I don't believe so.
I know defense/resistance/etc. suppress, but I don't believe KB protection or mez resistance/protection suppress. That would kind of defeat the purpose of the suppression, since it's supposed to keep you from being detoggled every time you're mezzed.
If mez protection/resistance supressed, you would run into problems with being chain-mezzed to death.
So, I don't think they suppress. -

Katana and Ninja Blade are absolutely identical except Ninja Blade loses Lotus Drops to fit the Assassin Strike in. Calling the Wolf (the taunt) is replaced with Placate (the placate). Other than that they are functionally identical. -
Looks alright.
I'd go for a little more E/N/F/C defense, but it doesn't look bad. You're already about as high as you're likely to get on HP, 2267 is pretty respectable for a WP.
It looks plenty solid for Tfs and teaming. -

I agree with the OP that the game needs more immersiveness. I disagree that this should result in added voice acting as that is _terribly_ expensive and would most likely lead to much smaller content packages (or much higher prices) and as that other superhero MMO showed, making a small amount of better produced encounter really doesn't satisfy most players. Also, superhero voice acting is hard to do without sounding _really_ lame.
Things I'd like to see that would be expensive to code but cheap in "content time" (because I'm a software developer so I always look for a code solution)
- Auto-generated civilians in missions (as needed).
- A behaviour matrix for the civilians and critters that is applied globally rather than scripted by content people. (Eg. Scientists in a lab rooms walk slowly occasionally stopping to do the clipboard emote, until aggro'd)
- Random, appropriate, destructible objects in missions that civilians use as interaction targets (read magic books, type on computers, read screens)
- Real, random map generators that make architecturally sensible layouts for the building you're in. Just think, you could allow AE authors to save the random seed for a given map so they could reuse it.
- Re-use player hero/villain models/powers/names as the opponent in things like bank raids (allow the owner-player to make their character not available for this feature) this looks more possible if I17 does use a "mirror version" of your current character.
- Harking back to the pre-beta days. I'd like to see effect if I go on an all out rampage against a specific group (One of the most satisfying things about Halo was the NPC getting more and more scared of you). Actual attrition numbers used for rewards, like badges, but giving out something useful, like inspirations (see #5 in content heavy)
Content-heavy things I'd like to see are:- More buildings in the city zones with actual insides (that fit the bounds of the outside, gods that annoys me) like the Council base in the RWZ or the AE building. Preferably with set-piece action going on in there. Maybe some hunt missions set in specific bits, wandering EB's like the Ballista.
- Contacts actually doing things rather than standing on the spot 24/7 (I'd prefer to see most supers inside city-buildings, like a hq) they feel more like vending machines than people, why aren't I interrupting Posi doing research rather than standing on the street.
- Set pieces in city zones that start a mission chain.
- Good combat music (It'd pay for that expansion) and the resolution of the "music embedded as sound effects" on many maps.
- Optional cutscenes for reward ceremonies, maybe at the end of a TF/SF or a mission chain, optional because they take place in the mission and exiting would just take you out of it. These things could be re-used easily
- Outside the City hall with <NPC> giving you a medal(badge) using <TEXT> from a random lot of sub-phrases
- In a hospital with a doctor and <RESCUED NPC> telling you how grateful they are and how much they hate/fear <NPCGROUP>
- In a shop/bank. Thanking you for preventing the theft.
Something that makes the game world feel more realistic without adding a bunch of cinematic cutscenes that may or may not be relevant to any particular character. -

