Well, then. Why not 1 reward* for every X hours played past the L50 ding?
I'll admit that yes, it would be farmable. Just ding L50, then park inside a mission while on hide, logging off only to play an alt for a while.
But it would rewardd those that play thier L50's, regardless of whether they are badging, PvP'ing, Base Constructing, running costume contests, playing the new MA stuff, running TF's or Ouroboros Arcs or doing whatever else.
If you are dead-set towards rewarding a number of rewards to enhance L50's that continue play, try to think of four completely different activites and attach one of these to each. I'll start you off with three: Badging, PvP'ing and Hours Played after Dinging L50.
*I hesitate to use the word 'level' in this context, but I've already stated my opposition to that particular reward. -

Your perspective assumes higher level bad guys are the main reason the game is fun at level 50 which is inaccurate. There are many reasons the game is fun, which is why a lot of classes, such as stone/stone tanks or empathy defenders keep playing. Its that team base and community which keeps a lot of people coming back.
Plus, if you want to keep the bad guys at a higher level than you, and youre not interested in badges, the answer is simple dont hunt badges. But for the rest of the people who enjoy achieving every benchmark in the game by setting and reaching goals that take months, and in some cases years, let them be rewarded.

Many badges are awarded not by hunting them, but simply playing the game.
I point to: Damage Taken, Debt Repaid, Inf from enemies, Defeat X of Faction Y, the every ten levels badges, Vet badges, etc.
Heck, redside's "Next Big Thing" is placed right in the middle of a commonly used path, being tossed onto a lot of characters running through completely unaware.
I can't make up an alt and log on without getting a badge for having X number of other badges before I can get my first mission.
Let's say that no new content (story arcs, contacts or zones) was given/written to add this into the game. You would still need to add L55 SO's. Okay? That doesn't sound too hard.
But here's my question. What do you do about those L50 Hami-O's that become -4 to your level?
I must politely decline this suggestion. Not for the HO's question, but because I just do not support it.
If your suggestion was to expand the existing L50's through some method of earning a few (but NOT infinite) additional slots onto thier powers, I could go for it.
While CoH characters stop gaining levels at L50, they continue growing more powerful by expanding horizontally, rather than upwards towards higher level numbers.
How so? Through slotting. By getting more out of thier existing slots by earning better enhancements.

I do not support this portion of the suggestion. It's redundant if you could just turn off Email from strangers.
Although, an option I would support? Change the color of the word "Email" at the top of the chatbox, since folks seem to freak out about seeing it in red every day or two.
Email (in White):normal.
Email (in Blue or maybe yellow): New, unread Email in the box.
Email (in Red): Email box is completely full.
Another option I'd support? Move the minimum level to send Email to L15. The current "No Email by Trial Accounts" seems to be broken by trials PLing to L10, then using a workaround. Or fix the freakin' workaround!!

As for deleting the incoming Spam, I hope you are using the Spam button to mark the sender as a spammer, /gignoring them and flagging them to get the GM team to look into the offender's activities. All in one easy button press! -

I believe that many of the pool powers (and even some of the Primaries and Secondaries) could be expanded, but I definately wouldn't do it by adding over-powered stuff at the top.
Air Domination? Yeah, a bit much. Travel plus a big damage hit plus mitigation? Sounds like a certain tier 9. Getting a Primary powerset's tier 9 as a pool power is way overboard.
Try something more like:
"Denial of Airspace": Ranged Single-target attack, high magnitude -Fly, Knockdown, very low (smashing) damage.
You'ld be taking Air Superiority, and trading it's damage for some range. Air Superiority is already considered a very good power, especially for being only a tier one pool power. -

Thats a very good idea, but to keep it balanced, it should have the following limitations.
No more than 2 powers from each of the following damage types (energy, fire, Ice, electrical).
No Aim.
No Nuke.
No AoEs, the set should only have single target & cone attacks, and 1 hold (Ice) power.
The set would be a Jack of all Trades but master of none.

