    I just haven't gotten around to him yet. I PvP when I'm in the mood for it, and I haven't been in the mood for it lately.

    If his build is really exactly how he posted it here I have a couple characters that will most likely make pretty short work of him. I'm not really bragging here, his build has no way to shut off Radiation Emission toggles, so between Radiation Infection, Enervating Field, and Choking Cloud he'd be pretty much helpless for most of the fight. Plus it has no ranged ability and no Super Jump, so if he DOES manage to actually start landing hits I can hover just out of his reach.

    It's just a poorly thought out build that can only be competitive with a very small number of ATs and powersets. I have a scrapper that would probably keep him stunned most of the time as well.
  2. Well, if it's implemented, the devs will have the final say on what the set bonuses will be, and what amounts they will be. They could very well decide that they like the idea, but replace the set bonuses I laid out here with their own.

    The specific set bonuses are debatable, as are the exact enhancements (I'm not really expecting it to actually get a -Res proc), the main thing I want is the name

    All the values I listed already exist in other sets:

    The idea was to give it useful bonuses without making it overpowered. Maybe the max end and AoE defense could be increased, but I wouldn't expect the AoE defense to go higher than 2.5%.

    Also, in using pre-existing set bonus numbers, it will fit into the scheme of the way set bonuses work nicely. All of those bonuses already have names, so they wouldn't need to create a new category for them.

    We are very unlikely to be getting any more defense bonuses in a new set that are above 3%. I tried setting it up with that in mind. The devs seem to feel they goofed in giving so many sets defense bonuses (but they also don't seem too inclined to take any away except for extreme edge cases like BotZ)
  4. The Scorpion Shield is kind of at odds with your ranged defense slotting. Scorpion SHield is Smashing/Lethal/Energy defense, and doesn't give you any positional defense. I would consider a different APP for sure.

    Also, I would go with Cardiac, taking the path that gives you additional range. Because extra range not only lets you attack from farther away, it also makes your cones wider at the end of them. Add a single Range IO to the powers that have Posi's Blast in them and you can fire your cones from father and make it easier to hit more targets with them.

    Not trying to be a dick, just pointing out that just because you started a thread doesn't mean you can decide when it's done. In the future, remember that when you start a thread, it will remain started until it dies on it's own (which this one will probably do fairly soon).

    And in order for super hero vehicles to be a reality, a new game engine is in order. Content isn't really the issue so much as the game engine doesn't lend itself well to vehicles.

    I deliberately made the defense bonuses small. The devs mentioned that they feel adding so many defense bonuses to IO sets was a mistake, so I highly doubt we will see any 3%+ bonuses in any new sets that are made.

    The idea was to give people chasing defense bonuses an option in a TAoE set to help them out, without making the set so good that it was clearly the best option for everyone.

    Look again. Those sets exist at levels lower than 50. Most of those sets are level 30-50 sets. Also, you can slot level 50 IOs at level 47.

    The debt protection bonuses are pretty useless, I'll grant that, but it's not like the only people that can slot them are level 50 characters.

    I would be in full agreement if there were a debt protection bonus in a purple set though.
  8. I don't really see it as "grinding".

    It's basically one more reward for something that a lot of people will do anyway.

    It's not like we need to collect 50 wolf pelts in an area where a single wolf spawns once an hour, and only 10% of them even have pelts to collect. Oh, and let's not forget the fact that there's 40 other people ALSO collecting 50 wolf pelts in the same area. That would be a grind, this is remarkably easy, it's just time consuming. But this is the "end game" content, if it weren't time consuming, people would be right back to whining about there being nothing to do in 6 months.

    Just wanted to correct this. Divine Avalanche and Parry boost melee and lethal defense by 15%, not over 22%.

    Yes, it will get there if you slot it as a defense power. But if you're chasing positional softcap you are pretty much required to put Mako's Bite in all your single target attacks, including DA/Parry or you're not going to get there on Ranged.

    For a Claws/DA, yeah, I second the advice to shoot for S/L/E/N instead. You don't have Parry or Divine Avalanche to leverage for positional defense, so softcapping positionally is going to be either A) Impossible, or B) you'll have to make the toon unplayable to get it there.
  10. Why take Devices as a secondary?

    Because I enjoy it.

    I couldn't give a crap less that another set is "better". I will play and enjoy any power set I find fun, regardless of other people's opinions of it.

    Does it have flaws? Of course it does, EVERY set has flaws. But I haven't found those flaws to take any of the enjoyment away for me.

    I enjoy playing /Devices, and that is reason enough to play it.

    Yeah, when defense based characters die it tends to happen like that. Full health to dead in less than a second. If a couple heavy hitters get lucky at the same time it can kill you faster than you can react.

    On ITFs I've found that you don't want 2 or more of the Minotaur or Cyclops EBs to hit you simultaneously, it's a little painful.

    Yep. That was done so people couldn't slot the prestige sprints with full sets of BotZ and end up with 17% defense to ranged and AoE for very little effort.

You are not better than the rest of us, you are not smarter, you do not know everything about how the game works (in fact you are proven to be dead wrong quite frequently) You most certainly do not know what the developers think about every single thing you decide to post about any more than I do. Nor do you know what their intentions are.

