Which is why I'm working on finishing my existing characters first, as currently my villains are on one server and my heroes on another. -
There's little to no risk traveling to a mission in most cases, just travel time and sight-seeing.
Five, or even fifteen minutes recharge means that it would be available at almost every mission completion. Might as well just have all the missions take place in one building at that point.
Two hours means that, for me, it's available once per play session. Might as well be twelve hours.
I think that thirty minutes is a reasonable recharge. -

This isn't really a criticism of you individually, but too many people assume that everyone has the exact same background and will immediately understand what is meant by a phhrase that is pretty self-evident to them - like "Fantasy Hair Costume Pieces". When I think of Fantasy, I do not immediately think of Anime, probably because I don't watch anime and don't particularly care for its style or some of the more typical story plots.
And, BTW, some of us have been campaigning for animated hair (a la Ghost Widow) since CoV came out - there are apparently some technical reasons why we don't involving multiple moving pieces being a "bad" thing.

I've considered switching him from my villain server to my hero server so that he can be in a group after the switch, but it's so far off, that I think I'll make use of the base amenities until he actually does the GR arcs and is locked out.
I was surprised that I only had one character that I wanted to take all the way across, but several that would explore the mid-ground. (Although a blueside Crab would be interesting, I imagine that it'll be done.) -
I would like the option to see the Rep comments that have been left for me, and can accept that many folks would like not to see what has been left for them.
Having options is good. -

I'd add about ten levels to thier current upper limit and give them access to the Shields defensive set, at least amongst amongst the new, higher-level section. -
I agree with DrMike, regarding Mescaline and Laudanum.
References to commonly used illegal drugs don't hit the vulgar/offensive triggers as much as they bump against the inappropriate/Controversial button. Like references to partisan politics.
Sure, one person will associate the character "Smooth Weed" with the sterotypical mellow hippy or the glaucoma-having granny getting a medicinal supply. And another will associate the character with that guy who shot a hiker in the forest for getting too close to his grow patch or the guy caught practicing identity theft for check-forging to afford his next supply. -
I guess I do know what you mean. I had a L50 Regen Scrapper once. I loved that character and how well he performed...until that fateful day. It was the first week of I-5. I entered a CoT cave and engaged the foe that I had been easily slaying throughout his career.
Instant Healing wouldn't stay toggled on, having been reduced to a click.
Killed by two spawns on Heroic.
I logged off in disgust.
He sits unused since then. I'd delete him, but he had been my badgehunter, and many of those I can no longer get, like the earlier Anniversary badges.
What I don't understand is why you would play a character you hated from L1-L50, as you did your Plant/Psi Dom. To each thier own. -

I would probably use a teen-level To-Hit DeBuff, Snipe, Taunt, Def DeBuff set recipe or similar. Something that prefereably has very few on the Market, zero bids and no movement for a long time.
And this would be at a time of day with low server population. -

When the AE came out, a whole lot of badges were implemented with it. I immediately dove headfirst into the AE and ran a lot of missions so that I could earn a lot of badges. And, of course it was fun to see what my fellow players had written. I heard there was some farming, but paid it little attention. I avoided cashing in tickets because there was a badge for hitting the ticket cap. I clicked every glowy and killed every critter (custom and otherwise) that I could, just for teh shiney badjiz.
Then I found out just what level of exploiting and PL'ing was going on. Folks that had multiple L50's in thier first week in game and no idea that there were zones other than Atlas Park.
I was ashamed of my AE badges, as now they started to look like the Scarlet Letter.
Later, when a number of AE badges were deleted from the game, I was a little unhappy, as they were badges that I had gone somewhat out of my way for and altered my intended game play in order to get. I felt that I had wasted my time a little. -
I was going to address the faction-specific badges.
Originally, within this account-wide set-up, I would have still been okay if it forced certain badges to remain faction-specific. Currently Explore badges in zones that are neither PvP nor Co-op are locked out by faction, as are the TF/SF badges and PPP badges.
The Rularuu weapons unlock badge is currently unlockable by both sides, for example, but not the witch-hat one.
But with GR coming around and characters able to switch factions, what badge will ever be completely locked from a character born on the otherside? Faction Switch->Ouroboros should get you Isolator and Jail Bird.
Might as well allow them to be cross-faction while we're going account-wide. -
Having only done two transfers, I'm batting 100% on getting through without interception and probably only "partially clueless". (Compared to some of you, I may be "Very Clueless", but I digress.
)
I avoid using high-level TO's, which are the medium I've heard suggested here, and instead focus on something else that's low demand. I find a vendor-trash lowbie recipe that has zero bidders and only a few for sale.
PoorGuy buys all of them for less than Vendor Price (let's say 500), puts one of them back up at way higher than normal. (15K?)
(Write down extact recipe and level on Post-it note)
Log onto Richguy and check last 5. If all of the Last 5 is 500 or less, buy one for a few million.
Log onto PoorGuy and check.
What am I doing wrong that could put me at risk? -
This topic comes up often enough, and the general consensus is usually "If you have to ask, then you already know that you're trying to push the line."
I think that it could be clearer by including "drug references" in the contract if they are going to include drug references in thier criteria, but that's just me and my desire for clarity and accuracy in documentation. I'm a silly little piggy that way. -

L25-30: Two choices. Sharkhead or Nerva. One has a Market, the other has a witch you can visit once and a special day job spot (Crey Employee).
L30-35: Two choices. Nerva or St. Martial. One has a Market, a Tailor and Crafting tables, the other has a miles of forest with one contact and a generic vendor and a spot to turn in costume slot salvage.
L35+: No less than four zones with level-appropriate content.
To please the most players, I'd first throw in a new starter zone (L1-8 or 1-10) and a new L15-25 zone to quiet the folks that hate Mercy and Sharkhead. They've been the most vocal, so I believe they might be the most passionate about it.
Then I'd work on a L10-20 zone for an alternative to Cap Au Diable, but give it plenty of resources (Market, University, etc.) to allow it to compete with Cap's functionality.
Those three zones would do it for me, though, with the possible exception of the Shadow Shard. I don't want the same bloat of almost-unused zones like blueside, especially if it would lose the "Small island chain" feel of the Rogue Isles. -
