    The arguably most power with sets would be /dark, which requires a little more thought and finesse.

    Actually people can and do sue, not to win but in the hopes of being annoying enough to get an out of court settlement.

  4. Im pretty certain that preemptive healing doesn't exist.

    Even targeting a tank/scrapper who is about to take an alpha is reactive, just the cause of th reaction is different than the 'typical' red health bar.


    Its smart to plan like that so that the effect is felt faster, its just not really premeptive.

    Not quite in the same vein, but when Hobo destroyed Infernal with an empathy buffed Shivan, there was a bit of teasing about Level 50 Shivan looking for H34lorz.

    I think Hobe got maybe 5 shots off before the AV went down.

  8. I have never said you are on my ignore list, I did say however that I tend to ignore your comments. (My most recent statement of such came along with naming another poster in the same boat which is why I got modded)

    Those two are not equivalent statements.

    So again you are making an error of fact: either confusing me with someone who has made such a statement, or taking the statement I did in fact make to mean something else; which is why people tend to dismiss your comments.
    You have shown on mutliple occasions to be demonstrably innacurate in the area of making statements of fact.

    So advice to remedy this, is of course checking before making a factual statement and sourcing statements when necessary.

    Before making a post in a defender thread today, I double checked the name and timing of the Hellenic scholar who measured the circumference of the globe. The name I had right, the date in my memory was off by a century. 30 seconds in a different tab checking that date, made my post all the better.
  9. If you abosolutely want to maximise a particular aspect, in you case +recharge, yes you will likely have to make build compromises that you wouldn't otherwise make.

    An example from my stable: Catwhoorg the scrapper has had weapons mastery since the APP came out, right up until last week. I swicthed over to darkness to grab the hold which is basically a mule for the purple set, purely for the set bonuses, notably the 10% recharge.

    He did this beacause I pulled crushing impacts out of a couple of melee attacks, and wanted to replace the +recharge. I did THAT beacuse he slotted PvP sets in Strike and Air Superiority, beacuse those set bonuses exemp with him to any level.

    So to get +damage at lower level exemping (which was my main goal of the PvP sets), I chose to sacrifice attacks usable from 41-50 to recover the +recharge I lost.
    In the grand scheme of things he now has 32 set bonuses from 8 different powers that alwasy stay with him. I may push it to 40 or so from 10 powers (add recon and Dull Pain) when I have rebuilt some inf, but Panaceas are very expensive, and I need at least 5 of the set for the +recharge portion to even consider it.

    It may have been an accepted truth by some people, but it was never a fact.

    Eratosthenes in about 200 bc mearsured the cicrumference of the earth, to a reasonable degree of accuracy, about 25 000 miles versus the accepted modern value of 24 902 mile. The precision is most remarkable, because of two errors that a modern version of his experimnet woudl correct, atospheric refraction, and the errors in his longitudinal positioning of the two points he used (Alexandria and Syrene). These basically cancelled each other out.

    Various other Hellenic and Egytpian scholars provided other estimates using other methodologies varying from the 25 000 miles, to about 18 000 miles.

    Just because the Western world was ignorant in the Dark ages, doesn't make an 'accepted truth' an actual fact.

    The Islamic World 'knew' the Earth was round, as did the Indian Civilisation. I belive I once read the ancient Chinese did as well, but cant for the life of me remember where.

  12. My emp doesn't have stamina at 50. He does have endrec slotted in his attacks, plus hasten (and 20% IIRC global recharge) to bring RA back faster

    One of each IO from a set in any indivisual power, so this is not possible.

    In the case of LotG -Recharge and things like it (performance shifter chance for +end), what difference does a higher level IO make? Would a lower level one be more valuable so it still works at lower exemplar levels?

    For IO that offer a global set bonus type effect like LoTG, the lower ones significantly more valuable.

    A proc (or proc 120s) functions the same no matter the level as long as you actually have the power at the exemped level.

    However, for reference, 350% regen is about what a regen scrapper has with integration and fast healing. That coupled with your resists and healing flames is a significant amount of mitigation.

    I can tell you in that list, he doesn't get anywhere near my top 100, inflated figures or not.

    Just how would you objective judge the success of say Socrates versus someone like Julius Ceaser against the amazingly powerful speaker at the right time like Churchill, and Rush ?

    It pretty much a meaningless statement up front, as there is no way of objectifying such a statement, and so its down to opinion, and basically meaningless opinion at that.

    How can you judge the ability of a speaker who is dead and no recording ever existed of ?

  21. The devs never directly reveal their 'personal accounts'.

    So pretty much any story about a Dev being in someones SG must be taken with a large grain of salt. The nearest I can think of is the Castle has said in the past he has been on Repeat Offender teams.

    Thats left ambiguous as he could have been a PuG member, or he could have been a member of one of the many SGs in that network.

    In the last week I picked up a Shard on a fire/NRG blaster (easy) and an Ice/ff troller (not so easy).

    The troller used the exact steps Aett describer, and which are given in the wiki page, the blaster just blitzed the turrets solo.

    I also happy believe that the 35% accuracy is pure hyperbole, base accuracy at level 25 is 75% and the turrets have no accuracy debuff

    If you mean a majoity say a majority (ie 50.0000001% or more), and for piteis sake dont use majority when you mean pluarality.

    If you mean 95%, be prepared to back up that figure.

    The fact that AF was literally an order of magnitude off in his figures (30 million daily, versus 14 million total for 5 shows or about 3 million daily), illustrates that ANY figures he uses are not to be trusted, unless backed up.