    Get over yourself already.

    That said, I agree with the notion that if you actually NEED to use Hibernate more frequently than every 90 seconds, your build has bigger problems than Hibernate not being available often enough. The OP stated that Hibernate not being usable more than every 90 seconds reduced their tank's survivability by HALF. That isn't an issue with Hibernate, in fact an Ice tank shouldn't be relying on Hibernate nearly that much in any situation.

    Post a build if you can, and maybe some people can take a look at it and fix whatever the problem is that makes you have to use Hibernate so often. I'm not an Ice tank expert by any means, but I know how the set works and what IOs you might be able to slot to help you survive better.

    Yes, it would probably be .94 for Melee and Fire/Cold.

    I chose the lower defense numbers because I'm fairly sure we aren't going to be seeing any more 3.75% or 3.13% defense bonuses in any new IO sets, as per the devs remarks that they feel adding so many defense bonuses in the existing sets was a mistake. The lower values would be a more realistic expectation.

    I suppose we could do away with the proc altogether and replace it with an Acc/End/Rech 3 piece. But, recharge isn't everything. With available set bonuses to recharge, and Incarnate slotting, it is easy to get good recharge out of any slotting combination. I was trying to shoot for a well balanced layout of enhancement, rather than loading it up one attribute in exchange for almost nothing in another. (Obliteration's 18% end reduction for all that recharge comes to mind)

    I deliberately chose set bonuses that aren't available in any other Targeted AoE set, and in a combination that would be useful to many people. I also deliberately didn't make the set overpowered so the devs might actually consider it, or use it as a jumping off point for their own idea.

    The only thing I'm dead set on is the name of the set. We already have Obliteration, Eradication, Devastation, and Decimation, so it seemed to me that Annihilation was a natural fit for that theme.

    Long skirts and robes do exist in the game, but only on NPCs.

    Why?

    Because they can tailor an NPC to only have certain powers, while players are free to take any powers they like. That would mean those skirts, with the way they work, would look horrible on a character who uses Martial Arts, or really any power that has an animation dealing with the legs.

    Go watch a CoT mage or Tsoo Sorcerer sometime, and pay attention to how little they actually move their legs. Hell, Carnie Illusionists don't even HAVE legs.

    We didn't get long skirts because the game engine doesn't really have a way to make them not look like crap.

    The Bruiser version got changed to Knockdown because pet AI is incapable of using it strategically.

    If a player were to take and use those powers, they can use it to position enemies where they want them. A mastermind pet is not capable of that kind of forethought about using a power.

    You weren't disrespectful, and the only annoyance you caused anyone was by bringing up a suggestion we have seen literally hundreds of times in the last 7 years. Which isn't really that big of a deal, we're used to it.

    Your attitude in return contributed a lot to the lack of harshness.

    You accepted that the idea is not feasible, and has been suggested many times before, so the people responding to you did so politely. Now, if you had come back to the thread saying something along the lines of: "This is the best idea about anything anyone has EVER had, and you're all brain dead morons for not agreeing with every word I say!", you probably would have gotten a very different reaction.

    (I say this because people occasionally do respond to criticism of their idea like that, and they get bent out of shape when they are met with scorn)

    If you're talking about a download that lets you take the character for a test run before you create it: No, it isn't possible. Mid's Hero Designer, while it is accepted by the dev team as a legitimate planning tool, it is NOT supported by them in any way. All it does is let you plan your character out, there is no way to load that character into the game without leveling it manually and selecting the powers and slots in the build.

    Actually, when you zone into any zone that contains a detective for the first time they are automatically your waypoint. So just zoning into Kings Row should send you right to him. The Detectives in that zone are Becktrees and Freitag. You will get one or the other of them, it seems to depend on your origin, but I don't remember which origins get which one.

    Alternately, you could go to the Hollows and run the story arcs there. They get old after you've done them so many times, but they're pretty fun the first couple times through them. To get there, go to Atlas Park on the train (blue T in a circle on your map), and find the red dot on the right side of the zone, that's the gate to get there. There is no train service to the Hollows.

    You didn't get contacts immediately on creating your character because you happened to start playing while the Winter Event was going on. Father Time pops up for everyone as a contact while it is active. If you had opened your contact list (click on Contacts in your navigation bar), you would have found your initial contact there.

    For the record, the entrance to Pocket D can be found in Kings Row, Talos Island, Faultline, and Founder's Falls. At level 8, the Kings Row entrance is likely the only one you will survive the trek to. I believe it shows up on the map, and it's not a glitch, it's supposed to be in the back of a truck.

    At least 30% to the relevant type or position.

    I would advise a minimum of 32.5% so one small purple will softcap you. Assuming Energize is enough to heal back anything that does get through, you can carry a whole tray of lucks and be softcapped for 20 minutes. Which may or may not be enough time to win the fight, depending on the AV in question.

    Since emailing an item to yourself has to be done using your global name, I don't think the email system recognizes that you're sending it to yourself.

    You're sending the item to that particular global name, and the email system may not be sophisticated enough to recognize that the sender and recipient are the same.