The rest of those limitations might be a bit much. I wouldn't want it to be overpowered, yet I wouldn't want it to stink, either.
No Aim, Nukes or AoE's, but allow more than 1 cone? I don't know. I'd go with 1 non-nuke AoE (Fire Ball) and 1 cone. (I went with Gale, just becuase it fit with an elemental theme and had very little damage. Our only other KB was a ST attack lifted from Energy Blast.)
I did skip having a Snipe though. -

In order to make CoV better in 2008, it will gain some much-needed buffs that CoH currently has.
First off, missions within a story arc will be scattered across at least three zones at a minimum, and access to the contact's cell phone will not occur until far later in the contact's relationship.

True, unless you fly at ground level, which is probably slower than your RunSpeed options. (And defeats the point of flying.)
In this build, I would consider Flight to be used for non-combat movement. Essentially only for getting from one door mission to the next. It's an option, just not my preference.
I'd suggest Combat Jumping/SuperJump with one slot each. They are great powers right out of the box and need no slotting in order to be good.
Hasten/SuperSpeed may be okay powers, but the terrain in CoV seems a bit unfriendly to flat-land travelers.
The OP makes some good points about travel powers in the first post.

Absolutely true, but I wouldn't consider Hover to be worthless. It has it's uses.
But I will conceed that Air Superiority rocks!
It's a hand-to-hand attack (where a Brute will be anyway), it does good damage, and it takes away an enemy's ability to fly (and does Knockdown as well). Added to ThunderStrike, Lightning Rod and ThunderClap, you have quite a bit of soft control...while doing damage!

For Havoc Punch, Jacob's Ladder and Charged Brawl, I'd slot:
1 ACC, 3 Dam, with a 2nd ACC if you PvP. For the remaining slots, I'd put in any of the following: EndMod, Endred or Recharge, depending on style.
Grounded: 1-3 DamRes.
Lightning Reflexes: 1 Run. Go up to 3 if you want though.
Swift: You can slot it as you did or put FlightSpeed, but it's my understanding that the flight boost is pretty small, less than the runspeed boost.
Health and Stamina: No more than 3 slots each. Look up "Enhancement Diversification" for more details, but essentially you get almost no benefit for additional SO enhancements of the same type past three in a power.
Conductive Shield/Static Shield/ Charged Armor: 1 EndRed, 3 DamRes. (note: you can save End by not running Conductive Shield unless facing foes that use Fire/Ice/Negative, such as Circle of Thorns or in PvP.)
Lightning Clap: In my experience, 2 ACC is all you need. Add whatever you want though.
Lightning Rod: 2 ACC, 3 Dam, 1 recharge.
Hurdle: Skip it if you have Hover/Fly. You won't need the extra vertical.
Build Up: 2-3 Recharge. Who doesn't want a little extra Acc and Damage available on demand?Especially at the beginning of a fight when you haven't built up Fury yet.
Chain Induction: The concept is cool, but unfortunately, it supposedly doesn't pay out well in terms of Damage vs. the Endurance cost and Recharge time. I'm skipping it, but wish it were more worthwhile.
Conserve Power: A good power, but not needed if you take both Stamina and Power Sink. I'd skip it just because it's a little redundant.
Order of Powers:
With all the Temp powers available, (if you do Mayhem Missions and Story Arcs), you can easily push Fly out to L24, but I wouldn't go later than that (Bloody Bay)
If you skip Conserve Power, I'd put Stamina in the L20-30 range to keep it available in Siren's Call.
The Medicine Pool:
Also, I'd Suggest taking Aid Other or Stimulant (slotted however you like) and getting Aid Self (2 Interupt Reduction, 3 Heal, 1 Recharge).
Note: Aid Self is interuptible, so it's best used right after a Knockback or Knockdown power, although the Interupt Reduction slots help a lot.
The Fighting Pool:
Some folks also grab Kick or Boxing, then Tough to give more resistance to Smashing/Lethal damage. Usually this is *instead of* the Medicine pool.
And yes, with Swift, Lightning Reflexes, and Sprint you will run quite fast. Not SuperSpeed fast, but still pretty good, and unaffected by suppression. -

Could you skip stamina? You could but I think it's a weaker build without it. Hasten is also very tempting, with this build and Tough is also very helpful if you use Lightning Field regularly, meaning 2 more powers sucked up.

