here is a build that i came up with i switch snow storm out for ice shield because you can't really slow people anymore if they have ss. Plus it's easy to detoggle and casting time is too long. I switch web envelope for the cocoon because it's a hold and will drop toggles. If you could put Apoc chance for negative in flares then it would be great.

You should drop your current patron and take the hibernate one since the shark attack from that set deals lots of damage. And you don't really need tatics because you shouldn't have a problem hiting pepople once your debuff hits them. You should aim and then infrigate them. I wouldn't put procs in infrigate too because it just doesn't recharge that fast. If you take snow storm then you don't have to slot it just use that default 1 slot and use the other slot elsewhere. Snow storm is not that good anymore cause you can't slow people if they have SS. I took the Aid Self pool.

You should proc flares with Apoc chance for negative and put the pvp range proc in there as well if you can since flares is such a fast recharge.