A tweaked Dark Blast for blasters.
Why tweaked? Because I kind of doubt the devs will give blasters a set with a true self heal included. The only other set that appears to have been defender exclusive in the beginning was Psychic Blast....and well, that got mangled when tey gave it to blasters.
I'd only like to see 1 change made to Dark Blast for blasters. Take Life Drain and change it into a Follow Up-like power that buffs you when you use it. It would retain everything else, damage, recharge, end cost, but instead of a heal it would give a to-hit and damage buff like Follow Up from Claws does. If it also debuffed your enemy's to-hit and damage as a side effect that would be nice, but not necessary.
I think something like that would fit in Dark Blast because of the number of DoT powers in the set (3, Gloom, Tenebrous Tentacles, and Nightfall). It would make more sense to have a rolling sustainable buff as opposed to a larger buff on a longer recharge like Aim or Build Up for DoTs.
Other than that I'd like to see scrappers get Energy an possibly Super Strength, though Rage would need to be tweaked in the latter case. Possibility of a permanent 200% damage buff seems a little overpowered. (Double-stacked Rage) -
They can only add so much of a cinematic experience before it stops being a game and more like an interactive movie. I personally don't like games that overuse cut scenes to tell the story. A lot of people feel the same way. Most of the playerbase would probably avoid content that forces a bunch of cut scenes on them, interrupting the action. Since most people would likely avoid it, what is the devs' incentive for doing it?
If you've ever run an ITF you'll probably notice that when the cut scene rolls around, people start getting impatient and want to skip past it...but they can't.
That's what I meant about people not all playing MMOs for the same reason. You want an immersive cinematic experience, most people I've encountered in game just want to kill crap. The main reason there aren't more cut scenes already is that the majority of the playerbase doesn't care. They would rather their action not be interrupted than have something cramming a story down their throat. MMOs are designed to appeal to the widest market possible, the devs are aware that players who actively RP their characters and have a great interest in the underlying story behind the events in the game are a minority. They aren't going to force a bunch of cinematics (which take time and resources to produce) on a playerbase when the majority of said playerbase doesn't want them.
As far as the linear goes. I don't like the fact that my villain characters are basically Arachnos flunkies, I pretend to be a mercenary doing it for money or some other such thing. If they introduced a bunch of cinematic storyline, do you really think they AREN'T going to contnue the story that they already have in place on villainside? That would essentially FORCE you to pay attention to a story that you may not like. If tey forced me to sit through a bunch of crap that basically says my character is a flunkie working for Arachnos I doubt I'd playvillain side anymore.
I simply prefer to create my OWN story within the game. If the devs did all the story for me, I'd get bored with it pretty quick. -

I wouldn't mind running a comparison between your Scrapper and my SD/SS Tank.
A SD/SS is obviously one of the higher damage tanks so it would be interesting to see how it compares to a Scrapper.
If you fancy it let me know - it's not a challenge as I fully expect the Scrapper to win but as I said it would be interesting.
My scrapper isn't 50 yet, or IOed at all, so it will be a while before I'm willing to run comparisons. I'm sitting at level 38 (yay MoG!) and I'm not entirely sure exactly how I'm doing his final build yet. -
Rad/Elec would work. I LOVE Electric for blapping. IMO it's a better blapping set than Energy.
Unlimited end due to Power Sink, a melee hold, Lightning Field has a huge radius (not recommended unless you like lots of agro) and Charged Brawl and Havoc Punch do slightly more damage than their Energy counterparts. -
Yeah, you're not going to be stunning AVs with EM.
Look into Achille's Heel procs. I'd put one in Neutrino Bolt and one in Irradiate. Should be a good blapper. -
Here's my blapper build. Yes I committed some cardinal blaster sins on it (skipping BIB and Aim/Build Up) but I'm doing this more for fun than for power.
My plan as far as tactics go is as follows: Make use of the "Only Affecting Self" aspect of Invisibility to get in position with Lightning Field running. Drop my Invis and place Ice Storm at my feet. Go to town with my 4 fast activating, fast recharging attacks (all of which have a chance to heal in them, and one chance to placate)
I have enough recharge I shouldn't need Hasten for this build, and as fast as my attacks recharge and activate I should get a good amount of defiance out of them.
Why I skipped BIB: I was running short of slots and didn't want another power taking them up, so I opted for the blasts that I can still fire while mezzed, since I WILL be getting mezzed.
Why I skipped Aim/Build Up: Needed the extra power picks.

