You guys aren't getting what I am talking about.
The S/L on the brute has roughly 4% more defense than I can account for.
On my Mids it is showing as 44.3% with Maneuvers running which is running 4% over the other primary defenses. The same slotting on the Tanker creates a fairly balanced set of defenses across the board except for Psi (no more than a 1% variance between them) so why is the S/L on the brute build so much higher?
Note: Maneuvers and the Gaussians bonus boost ~all~ defenses equally so the differences in slotting from those two powers are not accounting for the discrepancy to the Brute's S/L that I am asking about. -

That can save up some spots to put in other powes like your attacks to add in some Acc to it, and to tough to put in another set of RA there which will help u out a bit.
And how would swapping out the Gausians and their Damage, HP and Recovery buffs and losing 3% to my near capped F/C Def for Reticles and RA's be an improvement when I am already at the Def Caps for S/L, & E/N?
Basically it would nearly double my chances to be hit by F/C attacks, I lose 2.5% damage, 2.5% Recovery, 35 HPs, 10% run speed and a 5% boost to all other travel types all just to gain another 7% accuracy?
Seems like a terrible trade-off to me. If I run into something that I cannot hit as it is then I don't see another 7% accuracy making that big of an overall difference.
All that said and done, I will move the two extra slots out of HS over to KOB which adds 3% global damage and shaves about a second and a half off the recharge on KOB and consider swapping After Burner for something slightly more practical like Stealth.

I have a WP/SS Tanker and got curious to see what the stats would be if I built essentially the same character as a Brute.
The odd part is that when I compare the two in Mids I am running up against a roughly 4% bump in the Brute's S/L defenses that I cannot account for.
Do brutes have some inherent bonus to S/L that I am unaware of? Am I being blind and not seeing some extra set bonus? Or is Mids just being wonky?

Game is giving me the same taste of Hell that the OP is having.
Win 7 32bit
Intel 9550 processor
4 gigs of RAM
Installed on my SSD which has 35 gigs free
Nvidia GTX560 with latest drivers.
CoH is the ~only game that gives me problems.
WoW, DCU, Crysis2... None of them have issues.
Frankly the "every 30 minute crashing" is rapidly convincing me to drop CoX again..this time for good.
Update: 20 more minutes of play and it crashes again. The game is unplayable in this state. -

I think that I am going to respec over into this build.
I just need another Kinetic set, LotG recharge, and the Winter's Gift unique which I can pick up over the weekend to have this up and running.

I'm back again after a long absence and am trying to sort out the changes to my old characters.
Questions about Burn today...
Back in the day, Burn seemed able to hit any and all targets which could fit in its radius and the mobs just stood there burning until they died making it fantastic for doing damage but insanely overpowered so of course it was knocked down several pegs over the course of time.
The last time I played (3 years ago) Burn could hit up to 10 targets and generally made them run screaming away from the tank as fast as possible making it of very limited use damage-wise unless combined with an immobilizing or slowing power.
What does it do today? -

Even if you say you will never exemplar...you might end up doing it in the future. Take Footstomp when it is available at level 38.
Here's an idea of what you could go with by adding in SoW. (also moved a couple other slots around and changed a few enhancements)
Only flaw I see is that it weakens the Psi defense a little more but 29% vs 33% isn't a huge drop.
I may actually go with this one. -

Just wanting to know before the fun tomorrow. -
Just a couple of questions about these..
1. I assume that they lock in place like any other enhancement requiring either a respec or unslot token to remove.. correct?
2. Do these mix and match with the standard IOs with the same set names? Ie. if I have five of the in-game Obliteration IOs slotted in a power and purchase the store bought equivalent to the sixth and slot it with the rest of the set, do I get the full six slot Obliteration bonus? -

If you're planning on doing no exemping, I guess you're fine. If you plan to exemp at all it's going to get painful below level 47.
I think that I am happy with this. Hits the S/L cap and comes very close with fire/cold/energy/neg without Maneuvers on, blows past the cap for all of them when it is turned on (and still generates over 3 End per second with it running).
The only hole is Psi which just hits 33% def.
I'll need to make about 200-300 million Inf to be able to get the build completed but that isn't too hard.
Aside from the soft spot vs. Psi is there anything else I should look at?

I ~have~ read the post regarding common causes for crashes and none of the issues listed apply (Memory checks out fine, PC and graphics card are not overheating, etc.) and I have no issues playing any other game out there but CoH crashes constantly.
Very frustrating.
Now the crash report is saying that there are corrupted Pigg files however when I run the verification scan everything comes up fine. -
I've just come back after a three year absence and right now the game is crashing more than it did during launch week 8 years ago.
Tonight I was trying to play a new character in Atlas Park and the game crashed five times in the first hour of play.
Is there some known bug where the game has issues with Nvidia 560 cards or is it something else? -

If you just want to start fresh and not reuse/destroy/de-slot anything, you can swap over to your second build. Then just level up according to your plan in Mids.

