I don't think the power order CAN be shuffled. For the same reason brutes didn't get Energize any earlier when they changed Conserve Power into it in Electric Armor.
They couldn't give the same power order to SR scrappers because it would very likely break thousands of characters. You might get something to happen if you would be okay with every SR scrapper in the game getting auto-deleted in order to push the change through. Since you are VERY unlikely to see that happening, scrapper SR is unlikely to change. -
Not currently. There are rumors to the effect of it being worked on for the near future, but they are unsubstantiated so far.

Look at the model for yor character's hands. They don't have individual fingers, so any "beastial claws" you added to those hands would resemble a curved garden trowel more than claws.
There are a couple problems with it, lack of individual fingers is one. Combat stances is another, the stance you use with claws has the fists closed by default. That's probably because in the beginning there was only ONE option for claws, and a closed fist made perfect sense for it.
It probably is possible to do, but I'm sure it is not going to be a thing BaBs does in his spare time like the Walk animation. It will very likely require some serious time devoted to it (especially since people will demand that ALL characters get hands with individual fingers, not just people with Claws) -
Deth's build looks pretty solid. I'm unsure if I could improve on it, so I'll just say you should go with that one.

Spines/SR will work pretty awesome for ITFs. Debuff resistance is what will help keep you alive after you get softcapped.
Once you get softcapped, you should be capable of soloing the tower roofs. I know a couple SR scrappers that do on a fairly regular basis.
Willpower is nice, but it needs more support than SR with that many defense debuffs coming in. Also, lack of single target attacks makes it kind of difficult to get good amounts of smashing/lethal defense out of Willpower when paired with Spines.
I'd go with Spines/SR here all the way. -

That is the only example of both of those things existing within one powerset that I am aware of. Claws has 2 ranged attacks in it, but you cannot recolor them (which sucks, I wanted a red Focus and Shockwave to match the Energy Torrent in Body Mastery) -

Meaning, if you put into every single power choice a set that gives defense, and took all the pool power defenses, you still can't cap without using a purple insp or a team mate. But if you have defensive powers build into your character (forcefields, ninjitsu, etc), you can cap on your own. That is what I would like. Get to 35-40%? Sure. But 45%+, ideally no.
It'll never happen, and I accept that. But I would like it.
I don't know too many blaster players that would take the fighting pool unless they were chasing a softcap, because Tough and Weave are pretty weak by themselves. That's 3 power choices to get around 4% defense. 7% if you count the ability to slot a Steadfast in Tough.
You also get locked into certain IO sets, which are often very expensive, and may not be the best choice to slot in a given power. Have you looked at what Kinetic Combat actually does for the power it's slotted in? The enhancement values on it kind of suck, and you end up using 6 slots anyway, in order to not gimp the power for the defense bonus. And if you put them in powers you don't actually use, you've burned at least 3 enhancement slots that could be used elsewhere.
If you're softcapping a controller to smashing and lethal, chances are you will be slotting Kinetic Combat in Boxing and Brawl to get there. How many controllers actually USE either one of those powers? I'm betting not very many at all. So in order to get to the softcap on S/L those people used 6 slots in powers that they will never use, when those slots COULD have been used to enhance the powers they DO use.
Now, softcapping a blaster to ranged, is actually a little more sensible, but you are still required to use specific sets to get there. Thunderstrike in single target ranged attacks, Eradication in PBAoEs, 2 BotZ in any travel power, probably either Maneuvers or Weave slotted with Red Fortune. A lot of things you are forced into doing to get there.
So, softcapping a character that has no native defense has a price you pay to do it. You will frequently make that character less effective at it's role in order to chase defense bonuses. It wouldn't be very fair to suddenly take that away from the people that decided that trade off was worth it. I agree that it shouldn't be made any easier, but since you have to do so many things you might not want to in order to achieve it, it should be left alone. -

