I'll keep my opinion out of this one, but I did fix your defenses without really changing anything other than IOs (also got you more DDR using membranes in Active Defense. This is especially necessary since you don't have Grant Cover).

I actually just technically lied... it adds .4x your damage... not 1.04, that'd be hax.
So, if you do 100 damage, FE will add 40 burning damage. -
1.4x your damage is what it should add. That's damage after buffs/enhancements/etc, I do believe.

If/when I do switch, it'll probably be to my earth/sonic troller. So I'll have some good options to see what sort of mez powers work or don't work (plenty of drop AoEs out of the build, along with TAoEs). -
Not sure why you did a lot of things you did... like a stun proc in an auto... that's... silly.
I think I'd rather explain another build, and why I did what I did, rather than tell you what you probably shouldn't have done in yours. There are a lot of silly things going on there, like very small hp set bonuses. You wouldn't need those if you got Dull Pain to being permanent (which is easy).
I prefer katana/regen over bs/regen myself, but this build is more or less identical to the general build I use for soul mastery sword/regen builds. (I actually use leviathan mastery instead of soul myself, but the difference isn't much).
BTW: Your link was broken and you didn't provide a chunk. I didn't take the time to re-make your specific build in mids, but it looks like you didn't have hardly any defense, and more importantly, you skipped probably the most important power. The real reason you're a sword/regen: Parry. That is the single power that really makes /regens not "meh" compared to most other scrapper secondaries (these days).

Also, body mastery on a regen scrapper isn't a good idea. You're already swimming in regen and recovery, it's better to build for other means of survivability that that which you already have. From personal experience, I can promise that you will be better off *not* trying to get a huge regen percentage. It doesn't really mean much when you get into those big mobs.
The order of importance for a /regen is:
Recharge, recharge, defense, moar recharge.
You live by the clickies, you need them to be up as much as possible :]
Here's a build that's not too expensive - only using one purple set. I didn't even include enzymes (Like I normally do), so that should save some cash as well.

The to-hit versus +4s isn't perfect, but it's pretty close.
With 1 parry, you're just over 45% melee defense, and you're passively over 23% ranged and AoE.
Shadow Meld will put you over 45% defense all (even psi), for when you need even more added protection.
With accolades, you'll easily be at hp cap, and should have plenty of endurance at all times.
Performance shifter procs are perfect for QR and Stamina. They are the equivalent of .2end/sec mathematically, so since you have 2 of them, your net end gain is 4.06 + .4 = 4.46 - 1.02 = 3.44e/s. Which should be enough, even for a BS scrapper.
(should be: I've not actually done an EPS calculation to verify, I'm generalizing).

I had the same experience with lingering radiation, it definitely worked, especially after we had 2 of us applying it on the same groups.
Stupid part: We had a traps throwing trip mines all over the roads. None of them went off as far as I could see. The radius on those damn things needs to be bigger or something. They freakin suck, but that's a perfect time for them to be useful.
TK seemed to work well as long as you're pushing them backwards and not in the direction they want to run (which we had a dom do...)
As far as usefulness, I'd probably rank top controls for this part to be:
Earth > plant > mind > ice > elec > fire/grav
Not sure where ill would fit in, though...
I really wish the popup text or the map or something would let us know where the mobs are leaking from so we can modify the layout more as needed. When it's just "someone got away somewhere!" it's not very helpful.. And the lack of communication across these PuG teams makes it nearly impossible for anyone to actually figure out where the problem is, if there's a problem. -
This is all I could find so far...

It works both ways, other players need to be aware that stalkers do exist in the events and they need to not give a stalker the opportunity to destroy them. In the last boot camp we frequently had people just stop moving during the matches. Every time I would say to myself, "God I wish I had, or was, a stalker right now, that'd be a free kill."
But that never happened. Because we didn't have any.
Having them present is a practical necessity in training for both the offensive and defensive mechanics. Hell, that's a large chunk of why the jump team model was made was it not? -

Initially I did have a glad armor unique in there, but then realized you could drop that out and still be over 45% if you just took nerve (and honestly... it was either that or musculature)

Again, just for kicks. Build turned out a bit better than I thought it would. -
don't have much time, but I did a few quick fixes. Gaussian isn't that great for typed defenses, so I switched out BU to more rectified reticles. Moved some slots around to get you more hp, and your accuracy was fine vs +4s, so you didn't even need those two 4 sets of LotGs (all attacks are over 95% without them), so I moved those two slots around, too.

Even though it's negative damage, it's still probably better to use a mako proc instead. -

Look at this one. I didn't even touch your attacks, only rearranged your defensive powers' slots. Came out with better recovery, defense, and DDR (it's actually capped now).

Why would you enhance high pain tolerance more than mind over body? That doesn't make sense
Mako's bite is a set that's good for positional defenses.. /wp is a set that focuses more on typed ones.
Slotting IW should probably be one of your last priorities, as it's only buffing psi defense, which you already have a chunk of resistance to.
unbound leap set in SJ? that's a couple of wasted slots.
RttC could instead use 3 numina for about the same regen and an hp set bonus.
same with FH
Sweeping strike could use the proc instead of the straight damage.
HS could just use 3 LotGs for more hp.
Tough could use some reworking, just like HPT. using your resistance sets to get defensive set bonus through either reactive armors or aegis (depending on the kind of defenses you need).
OTC is fine... could probably use another slot, though.
Weave, same as HS
SoW doesn't really need 3 slots I'd say. I usually just stick the steadfast unique in there and leave it alone. If you have room for another slot, then toss a straight res IO in, sure, but it's good by itself.
Body mastery in general: You probably shouldn't have it. You'd be better off with leadership and something like water spout (or shadow meld) instead.

Here we go. This build is rockin 45% s/l. 34%e/n and 30f/c. It's about 15% away from hp cap (about 200hp), and had enough recharge without hasten to run the BF -> AV chain.
It should be fine on endurance, and if it gets sketchy, assault can easily be turned off or SoW can be used to fill it back up.
It has SoW and Shmeld for whenever you need some extra mitigation (or protection from -def).

well with that your recovery is pretty bad :O even without maneuvers running it's a bit low. That second numina and regen tissue can flop to a miracle and perf proc, that would definitely help. Also, the obvious cardiac. Definitely perfect for an /inv.
It's mostly just me being picky, but the kismet +6% isn't like the steadfast. You actually have to turn that power on for it to be activated. Because of that, I never slot it in CJ. Sometimes, you just forget to turn CJ on (leaving SJ on, or whatever). So I either put it in weave or tough hide or invincibility, in this case.

Anyway, as you should be able to see, the build has about 25% range and AoE defense, and 1 parry gets you over 45% to melee (If you don't know much about defense, ask, we can explain that too).
You can see the recharge on dull pain is less than its duration ~ Perma-hp-cap.
Regen might look a little low at only 53hp/sec, but that's just one of your tricks. Regen is more about your reaction time and being smart about using your clickies, rather than just having super levels of passive regen (although, I kind of wish it was a better mix of both. regen buff in i21 plzkthx).
net recovery is 3.92e/s - 1.2e/s = 2.7e/s, plus you have 2 performance shifter procs that are (mathematically) the equivalent of +.2e/s, so your net recovery is about 3.1e/s, which is almost definitely enough, even for a Broadsword (this is why you don't need Physical Perfection).
