Poison is a good choice for +level enemies, but it falls apart quickly against large spawns.
Mercs is the weakest of the Mastermind primaries. It's playable, but is outshone by every other primary MMs have. Mercs do tend to shine in PvP, though, as does Poison. But PvP is probably not a factor for you.
If survival is the main goal, Tankers can't be beaten. -

Nothing documented or official, but going by server loads and various player accounts, Virtue is the most populous server followed closely by Freedom, Justice/Infinity being the distant third, everything else being in ghost town territory. The European servers don't bear thinking about if low population bothers you as they are the lowest populated by far. After the list merge, they will be even more so (after the NA sight-seeing wanes).
For general PvE Virtue is the best place to play. If you like some PvP Freedom is the best choice. Justice can have somewhat of a late-night population as it is popular with Oceanic players.
Ghost town servers are good if you are a hardcore soloist. The performance of the zones will be much better on the ghost town servers, due to the low population. -

Bring back Debt 1.0. The Debt 3.0 we have is not even noticeable.

I recommend it. SR has scaling resists that compliment the -DMG very well.

This thread made me put my 21 Ice/Icy back on my active roster. Right away I was reminded why I took her off the active roster to begin with: draconian Endurance use. The set runs out of Endurance at a shocking rate. Right now I'm telling myself it'll get better with SOs. We'll see.
Aside from Endurance issues (the worst I've had on just about any character I've ever rolled) the play style does seem fun. Getting through missions at +0x2B is very doable and I've not faceplanted yet. Gotta rest after every spawn due to no Endurance, though.
Play style right now is Power Boost>Flash Freeze>Ice Slick>Block of Ice to open, then Hold more mobs as BoI recharges while using the time between BoIs to attack the held targets. Shiver is used if a Hold misses or wears off at an inconvenient time.
Flash Freeze's recharge is not a problem as I do have Hasten (probably shouldn't run it when I'm having Endurance issues, though), and the kill speed is slow enough that Flash Freeze is back up for each spawn. Yeah, Icy Assault doesn't have a ton of damage, that's for sure.
I'm leveling Earth/Earth and Electric/Electricity at the same time. Earth/Earth feels like a more solid and reliable version of Ice/Icy, though to be fair he's in his mid-30s so comparisons may not be too fair. The Electric/Electricity is still level 8 but I can already tell Endurance isn't even going to be a factor for him. Contrasts very strongly with Ice/Icy in that way.
I don't know if I'm going to stick with Ice/Icy right now, but I like the character a lot, and if I can get her past this Endurance problem, I can definitely see myself taking her to 50, and maybe even beyond. -

Solo friendly good, Yet Another Co-op Zone bad. Hopefully we'll start seeing competitive* zones at some point instead as co-op is completely out of hand.
*"Competitive" does not necessarily mean PvP. -

Bane Placate also gives 20% ToHit for 10 seconds. People always forget that. Plus, Placate>Crowd Control.
Just a couple things to think about when it comes to Bane Placate.
P.S. Props to the OP for going full Bane on one of his Soldiers. The Bane Armor is the coolest, and lets face it, the only thing better than leveling one VEAT is leveling another one. -
The Night Widow is by far the strongest VEAT of them all. Crazy damage output meets crazy survivability. I do wonder how they got through testing in such a state, but they did.
The Fortunata by contrast feels a lot like a Tanker. Great survivability combined with a comparatively low damage output. They won't die on you very often, but it takes a long time to kill things, especially compared to the Night Widow.
If you go Fort, have fun in the iTrials, which are mostly populated by robots. -