I would not skip Charged Brawl, your single target damage is low enough already without skipping one of 3 ST attacks you get in the set.
Avoid Lightning Clap like THE PLAGUE! If you're fighting uplevel at all and you Lightning Clap in a crowd.....well, you're probably going to die. Scatter is BAD for Willpower, and that's exactly what Lightning Clap will do, it'll throw those baddies everywhere, which means they aren't going to be fueling your regeneration anymore, and as soon as they stand up and shake off the stun, they're going to be shooting you. I seriously doubt your scrapper will ever find himself in a situation where Lightning Clap is a good idea. Lightning Clap's main purpose seems to be giving you a power you can skip.
My single target chain with my Electric/WP brute is Charged Brawl, Havoc Punch, Chain Induction. The only powers in my primary I skipped were Lightning Clap and the taunt.
You also want pretty much all of Willpower. Don't bother with the self rez, since you can make a wakie out of 3 of anything else now, and Strength of Will is optional. It's a nice power, but not a must-have. Everything else is pretty important.
Your common IO plan is actually going to serve you just fine until you decide to start IOing in earnest. You expressed surprise at having nearly a million influence at level 4.....well, a moderately priced IO build runs between 300 and 500 million (depending on your patience and availability of the IOs you want). Fortunately, Willpower is a set that does just fine on SOs or common IOs.Quote:I'll probably rethink my Common IO plan as well. Here's a build for you to take a look at. I included a lot of the commonly used sets for Willpower characters. Kinetic Combat is pricey, and the LotG 7.5% recharges will cost you, as well as the Miracle, Numina's, and Regenerative Tissue uniques. Otherwise it shouldn't be too crazily priced and should give you a solid scrapper.

Not for an SR, it's almost impossible to debuff an SR into cascading defense failure.

Here you go.
I improved......well, pretty much everything.
You had over 55% melee defense, but your others weren't even close to softcapped. With the amount of defense debuff resistance SR has, anything over 47% or so is basically a waste. Your 55% was largely irrelevant.
I gave you some more attacks to work with, cut out Weave (kept Tough for a spot to put a Steadfast), gives you better recharge and regeneration. Also gets you more healing out of Siphon Life through use of Hami-Os (since it wasn't needed for set bonuses I could focus on the power itself)
Better endurance recovery, and less endurance used by toggles.
Also made it somewhat cheaper by removing the completely pointless Kinetic Combats. Seriously, Kinetic Combat has no place on a positional defense build.

EVERY archetype on redside is a damage dealer. They don't need anyone to tank for anything. Even my squishiest dominator hangs out in melee beating the snot out of everything she sees.
The downside of being a brute is they do not stack well. If there is more than 1 brute on a team you will both (or all) be struggling for agro so you can maintain fury.
That said, if you're playing a brute, I'm not going to expect you to tank, but I am going to expect you to try and hold as much agro as you can handle. As a brute, that serves a couple purposes A) it clumps things up to AoE to death, and B) it enables YOU to deal more damage, thus speeding our progress through the mission. -

No, they will check to fire one time, just like any other attack. It checks at the same time the attack makes it's accuracy check.

Tank powersets don't seem to matter a whole lot.
As far as support goes, I'm partial to Cold Domination and Thermal Radiation, but specific sets aren't as important as having players that can function as part of a team together.
Master runs are a whole different ballgame. Stone tanks have the easiest time of it, and Kinetics and Thermal get my vote for support. Cold Domination and FF get a nod as well for helping keep squishies (and Regen scrappers) alive. -

Dark Melee/Super Reflexes/Mu Mastery brute.
The guy is pretty much unstoppable.
Need to sink some more cash into his build. -
A LOT of stuff was changed about PvP in issue 13.

Pretty sure that covers all the major changes. I would go ask in the PvP section for advice on how to build for PvP after the changes. Also, I hope you have a LOT of money, PvP builds are pretty expensive nowadays. -
Explanation on this:
Yeah, 92 mph seems slow for "Super" Speed, but it's that low because of game engine limitations. If you were going much faster than that you could potentially outrun the game's mapping capacity. Then you'd end up in limbo, or possibly stuck when the game rendered terrain around where you already are.
As far as I'm aware 92.5 mph is the absolute speed cap. -

In answer to the actual question you posed, I didn't realize it had ever been there in the first place, leading me to believe that it may have been a bug and wasn't intended to be there.
