3rd post answers that question, at least from the OPs point of view (I already asked it). Not saying I agree 100% with his answer but it has already come up.

My Plant/Emp doesn't have it, or Absorb Pain. No-one has ever complained at all. And I play exclusively on PuGs with her. There were more appealing options for her so I took them instead.*
My Fire/Rad controller also skipped Mutate initially. But took it as his "throw away" power on my second respec (previous entries were Bonfire and Smoke).
Howling Twilight isn't a rez, it's am AOE Stun and Debuff, which has the unfortunate side effect of bringing people back from the dead*(I've taken it on my MM and my Dark/Sonic defender and tend to use it as a backup mez or for AVs).*

My plan is to take advantage of another i17 perk and start a Widow/Fort. Lots of AOE, control and AOE Defense Buffs for the entire party. Plus she can stand back a bit and AOE Blast rather than running into what will be a very packed melee range which would probably hammer my framerate.
* My only concern is that she'll be rather like the Ice/Psi I'm currently playing, but at range. But then that may not be a bad thing considering how much I enjoy my Dom. -

The ONLY difference between a scrapper and a brute (in sets they share) is a brute has higher caps, the base values are identical. Brutes split the difference in that they have scrapper base numbers with tanker caps, and they can't reach those caps without outside assistance. Also, blasters have the same caps for resistance as scrappers, they just can't even get close to it (actually, I think every AT except tanks and brutes have the same resistance caps)
Besides, I can just hear the whining about how "The defenses on this new AT don't have the same numbers as the others with the sets! We want SCRAPPER SR, not this gimped version!"
I love how it never occurs to the people asking for these ATs that if it wasn't overpowered and imbalanced we'd probably already have it.
Seriously, they scrapped the "take any powers you want" mold in the first beta for the game because people were making characters exactly like what is being described here. And when the devs decided to implement the AT system, guess what combination was missing? Yup....the ranged/defense combination. Because it is inherently imbalanced to have a character type with strong ranged ability and strong defenses.
Imagine how overpowered the combination of, say, Psi Assault/Dark Armor would become at high levels.
SR and Shields would probably also be an issue, so omit them from the sets. Ice Armour and Energy Armour could probably be copied across instead, it'd be more thematic with the primaries anyway (they'd probably require a little work as part of the process to ensure they aren't imbalanced).
Human form PBs and Warshades make a mockery of the idea that a set consisting of ranged attacks, melees attacks and a Armour set secondary would be overpowered automatically. A small amount of rejigging would avoid such issues.
Mind you without a reason for the AT to exist or a proposed inherent I don't see what the AT is really for. -

Planning to dump Vista and pop Windows 7 and Linux Mint (which I've just previewed and thrown onto a bootable USB) onto a nice new shiney 500Gb drive this evening on my laptop. The HD, OS and USB just arrived by courier today*
Of course I did manage one screw-up so far, the external HD cradle I got for the old disk to go into is IDE, not SATA. I'm an idiot!! -

I could see some issues with SR and Shields, and maybe with Willpower and Regen (although if the HP pool of the new set is somewhere between Domi and Blaster levels not so much maybe).*
From the Assault sets it really depends on the Ranged and Melee modifiers for them, Khelds and Soldiers already have mixed ranged and melee attacks plus defenses and they aren't that unbalanced (? over Crab Soldiers perhaps).
The only really troublesome power I can see from glancing at the Domi Assault sets is Drain Psyche. And the fact Power Boost would be basically useless (replace it with Aim I guess). -

The reasons that I would be interested in a new AT like this are:
Theme/Concept - EATS/VEATS are very limited in appearance and power choice. Personally this is the big one and the reason that I've never been able to make an Epic AT.
Levelling - As you shown by your Claws/Elec/Mu, epics allow access to ranged damage for melee types and melee for ranged. This is very late game though and is fine if you play mainly at L50. For those that enjoy levelling, access to both ranged and melee damage early on would make for gameplay not currently offered by other AT's. -

With the right modification of the primary it would allow people to make the Iron Man type character that does a mix of range and melee damage without being overpowered.
I'm not sure to be honest. It just doesn't seem that unique to me compared to other ATs, especially taking Epic Powers and the EATs into account. I mean my Claws/Elec/Mu Brute comes close to this already, as can Crabs, Huntsman, Forts, Peacebringers and Warshades.
Obviously the EATs are more thematically limited which could matter to some people but other ATs can use Epic Pools, Power Pools and IOs to achieve the same things sorta too.
It's a workable idea and could be balanced, I just don't see it offering much of a unique playstyle really. What would be the proposed Inherent? -

Red Side is a little screwy usually and more so now because of MMs raking it in via an AE bug which was exploited.
Mind you Karmas are low level Bronze rolls, I usually buy them with tickets from running a few MA story arcs and get them fairly quickly. -
Hibernate on an Illusion/Storm for sure. You throw out all your pets and patches, your End takes a hammering, you Hibernate up to Rest safely and your myriad of pets and pseudos continue to work away for you. Works really, really well.
True that you can't run away but it's still a decent "Oh poop" emergency power. If stuff is still clustered around you trying to rip you apart click Hurricane and then unclick Hibernate (it should queue up Hurricane and then when you untoggle Hibernate it immediately kicks in. Or at least it used to). I've falled into 8 man spawns of Malta and survived thanks to that combo (that horrible "Rescue the CoT from the Malta" mission... Urrgh!) -

Seriously to think even if it is hard to animate, they had to believe that there would be requests to make it available for other AT's (DP as an example). So they may have animated many more attacks that just the ones released for MM.

Given that they haven't released any other information I'd say at the moment it's "Does it work" and "Does it work as well / better than the other server or is their lag or other issues".

I'm wondering about your Tank on a LGTF Donna, aren't the Psi Clockwork and their daddy in the 1st mish going to cause you a lot of problems? His nuke is a PBAOE and Alpha move, isn't that going to go straight through your defenses? -

So, as an anti-mez power, Clear-Mind is hardly the shortest in the game. Nor do I understand the reactive use to be too late. Defenders, Controllers, Corruptors, and Masterminds are largely supposed to play from a ranged position, and allow melee types to take point position. Melee classes come with an inherent anti-mez, although it is possible for several enemy groups to over come those mezes. E.G. Council in the Moonfire Task Force can overpower a Willpower Tanks stun resistance.
Just placing the anti-mez on an ally during this time and poof, they are back in fighting position.
I'm also pretty certain the developers have made it clear that the anti-mez powers are short for balance reasons. Yes, you can keep everybody on the team anti-mezzed... but in doing so you take up time when you can be doing something else... like attacking, debuffing, other buffing, or controller.
I just 1-2 buff squishies with Fort and CM and leave it at that, unless I notice someone is actually staggering about, snoozing or holding their heads or they call it. I can barely follow who I last Fortituded and who gets it next, adding CM monitoring into the mix would just cause my brain to melt.