Slot intensive? I took the Stamina route, with Lightning Reflexes and Grounded, giving me 5 passive powers. With most of them 1-slotted, I found that slots for other powers weren't hard to come by.
I 4-slotted my three shields (1 End/3 DamRes) and had enough left over to toss a slot into Sprint.
Yes, Sprint is 1 EndRed/1 Run. With Swift and LR at 1 Runspeed SO each, I find that I actually have to turn off Sprint in cave missions.
I skipped Conserve Power, so Stamina is available in Siren's Call, unlike power Sink.

Getting Swift, coupled with LR, sprint, and picking up as many of the temp-power travel powers as you can and using them sparingly once you have LR (which BTW, speeds up the temp powers) does a pretty good job of geting you around. I slotted sprint once to add a little zip and find I get to destinations only a little slower than an SSer (unless its a really long way). Also, since your status protection is linked with being on the ground, a ground-based travel plan is a good one. You even have a teleporting attack that can be used to get over obstacles.
Is this the end all be all? Duh! Of course not. However, its an option that works better with this build than basically any other so I thought was worth mentioning.

regarding Conductive Shield.
It's available at L4 and is a good pick to take at that level, but I saved End by not toggling it on unless facing certain opponents, such as certain Legacy Chain, and most CoT.

If you have a specific question regarding a specific bind or macro that you want to build, feel free to ask. -
My recommendation:
To save time--grab the exploration badges as early as you are 'level-appropriate' to the zone and happen to be working or passing through there. Assuming, of course, that you have the means to reach them.
That way, when you get to the point when the mission or hunt badges are do-able, you can get the accolade without having to go back to a zone that is out of your way.
Having a wirebound notebook next to my computer allows me to avoid needless backtracking, therefore saving time.
To help me hit those coordinates, I used:
/Bind L "Loc"
And tapped "L" a lot while running around looking for the right spots. -

It's a mid-summer day during recess and I was playing with my classmates, when I fell off the jungle gym.
I remember feeling no pain when I fell, But I do remember seeing a great figure standing before me saying "Get up! Get up!"
So I got up as he demanded. I asked "Who are you, sir?".
He replied "I am Jesus, young son."
"Am I dead?"
"No you're not dead, son. You got some work to do on Earth before you can come to the gates of Heaven".
Next I remember that the other mates and the teachers sobbing at me while I was coming to. But to their surprise I was not dead like they thought. I was standing up, looking around seeing the auras of my mates and the teachers, scratching my head.
I brushed off what just happened, even though I can still see the auras.
The next school day.......
I told my mum what happened but she said she heard from the teachers.
"I am ok though, Mum, except for a few things I been noticing since it happened."
"Like what son?"
"Well for instance, I can do this!" does a psonic attack on the coffee cup
"And this, Mum" Kills the family cat & uses the Howling Grasp
The cat begins to come back from the dead, As my mum is shaking and trembling of what she just saw.
She then exclaimed "You must never again use what you just showed me EVER again!"
Many years later.......
I never again used my powers until this one fateful day.
I saw the Skulls in the back yard of my house. I said "What are you doing here? Leave before I call the cops!"
Then I saw the body of the police man as he lay there lifeless. They started to rush me but I said "I wish I was able to slow them down!" and then a tar patch appeared.
They started to die really quickly, So I said "I wish I could play with their minds!"
When the psonic attack occured and wiped the rest of them out. So then I went over to the policeman's body and said "Howling Grasp!".
He then awoke from the dead. While he was coming back to life he thanked me, then got up and staggered away. From that day on I was transformed from a normal teen to a superhero named Captain Kappa.
