Mine are mostly level 50s. But then again, I don't exemp my 50's very much either.
I just created a Fire/DM tank yesterday that will be getting a number of lower level IOs, but that is mostly because the sets in question cap at 30 and 35 respectively (Eradication and Kinetic Combat)
I level most of my characters with SOs or generic IOs, so losing set bonuses on the rare occasion when I exemp doesn't bother me. It's just like when the character actually WAS that level, and I haven't run into a case where the character was unplayable yet. -
Also, I believe it used to be broken and was ALWAYS firing. But I think they fixed that quite some time ago.

SS/Elec/Mu is probably the build they're referring to. Ball Lightning and Electric Fences add quite a bit of AoE to an already powerful AoE build.

Gaussian's isn't the best set for Soul Drain for the same reason it isn't the best set for Build Up: It doesn't have a whole lot of recharge in it.
I'd drop Dark Consumption altogether (seriously, you shouldn't need it with Electric Armor as your secondary, Power Sink does the same thing better AND more often). Though if you find you need it before level 35 you can keep it for leveling and just respec out of it later.
Move the slotting from Dark Consumption to Soul Drain, replacing the Scirocco's you have in there currently with Acc/Rech and Dam/Rech.
Drop Combat Jumping in favor of Maneuvers, and take Tactics in the spot you opened up by dropping Dark Consumption (so you can slot the Gaussian's set you pulled out of Soul Drain). By taking Maneuvers instead, you still have a spot for that LotG, and if you put a couple slots in it for defense you will get better defense than running Combat Jumping, so it's a win/win.
It does lose your travel power, but there are enough temp travel powers red side that it shouldn't be an issue (and if you have the Martial Arts pack, Ninja Run will cover that need nicely), besides, when you're in the air you lose your KB protection from Grounded. If you really want a real travel power, you can take Hasten where Super Jump is on your build, and take Super Speed at 41 (since Weave isn't heavily slotted you can get away with pushing it back to 49 instead, and you can still 5 slot Gloom if you take it at 47)
Also, remember that Energize still works like Conserve Power, so consider using it for end conservation even when you don't need the heal from it (Another reason Dark Consumption is unnecessary). -
Yes, a version of Mid's is bugged with blaster numbers.
I ran into the same problem. Thought I had my Fire/Fire/Cold blaster softcapped to Smashing/Lethal AND ranged, and posted it expecting to get "Wow! How'd you do that?!" in response....only to find out my Mid's was bugged and it wasn't even close to what I thought it was. Update your Mid's, it should solve the problem for you. -
I kind of doubt the devs will allow what amounts to AI customization.
It would probably require rewriting to some degree pretty much every mission in the game. If you restrict this to newspaper/scanner missions it might be okay.
I don't have anything against the idea itself, I'm just pointing out that it' unlikely to happen. -
Tanks with KB protection in their sets are usually fine.
12 points should keep you on your feet against Mary and Fake Nems. -
After reading the thread I have come up with a simple one sentence response to the thread title:
If things are not balanced, they tend to fall down a lot.
The balance you're railing against is absolutely necessary to the functioning of the game. You're apparent "never nerf anything, ever" stance would, if adopted by the devs, lead to the entire game being so unbalanced that only one or two powersets per AT would even be viable to be played because they would so far outstrip everything else it's not even funny.
Shield Charge is receiving a nerf in the near future, because it was mathematically proven to be brokenly overpowered. An attack that outdamages most blaster nukes, and is available every 30-45 seconds on a high recharge build, and doesn't crash your endurance? Oh yeah, AND it's on ATs that will outlive, by default, any blaster build you can possibly put together. Sorry if you don't like it, but that is a power that NEEDS a nerf.
It's funny that when people start talking about how they don't like the devs balancing things they never bring up the buffs, only the nerfs get any attention. In cse you haven't noticed, there are almost aways many more buffs than there are nerfs.
Case in point: Dominator damage boost. The entir AT got a boost to damage so it isn't completely reliant on Domination to actually deal decent damage. What did people notice? They nerfed Psychic Shockwave. ONE power got nerfed, and it was viewed as a nerf to the entire AT, completely ignoring the fact that the other 8 powers in that set were buffed, as well as the powers of the other sets. Overall, maybe 3-4 powers got hurt by the change, but those powers were trotted out as examples of the devs' heavy-handed nerfing, while the buffs were swept under the rug.
If you're going to complain about balance, look at the buffs too, or your view of balance isn't very balanced itself. -
I like Avast myself.
It's fairly non-intrusive, and it's updates won't interrupt what you're doing (I've logged out of a gaming session to find that Avast had updated while I was playing and I never even noticed, not so much as a lag-spike to tell me it was active)
It also has a feature I REALLY like. It has a boot-up scan that comes standard. In the event that you get infected you can set it to run a scan upon booting up your computer to get rid of anything that is messing with your UI. (a lot of malware programs become active as soon as you boot, scanning and eliminating on boot-up stops them from taking over your interface and preventing normal activity)
So far I have had no complaints about Avast. -

Why are you using Kinetic Combat at all with a set that gives you positional defense? Kinetic Combat is best used with Willpower or Invuln because the defense it gives is typed Smashing/Lethal. Shield Defense is positional defense, so you'd be much better off using Touch of Death, Mako's Bite, and Scirocco's Dervish, among others.
Kinetic Combat is just a lot of expense for very little return here.
Twilight's build is much better, and isn't too far off what I'd do myself. -
Well, there are a few mistakes here.
1) You skipped Mind Over Body. In fact you skipped pretty much ALL resistance granting powers in favor of defense. It is very possible to get good smashing/lethal resist numbers while retaining or improving your defense.
2) You don't really need every single attack in the set. You can skip a couple, allowing you to take the Fighting Pool and save some slots.

