  1. first off... turn on accolades if you actually plan on getting them (which you should). After that, you will realize that with perma DP (55% rech + hasten), you will not need hp set bonuses (Save 1 to get to hp cap).
    If you actually turn hasten on, you'll see that DP is pretty close to perma at your recharge. Rethink the build, realize that you have too many 5% recharges, that +hp bonuses are literally pointless, and that building for defense is a better idea than building for MOAR REGEN on a regen.

    This, seriously. I wish we could hide Castle's posts so the doomcriers would piss off. No one is getting nerfed. DM especially. SC will likely go back to the way it was meant to be (with the previously listed numbers). That, however, would've happened regardless. Stop ********. **** happens.

    I've never been big on proliferation, but if I was gonna get anything, it'd be EA for scrappers.

    There's no need to have FA if you take HS, which you should. I also slot the Rectified Retucule Unique in Build-Up, mostly for the 1.88 S/L Def, and maybe the 20% will help even over the 60% of Hightened Senses. Same as FA but with some good defense in there.
    I thought we were going for tohit... not perception. And obviously it also depends on your melee set.

  12. What she said. I did the exact same thing, it just happened to be a katana/regen.
    This goes with the belief that, to get as many badges as possible, you need to also have all the anniversary/event badges - those that you can only get once.

    If you're fine without getting those limited ones, then that's cool, too. I'd go with katana/inv, but I've always liked both dm and katana with inv. For things like the Ozone badges, I think katana would hold up much better than dm when using some of the limits you'd have to set (like no enhancements).
  13. Range of 40, radius of 4. Doesn't say anything about a target cap.
    Although, without AE cheatz, I doubt you'll be able to hit more than 5 guys with it with such a small radius.

    Honestly, though. I'd forgotten about that rule. My mind went as far as, "You're still setting them on fire, right? They're still burning, so it's totally justifiable!" yeah... logic fail.

    Although, what about powers like repulsion bomb? It used to be a target ally, correct? Then they made it target enemy, then later buffed the damage (and made the other necessary treaks)... So altering the target type (again, within certain boundaries) is justifiable, as well as the numerical components.

    I'd almost consider a bonfire-ish type burn. Radius and range roughly the same? Lob a pile of burnination before you jump in the mob? That'd be like shield charge without the charge :P

  17. Just had a thought... what if burn was more like irradiate? Rather than being a patch to keep the mobs in, what if it was a "set it and forget it" type attack like irradiate is? Or, conceptually, incinerate (but an AoE). With the fear removed, a recharge and radius comparable to SC, and activation time closer to irradiate (1.07), I think that would look quite appealing overall.

    Aside from that, maybe the two armors (or just one) should also include some +hp as well to further the strength of the set, as well as RotP being usable when alive.

    DB/regen advice

    To repeat what Uber said, you don't need hp set bonuses. If you simply get the +hp accolades, you'll be 1 hp set bonus from cap (with dull pain up). So all your regen tissue stacking is gonna be useless if you go that route (which you should).

    Why you got reconstruction so late, and slotted it... with... resistance >.O *barf* is beyond me. 5 set of doctored wounds, can't go wrong.

    Stamina, QR, and PP, unnecessary, like Uber said. And if you're gonna 3 slot them, use a perf proc, perf end, and regular End IO for max end gain (you don't need that hp set bonus).

    6 slotted crushing impact is a waste. 5 crushing impacts and an achille's heel -res would be a better idea.

    You need to pick the kind of set bonuses you're looking for then build the toon with them in mind. You need to choose between positional or typed defenses, because right now, you have very little of both. Instant healing is still poorly slotted, as is mog, and a panacea set in dull pain isn't going to help either.

    I threw this together to serve as a sort of general baseline for slotting. To make this optimal you'd clearly have to manipulate it. In its current form it's only ok. I figure having something to look at might help you better understand what those of this forum are talking about when they advise you to slot certain things certain ways.

    You completely ignore the changes to Defiance? Vigilance? Assassination? (and to some) even Domination? That's just inherit powers, I'm not even gonna start on everything else. The negatives don't come anywhere close to outweighing the positives in this case.

    Do you honestly think everything will be released to perfection every time? It's not like balancing powersets and enhancements ruins the game... What, your controller can't get to damage cap with one fulcrum shift anymore? You don't like that defenders are good in pvp now? Did your fire/ice tank get tanked? Mad because your defender can't hit criticals anymore? Or that your bile spraying brute can't hit 70 targets at once?

    So sorry, but that's not game-ruining. If anything it's game-saving.

    This only apparently happens on wide screen monitors. I put my game onto my regular 20" and opened it up and everything was the same, put it back into the 22" wide and they got tiny again. It's not just the numbers, either, the enhancements get smaller too (looks like you can slot up to 7 per power).

    It's typically pretty zoomed out, so I can see damn near everything with relative ease. and if I can't, it's usually the map in the way, so that goes in and out as needed (yay hotkeys).
    Translucent windows are also handy :P
