I see you built towards, Sm, Le defense bonuses. Consider building instead towards melee, ranged, AoE. Since you're starting from basically nothing with ElA, you might do better going down that route.
So instead of Kinetic Combat, you would switch in sets of Touch of Death. Another great advantage of that set is that your attacks will wind up with a proc and the bonuses are decent given that it's a level 40 sets.
Then I would probably get Rage a full set of Gaussian's SFC for the 2.5% to all positions.
I would get the Blessing of the Zephyr for SuperSpeed and I would get Combat Jumping in there somewhere with the same set.
The AoEs I would give at least five Scirroco's Dervish for the AoE defense boost.
Gloom would get a set of Thunderstrike.
All that should get you into the 20%-30% range for Melee, Ranged, AoE assuming you can actually get that PvP defense IO.

I am having the same issues with DM/Elec scapper. When I built for defense, I didn't like what it did for the overall build.
because DM brings a whole bunch of fun stuff that SS doesn't have I went for max resist and will let recharge and dark tricks keep me up.
Why positional? Nearly every melee power is S/L and that's where I would tend to be as a brute. However I am out of powers that can effectively add def without skipping lots of recharge. I'm trying to find ways to get closer to the cap.

building for positional defense is only 3 as opposed to the 8 or so damage types.
Some damage types don't get defense set bonuses (toxic)