If you want to switch over to ranged defense, you can replace the Touch of Death IOs with Mako's Bite, and the Obliteration set with 4 Eradication and 2 Scirocco's Dervish.
This should be a decent all around build for you though. It has perma Dull Pain potential (You only need 55% global recharge, this build has 60%), melee defense is almost 30%, so that should help your survivability a bit.
This is actually very close to how I'm building my own Fire/Regen.

Saying "Everyone wants this!" is pure hyperbole, and nothing more. In order to know that you would have had to individually spoken to over 80,000 people and gotten an affirmative response from every one of them.
There was a game not so long ago that incorporated a large number of player ideas, rather than the devs making decisions on what to add or not.
It's called Tabula Rasa, let's go check it out and see how that worked out for them.
Oh, that's right, we CAN'T check it out.....because the game shut it's servers down over a year ago as a direct result of some of the player suggested ideas.
If the devs want to kill the game, a good way to do that is to start implementing every idea suggested by a player. -

As for a Fire/Rad, I really don't see that working too well in PvP. Nothing in Fire Control (I'm assuming Controller, unless you ment a Corr) to really help in PvP, at least damage wise. You won't be getting kills 1v1 on a Controller. Rad does alright in PvP, but any kind of mez thrown you're way will detoggle all your debuffs, and most PvP toons pack at least some kind of mez.
Not so good in zones. Sure, the guy your toggle is on probably won't be mezzing you.....but all those other people your toggle ISN'T on will have no problem doing so.
My Rad/Sonic defender did pretty good in arena 1v1 situations, in zones....not so much. -

Personally, I'd NEVER skip Siren's Song.
Hell, my Sonic/Devices blaster has it on his PvP build.
It's an awesome power, and if you're chasing recharge bonuses at 50 the purple sleep set is one of the cheapest you can get. With Fortunata's Hypnosis slotted my sleep was lasting over a minute and a half. -

The numbers were what they were because they didn't anticipate people taking 5 travel powers in order to fit 5 of the bonuses in their build. That's what the major problem was, the bonuses were fine if you only had a set or two in your build, it got out of hand when people started stacking 5 of them.....which is the exact reason Sprint is flagged to not accept them. -

A few reasons:
1) An AV will stand there and let you beat on it all day.....a player would be a damn fool to do that.
2) An AV will react the same way to the same thing every time you do it.....a player will learn from their mistakes (well, most of them anyway) and come at you with something different.
3) AVs cannot slot IOs to give them an advantage.
4) Players will use debuffs far more frequently than an AV will.
5) You will usually encounter an AV alone.....the only place to guarantee a 1v1 situation is in the Arena. If you venture into a zone1 by yourself, expect to get ganged up on and killed quickly (depending on server and time of day)
6) AVs cannot pop inspirations when they are getting hurt.
7) Only a few AVs have self heals, and those that do use them infrequently.
Starting to see what I mean?
To solo an AV all you need is enough damage to whittle down their health, enough resistance/defense to survive return fire, and enough endurance recovery to keep swinging for 5-20 minutes.
To fight a player you need a much bigger bag of tricks. -

It's simply a side effect of it being a highly populated server rather than anything inherent to the server itself. More people = more jerks, it is unfortunately unavoidable.
I'm sure the percentage of jerks is about the same on the lower population servers, but it seems to be more obvious on Freedom.
Or possibly....there actually ARE more jerks on Freedom because they have made themselves unwelcome on lower population servers, and moved so people would actually team with them. Hard to say, because not many people would honestly answer a survey to determine who is a jerk
I can't say for sure because I don't play there, but either of those things could have contributed to Freedom's reputation. (for the record, I don't play there due to lag issues, not because I have anything against the server)
That aside, there are great people on ALL the servers to team with, you just have to know how to find them reliably. You'll find that upgrading to a full account will make finding teams a lot easier because you can join global channels and send tells. You can find lists of global channels down in each server's section.

Think about it: The VAST majority of the enemies in the game are male. A guy could get transfixed on watching your tatas bounce while you're running toward him and be distracted, giving you a couple seconds to knock him out before he can defend himself
Why do you think Sister Psyche's costume is basically made of saranwrap? She KNOWS what her male opponents are looking at and uses it to her advantage. -

In every respec I've ever done, you pick all your powers, and then allocate slots. Sure, you have to place slots at appropriate levels, but it's not really that big of a deal if you have a good idea where they are going.

I'm well aware that there are only a few that go for that much. Last I checked, only the Panacea and Gladiator's Armor procs were reliably going for over a billion. And it seems like you have to be at inf cap to even try to buy the Glad Armor proc. -

I've asked BaBs and Castle both about some things that I thought should be fairly easy to implement, and have goten a variety of responses. Most of the time, it wasn't as easy as I was thinking.
One time it WAS as easy as I was thinking, but my idea would take up too much CPU processing power and wasn't something Castle would allow players to have (my idea was a damage reflection IO for a Resistance set, you take melee damage and damage is dealt to the enemy that damaged you. It's feasible, but Castle said no
