while we are talking about widows, is pyschic scream worth taking? Ive seen alot of mixed reviews about it.
[/ QUOTE ]
Just since nobody answered this, I'll post my thoughts.
The psi attacks for widows are pretty crappy. They do less damage, have longer animation times, and longer recharges with higher end costs than the other powers you have available. If you need another AoE, then by all means, but if you have a choice between one of the psis and another power, the other power is almost always better. -
I've only ever gotten one legitimate email, but it was unimportant nonsense I didn't need anyway.

I believe I'm on Virtue, my name is Phoenix Everheart.
[/ QUOTE ]
Virtue's the best server, for the record.* Second highest population, meaning you get the benefits of high population without the usual problems, like the server blowing up during events. You also have the option of RPing if you get bored, since Virtue is the unofficial RP server.
* = opinion -
The short:
Assault Rifle
Electric Blast
Psychic Blast (Blasters only)
Devices
Gravity Control
Force Field
Martial Arts
Super Reflexes (low levels only)
Energy Melee (on teams)
Electric Armor
Energy Aura
Merceneries
The long:
Assault Rifle - Lack of ST damage, plus redraw, plus lack of Aim. Unlike Archery, this is a set that's focused far too much on AoE, and has no self-boosts. Comes with probably the least useful nuke ever, with no less than 6 different power ranges, making the powers complicated and weird to use. No steady secondary effect to rely on, and a lot of gimmicky powers.
Electric Blast - Lack of ST damage, with pretty unremarkable AoE. Lack of good secondary effect outside of one power. Weak nuke as a tradeoff for being ranged.
Psychic Blast (Blasters only) - Weakened significantly from Defender version. AoE removed, making it the only Blaster primary that only has one AoE. Combined with Will Domination lacking the damage it needs, also has unremarkable ST damage. Part of its secondary effects, bonus range, were removed with no compensation.
Devices - No regular attacks, no BU. Extremely gimmicky set that is hard to use due to so many powers requiring a long set-up time, being interruptable, or doing no damage.
Gravity Control - Lack of good soft controls and useful powers. Oddly enough, also probably the MOST appropriate set to have -knockback in, but is lacking it. Powers set up in a strange order so as to force the player to take a power that will likely become totally useless eventually, especially for Doms.
Force Field - Only has about 3-4 powers that are actually required, with the rest being fairly pointless. Really bad tier 9, plus long animation times on powers.
Martial Arts - High end usage, with only one AoE. Not very consistent secondary effects. Seems to be like SS designed for Scrappers, which makes it rather weak and uninteresting.
Super Reflexes (low levels only) - While SR is great at high levels and with IOs, it's almost non-existent at low levels where almost all enemies do -DEF and you have no resistance to it. Until mid to high 30s, players with SR have basically nothing at all to fall back on. Even Shield gets +HP.
Energy Melee (on teams) - EM has superior ST damage, but slow attack rate and only one AoE, which is terrible. EM is extremely poor on a team where AoE damage is king, and EM has probably the worst of all melee sets. Longer animation times also means often enemies can die before you execute an attack.
Electric Armor - Medium-high RES, but basically nothing else. Set needs something else to compensate. HP, regen, or DEF would be good. RES alone isn't usually enough to save someone.
Energy Aura - Still not very good even with the changes. Energy Drain's heal needs to be frontloaded to be of any use outside of being surrounded by foes. But low DEF with no HP and very little RES to help is hard to work with.
Merceneries - The least spectacular of MM sets. Weak pets that don't excel at anything in particular. Lower damage than most pets, lower survival than most pets, and less gimmicks. AoE mezzes are useful, but have long recharges and low mag. Pets have varying ranges (which causes problems) and powers that are useless (stealth). -

I've gotten used to just calling it City of Heroes. Nobody knows what CoH stands for. And not that many people I've talked to have even heard of the game.
You folks should advertise more. -
I run leadership on very few characters. It's usually used for fillers in builds that don't have to take all their powers. My Blaster has Assault and Tactics just because she skipped a lot in her primary/secondary. Assault is only +10.5%, but when you're doing high base damage already that's pretty good.

I love this. Please get upset when a booster is released with bugs. Please get upset when the booster is tested to prevent bugs being released.
[/ QUOTE ]
I loved when i15 was released, and I saw someone complaining that there were bugs, and it's shameful for the devs to release something that doesn't work correctly. Someone else pointed out that nobody was around to test the stuff on the test server.
So yeah, I'd say if you don't participate in testing, you have no right to complain when there are bugs. -
You weren't getting any hits in the right section, so you reposted it in the wrong section.
Makes sense to me! -

I read B_I's post in the voice of a valley girl to make it easier.
I also imagine that B_I's life growing up consisted of watching Hollywood movies where the villain is one of those overly exaggerated bully types. You know, the ones who push kids around with no provocation and are way, way too sarcastic and confrontational for no good reason. The ones that couldn't possibly exist in real life because they're too far removed from how a normal human acts when they show up to harass the main character for absolutely no reason. And not the Lifetime ones either that also have a ton of inexplicable power like the ability to manipulate the main character's parents. Just the bully archetypal character who is a bully for the sake of being a bully. That's how we end up with all-caps sarcastics and nicknames like "Skippy." -