I was actually going to use a Fire/Regen for the test. It has a nice mix of single target and AoE. And you can go ahead and use Ice Storm, I was going to use Fireball so it's only fair. I consider the whole build, not just primary and secondary, if you want to use Air Superiority in you attack chain, go for it (can't see why you'd want to in this case, but not breaking a rule)
Edit: I didn't choose Fire/Regen in any attempt to weigh the outcome in my favor, I chose it because I already have one.
Also: I almost never use Mid's while I'm actually leveling a character, I use it for a final build or as a sort of scratch pad to figure out what direction I'm going with it. Why use a piece of paper when there's a program that already has all the information in it? -
BaBs did the Walk animation in his spare time, the same could be done with an alternate animation for Thunder Kick. Unless, of course, you think he should spend his lunch break working on a new shiny.

With claws, you probably won't need Stamina. Though I would stilll take Health if you can fit it in. And Physical Perfection, unless you have a compelling reason to go with a different epic pool.

Only one problem with that.
Single target scrapper was never specified in the original claim. You simply said "a scrapper".
Otherwise I agree that it is a fair test.
I'm thinking a timed defeat all in AE using the often farmed city block map. For enemy type I suggest Council, as I don't think they have any particular resistances or weaknesses. If I'm wrong and anyone knows of an enemy type that fits that description feel free to correct.
A setting of +1/x4 w/bosses would be fair, as it would require both good AoE output and good single target output.
RWZ Challenge isn't a very fair test between a scrapper and a tank. Any scrapper that can pull it off reliably is IOed to the gills and beyond, and while a tank can survive it fairly reliably, his killing speed will be very low compared to a scrapper that can even do it. There's a reason the RWZ Challenge is considered an accomplishment of a good build.
Also, using a Levantera mission as a timer won't work either, there's no guarantee you will find an acceptable mob right away, and it's too easily skewed. -

The way you phrased it there is kind of like calling a restaurant and saying "I want ketchup", then hanging up.
The restaurant can most likely supply you with ketchup, but you failed to specify what amount, what you would like it on, whether you would like it delivered or will pick it up, and, if the latter, the name of the person who will be picking up said ketchup. -
Also, it's not really a "World" of Confusion as much as it is an Immediate Vicinity of Confusion.

This isn't generally possible for Scrappers that don't have some defense to start with unless they're using Broadsword/Parry or Katana/Divine Avalanche to cover the melee position and loading up on Blessing of the Zephyr to get the other two positions. If you can do this on top of other mitigation types, you've got something really, really strong to play with.
Fire and Electric can get to around 38-40% but I couldn't squeeze in enough defense without Cloak of Darkness (gives the same value as Weave)
I've tried all 3 resistance sets. Invuln is fairly easy (since you want typed rather than positional anyway) Neither Fire or Electric can softcap to everything on any build I have ever seen or attempted.
If you manage to pull it off, please share how you did it, because I would like to see it. -

OP: Ignore the characters on the account it seems you purchased and create your own, you'll find it's much more rewarding (and less aggravating to other players) if you learn on your own rather than jumping into high level content your first day.
Few things are more maddening (as in it drives me nuts) than running a difficult task force only to find out a key member of the team (like, the tank for example) has only been playing a few days and doesn't know what all their powers do. On a task force like Positron or Synapse I'm more forgiving, because they are the two lowest level ones you can run, perfectly reasonable for a new player to be running them. But when it's a Statesman's Task Force or a Kahn Task Force it's annoying having to explain things to someone who is on a level 50 character.
Not trying to give you crap, and I don't care if you bought an account. Just saying, avoid the temptation to jump in on a level 50 right away and learn the ropes first. You'll probably thank me later. (then again you might not)

Cobra Strike is skippable. It's a stun that does almost no damage at all. You'd be better off just killing them.
A lot of people skip Thunder Kick as well.
