My knowledge of the LORE of the Hollows is lacking. -
OK, my Fire/Shield's doing great. I felt like a champ after taking down Ghost Widow on first try and so I've started down the Jenkins arc (which I held until I16 to get AVs without going Invincible).
BUT!!! Infernal has insane fire resists!
Do I have any chance with this guy? Or must I content myself with the EB version? -
I see you built towards, Sm, Le defense bonuses. Consider building instead towards melee, ranged, AoE. Since you're starting from basically nothing with ElA, you might do better going down that route.
So instead of Kinetic Combat, you would switch in sets of Touch of Death. Another great advantage of that set is that your attacks will wind up with a proc and the bonuses are decent given that it's a level 40 sets.
Then I would probably get Rage a full set of Gaussian's SFC for the 2.5% to all positions.
I would get the Blessing of the Zephyr for SuperSpeed and I would get Combat Jumping in there somewhere with the same set.
The AoEs I would give at least five Scirroco's Dervish for the AoE defense boost.
Gloom would get a set of Thunderstrike.
All that should get you into the 20%-30% range for Melee, Ranged, AoE assuming you can actually get that PvP defense IO. -

Hasten and the Fitness powers are meta powers and as such don't really need a "concept".
Other than that, I agree with most point made by the Nethergoat. Open skill systems WILL lead to cookie-cutter min-maxing and even the best developer can't change that. MMOs provide too many variables for human beings to ever deal with all the combinations present even in a class based system. It's why when I start a new MMO, I expect nerfs, even brutal ones in the first two years and then ad hoc ones thereafter. -

No, it's not wrong. But it is a symptom of the problem of these hyper-strong, tiny duration buffs.
Better IMO, to have a long duration (30 min+) buff with reasonable effects. -

Anyways, would it be completely out of the question to trade "moment of glory" and "Instant Healing" from the regen secondary, for "Manuevers" and either "Assault" or "Tactics" (i havn't yet decided if i want the extra damage or accuracy yet) from leadership?
The reason i'm thinking about this is I seem to click IH and MoG kind of situationally if im in over my head or something, an could trade that for the buffs from leadership for a more 'toggle an go' approach (kind of willpower-ish) an only have to worry about clickin "Dull pain" and "Reconstruction". Plus it would help out a team.
P.S as i already said im no expert and fairly new, so this suggestion may be completely ignorant. Thanks in advance for your advice an please no flame -

If you find playing Scrappers easy, then you're not trying very hard.
Scrappers are powerful and playing the game normally is very easy. Which is why many Scrappers don't play the game normally. Post-I16, challenge is there for the taking. Pre-I16, there was always fillers! -

4) Just build what you built before and pick another power.

What possible story justification could there be for Architect Tickets dropping from say...the Hamidon?

Electric is still a bit squishy, but it's an OK set now. It's about where Fire Aura is. Fire has a bit less protection and lesser endurance tools, but a much better heal.

Apart from Tyrant's throneroom, there are no unique Praetorian maps - so the current vibe Praetoria gives off is of an identical world to our one, but with villains as the main force instead of heroes - and that's increased by the use of normal Paragon citizens for Mother Mayhem's follows, and reskinned clockwork and so on - which works fine for the current concept of Praetoria.
But now it seems like the devs have decided to give Praetoria a totally new look and feel - they even mentioned that they've been working out what events from real history would have been changed or even never happened in the Praetorian timeline - so rather than just making everything a mirror, with the only noticable difference being heroes as villains, they look like they're going for a deeper and more complex alternative Earth idea. -
I would only be for this, if it were added at 6th slot IO set bonuses to powers that follow the mez. That would have some nice flavor at least. So for example, Holds would get 3 points of hold protection if you get to the six slot bonus. Sleeps would get 3 points, Disorients 3 points, etc. That seems fair and wouldn't totally trivialize mezzing in the game. Most squishies have one or more forms of mezz so they could wind up with protection from a couple of effects.

Once I saw the lengths the scheming scrappers were willing to go to, I had only one choice if I was to keep the tanks alive... stand my ground against them. Which is exactly what I did.
