Unfortunately, the descriptions of just about Everything in the game were written at the dawn of time and written by the Marketing department. They have not been updated for I-22 or anywhere along the way and they are not as intimately tied to the 'reality' that you and I experience.
There are vociferous posters who are fixated on the idea that Tankers should do Brute-like damage (because the old descriptions imply that they should) and, historically speaking, back at the dawn of time, that was how Tankers were conceived as being. The modern reality just doesn't reflect that, as the Devs had to balance Tankers somehow... So they split them into Tankers and Scrappers - neither of which worked quite like the original ideas, but at least they're good, balanced ATs.
We 'enjoy' dozens of such disconnects between the original ideas and how things worked out. That said, can we agree that No AT does more damage at Range than a Blaster? Sure, Controllers, Dominators, and Corruptors (and EATs) can do a lot, but not quite as much, right?

Sorry if you knew that already, but it wasn't quite clear if you were using more powers or not. Still, using Short Circuit and Power Sink let my E^3 Blaster drain everyone in a regular mob in a few seconds from the level 35 on (and he was able to do it fairly well with just Short Circuit and his other powers). He even end drained a War Walker EB he was soloing on an Apex.He does have the Interface proc that end drains, which helped with that, but it still stands in my experience that end drain helps with most mobs.
Even then, in order to be 'effective', he would have to go in First and accept the Alpha... Granted, he could work closely with a trusted Tanker, but I've never seen a TF (that I wasn't duoing) where that was practical - too much chaos. Better to be a hover-blaster and accept the handicap.

Shorn of any 'envy' of other ATs, this is how I would like Snipes to work:
Snipes should to be Snipes - Taking the time and effort to put a huge amount of damage, a long way down-range. If You Move before the interruption-time expires, the Snipe is interrupted, just as it is now.
However, 'Snipes' should Also be able to be used as part of the attack-chain. So, they have some minimum damage and minimum animation time - if you take damage and get interrupted, then the 'minimum' attack goes off.
If you are interrupted by an attack after the minimum, but before the full Snipe goes off, then the damage should be scaled to match.
So, if you manage the full Snipe-time, and pass the second line-of sight check, then the Snipe should deliver an absurd amount of damage to enemies that can't even see you, yet. Of course, other Snipers might indeed spot you and return the favor, so you might want to hide...
And, you know, THEY can shoot through walls... So you might want to hide good.
