The best attack chain for DB is Blinding Feint>>Albaiting Strike>>Sweeping Strike>>Albaiting Strike. But if you can't get that attack chain BF>>Attack Vitals combo will be just find.

The Lucks are not for the defense but for the Increased Global recharge and the +10% Regeneration. -

Now Willpower will have less resistance at 32% inv should be around 47% but Willpower as Rise to the challenge which gives it great survivability at that lvl to S/L damage.
So I really don't think Inv would be that much better at that lvl then Willpower. -
I'm not to sure but I think claws might have the best damage at the level. You have Stike, Slash, Follow Up, and Focus for good ST damage attack and you have Spin which is crazy AoE damage.
Now for surviability to Smash/Lethal at that lvl it is hard to say but Willpower should be good and you don't even need to work in Stamina