Well, I redesigned the character taking into account the changes to the fitness pool and made adjustments to some of the powers and IOs.
All defenses except Psionics are basically at the SC.
The build uses Manuvers to get to (actually over for some of them) the SC for them but with the amount of End recovery that the character will generate that shouldn't be a problem.
And frankly since they are so close to the cap even without Manuevers on I will probably just run with it off most of the time reserving it's use for the more challenging encounters.
Global recharge at 45% is decent and I got to add Afterburner in as a quality of life upgrade.
The downsides I see are that I lost about 3% to my S/L resistance (more than made up for though in the much higher defenses) and I can't get Rage to stack (it's barely perma at this point).

Numerically, top tier Katana/Regeneration and Katana/Willpower builds get similar survivability scores in my spreadsheet when soloing a one or a few enemies without temps or inspirations. Willpower pulls ahead when surrounded by enemies to fuel Rise to the Challenge.

Katana/Regen blurs things a bit though as it has a tool for boosting melee defense considerably which in turn artificially inflates /Regen's survivability.
WP has a much easier time reaching the Defensive softcap without Divine Avalanche.
A better comparison of Regeneration and WP for overall survivability would be with a primary which doesn't offer such a defensive option. -
He's rolled it back to Mid's last release (for I13) again until he can work out some more bugs in the new version.

If the mobs are set to be higher level than the player, ie. 54th lvl mobs vs 50th level characters then there will typically be more tickets given per drop.
Example: A 50th lvl character and a 45th lvl character both enter a mission which spawns enemies at 50th level.
In this case, the 45th level character will consistently receive more tickets per award than the 50th level character. This is due to the system seeing that the 45th lvl character is fighting enemies that are +5 levels to him. -

Really? In what way?
Because AOE Blasters can kill things too quickly?
Statesman, you do know that the power to do this comes with a nasty price don't you? One slip-up, one mistake, one wrong button hit or second too much of server lag and the blaster who just fired off that nice AOE is instantly defeated.
There is NO chance for recovery if you do not time an attack like that perfectly and NO real defense a blaster has unless he happened to blow a ton of purple inspirations just before attacking.
On the flip side, my scrapper can mow through groups about 80% as quickly, has no downtime between fights to recover build-up or End and if I happen to hit a wrong button or have a few seconds of server lag while fighting with him I am in very little danger of being taken down before I can recover.
My Tank can't tear through groups anywhere near as quickly as either the AOE Blaster or the Scrapper but to be honest he has virtually no chance whatsoever of being defeated when soloing even a 12+ group unless I am picking on orange-purple cons. They just can't do enough damage to be a threat.
I can't say how those three characters compare to Defenders and Controlers as I haven't played either class higher than level 10 but as for the other three..
At this point in time I honestly feel that my Blaster, Scrapper and Tank are all relatively well balanced and if I were you I would stop looking at how to weaken either blasters or scrappers and instead put the effort into building up the power sets and ATs which seem to be having the most trouble keeping up.
Because frankly, if your company continues to attempt to "correct" these mis-perceived "balance" issues with the positive feedback approach of "weaken this AT a little here, and that AT a little there..." then you will succeed only in ruining the "Super" aspect of a game which is supposed to be about Superheroes and alienate the customer-base which was attracted to this concept in the first place.
No one wants to play the "Amazing Slightly Better than Average Man" who can barely defeat a group of three even con "Minions". If the game evolves to that level then I know that I and every single person I know who is playing will quit and never look back.
I and the people I play with want to play the HERO who can go up against incredible odds and WIN! (at least most of the time...)
We want to be able to deal with "Minions" as if they were just that. We do not want to be on par with them, or even small groups of them. We want to be able to handle about three even LTs. and be able to consider the Boss who is at our level to be the real threat.
This is the level we have been playing at since the game was launched and if you reduce our characters to the point where they are barely on par with a single even con LT. then the whole feeling of "Heroic" proportions will have evaporated and with it any real interest this game concept may have once had.
In the comics even "weak" characters like Wildcat, Daredevil, Green Arrow and ROBIN can deal with a room full of "Minion" class thugs with no real threat of defeat or even concern until the number of opponents approaches ten or more and frankly I would guess that very few of your customers would like to consider "Their Hero" to be weaker than Robin.
Please take a moment to really look at City of HEROES and compare it to the genre which it is based off of ... "Comic Book Super Heroes" and stop trying to force it into the mold of the average, boring, fantasy MMORGs which are already out there. -