Despite the warnings, there are practical situations for using Group Fly:
<ul type="square">[*]Helping people to ascend levels in a lab, tiered cave, etc.
[*]Helping lead hostages across difficult terrain.
[*]Introducing new people to the game, in terms of experiencing flight, and being able to reach otherwise inaccsssible places.
[*]In conjunction with Team Teleport, prevents you from "losing" people when the team needs you to get them across a short stretch.
[*]Protects team members from falling to certain defeat (e.g., enemies far below, or similar quick death).
[*]Fighting AV-class (or similar) opponents that would otherwise be flying above the team.[/list]
Don't forget that the -ACC can be offset by Tactics, and individual players should already be slotting for accuracy enhancements.
-Johnny
[/ QUOTE ]
Most of those things would be just as fine if handled with Recall Friend or temporary jetpack. And even if a Defender was running a fully slotted Tactics, you still suffer -5% ToHit. Someone else like a Blaster would hit the team with -14%. And ignoring that, it'd be 2.4 end/sec. Group Fly sucks. -

I found Tony's comments to be more sound and interesting that most of the observatiosn in that so-called paper.
I would have had something that all round bad and ridden with POV issues torn up in front of me by my profs.
Admitedly hard science like chemistry is a little harder to get POV stuff into but it does happen.

[/ QUOTE ]
Why does rad suddenly seem to be back on people's lists of what you absolutely super-duper must have to ever kill an AV ever ever? Did I miss something, or are people still stuck on the 'omg it's got the super best -regen!' thing, even though that's no longer true?
[/ QUOTE ]
Not only does it not have the best -regen, but AV regen isn't very high to begin with. -

Oh, and Vitality's idea of limiting AE to those with a level 50 character would actually hurt many altoholics out there. Personally, it took me bout three years to get my first level 50 character (and I still don't have my second one after 4 1/2 years). But I certainly tell you I knew how to use the train, where Crey's Folly was (or how to find it if I didn't already know), how to get my cape, how to run on a TF, etc. Making AE only unlockable with a level 50 would have locked me out well past my learning curve on the mechanics of the game.
[/ QUOTE ]
What I mean is as soon as you get a level 50 character you can access AE with any level character you make.
Make it the same way they did with EATs and VEATs.
The AE access wouldn't be limited to just that level 50 character.
[/ QUOTE ]
They know.
What they were saying is that people can go a long time before they get a single level 50 on their account.
Keeping them locked out of the AE until that point on all of their characters seems harsh.
Maybe until they get 50 levels across all characters?
[/ QUOTE ]
No...what I mean is you only have to get ONE character to level 50 to open up AE content for your whole account.
That means as soon as you get your first character to 50 you can go and create another character and do AE content from level 1 on.
[/ QUOTE ]
That doesn't seem like it's fair or makes any sense. It took me 2 years to get a level 50 because I kept getting distracted with alts. And how would it make sense for new players who bought the i14 box that says "Architect Edition" to be unable to actually use the architect without leveling to 50 first? -

I can't believe we are still talking about the worse active PvPer to ever leave the game.

Invincible Reichsman?
[/ QUOTE ]
Yep, that's a bug.
[/ QUOTE ]
Does this mean it is a bug that it is so hard or a bug that someone actually defeated him?

the bug is that he's actually touchable. He's supposes to be utterly invincible.

I saw the South Park avatar thread and it reminded me I found this thing a long time ago but never got around to using it because I didn't have any characters to make with it.
Dream Avatar
It's an avatar maker for some game (Gaia Online I think), but it has a ton of cool stuff you can use to recreate CoH characters or give them new appearances. I ended up making my main RP character Tomatre in it: Dream Avatar Tomatre
I had to edit the tail to be brown since it only seems to come in black.
To use it, just select stuff on screen for the various sections. It's pretty self-explanatory, except for the items. Once you get to items, you can have as many as you want it seems. Hit [x] to totally delete an item or the middle button (that looks like a gear or choker collar) to hide it but keep it on the list (good for comparing similar items). Since there's a ridiculous amount of items, you may be better off sorting by colors or doing a name search if you know what you're looking for. -
I don't know why people put so much emphasis on postcount. It's not like it means anything or has any accomplishment tied to it. Just means you have too much time on your hands.

The Fire/Kin era was PI. That's now over. Maybe this past weekend was an abnormality or something, but it looked like farming is a team thing now. The Fire/Kin is "king" of something that isn't done any more.
[/ QUOTE ]
Wait, what? Fire/Kins farming anywhere other than PI don't count? Fire/Kins don't exist if they're farming in Atlas instead of PI? I don't get what you're saying. Fire/Kins are still around, and still farming, possibly even more than before, they're just doing it somewhere else. And you're saying that doesn't count and it's the end of an era? -

I think after you hit about level 40 without leaving Atlas Park, your character should turn around and say "Come on, man. What are you doing? We're missing the whole game. There's more to do than Architect. Look, let me show you," and then start walking toward the Yellow Line station and take you on a tour of all the zones.
If you still opt to continue to 50, the character can get a restraining order placed on you and look for a new player. "Level 45 Scrapper LF owner. Only played in Atlas Park, but willing to try new things! Please adopt me!"
[/ QUOTE ]
Along the same lines the game could require a character to zone into every zone in the game at least once before it let's them become a level 50.
[/ QUOTE ]
Requiring people to go to Dark Astoria would be cruel and unusual punishment! -

On my Night Widow its not an issue. I don't even worry much about Mind Link because she capped without it.
[/ QUOTE ]
Yeah, but my point was, instead of using up sets for +DEF, you could just work to perma ML, which is a small investment, and benefits ALL your powers with bonus recharge. And without needing to dip into all the +DEF bonuses, you can focus on other things. For instance, my Widow has capped DEF plus +38.5% damage bonus plus a bunch of procs and 52.25% global recharge (still building up more so I have less gaps in my chain).
Like... why build for +DEF when building for +RECH gives you that +DEF too?
