  22. I guess that depends on what you're really asking for. If you want a new UI for Respecs, or the option of only respeccing a few powers at a time, rather than the full rebuild we go through now - that might be in the works. If you're asking to recover more than the 10 Enhancements we get now, then you go up against 'storage inventory' limits, which are deliberately set low, and the whole Influence-sink aspect of the Enhancement system.

As I see it, the Real issue is that we can Spend a billion influence on those ten Enhancements and have another few billion invested in all of the enhancements we Aren't able to recover. 'Influence-sink' is one thing, but the sheer Scale is staggering.

  23. Um, right, but my point is, you cannot actually go beyond the cap. So the only 'value' in Q-Fly is as an Endurance-sucking Phase power. The '700% flight-speed boost' is essentially useless, because you can't actually fly any faster.

In Mids, click 'View Totals' and the 'Misc Buffs' tab in the resulting window. It lists Run speed, Jump speed and height, and Fly speed. Then, toggle on the power in question, Hover, Fly, G-Fly, Energy Flight, whatever you have, even Swift, and you can see the numbers change, dynamically.

...What good is To-Hit really? I never understood it and therefore shun powers like Tactics, but I feel like I'm missing something.
And the result of Rajani Isa's formula is that +To-Hit is Much more powerful than Accuracy. People scoff at the tiny values for a Tanker running Tactics, but the result is Fewer Misses!

Looks like there are answers to your other questions...

Yes, however the 58 mph. Cap to Flight Speed is still in effect. This means that your giant flight-speed buff is useless. I suppose it would possibly overcome some slow effects, if you had any on you, but Q-Fly is not going to allow you to race away from your enemies at Ludicrous Speed!
