It's a good system in and of itself, but there's no way you could translate it to a computer game because a computer can't tell you that some off-the-wall overpowered thing you did isn't allowed. A computer sees that it is possible and allows it, because it has no capacity to make a judgment call on things like that.
The fact that a human is making the decisions of what is and isn't allowed is the balancing factor of the HERO system. Since it's impossible to translate the HERO system to a computer program, using it as an example of balance where a computer game is concerned is just asinine.
And yes a good GM is very important. I was KNOWN in my circle as the one who wouldnt break but could bend the heck out of a rule. I always found it funny the stuff some GM's would overlook.

Yes as someone who build pretty much everything with IO sets ( I generally dont like frankenslotting ) they can make a huge improvement.
And you dont have to get the MOST expensive sets in the game to get improvement. -

It sounds nice, but I just hope it's not another situation where they hand us a lemon, and then we're expected to make lemonade. It could so easily be a universal nerf. We just don't know yet.
Hopefully it will help new toons feel more "super", (since this is a super hero game), and less like an 80 year old granmaw. I remember back in '04 when a lot of people found out you had to get to 14 just to fly, they just quit. Or were rooted every time you attack and therefore can't "run-n-gun". They went out and got clobbered by some Hellion slammers and said "screw this." It doesn't feel very super for a good chunk of the gameplay. If the devs can find a way for us to feel more super at low levels, without being OP, I say go for it. It might help new players want to stay.
They actually have said how it will work. The entire fitness pool will unlock for you at level 2. You will be able to slot it just like you can know starting at level 3 the first level you get enhancements.
This will will help all entry level players. Especially those like tanks brutes scrappers and stalkers which often have toggles to run to help them do their job that they would often put off.
It makes it easier for people to pick powers that are usually very important to the set instead of having to WAIT because they want to get Stamina by level 20.
It will allow many player to round out some of their character. My storm controller never took O2 Boost because it couldnt fit in his build. Now I will be able to heal my Jack Frost.
My Peacebring was built in concept that he had light powers and I always wanted the invisble pool to because he could bend light around him. Now I can take that.
My Fire/Fire tank might be my first Dual Build.. I can make a more tanky Build like I have now and I will finally pick up Rise of the Phoenix, Temperature Protection and the New Consume as well..
I am mos excited about this because most of my toons will be getting some improvement even if marginally so. -
Simply put.
You keep crying about defender issues with end, yet seem to keep ignoring that defenders have an inherent in place that helps them manage their end called Vigilance. You also seem to ignore that several defender have thing in place in the primary to help them with the endurance
Defender Primary powers that aid end recovery.
HeatLoss
Recovery Aura
Transference
Accelerate Metabolism
40% of defender sets have the ability for the defender to recover end to Himself AND the team.
Blasters.. ZERO percent.
Defender have none in their secondary.
Blasters do have an advantage here. They have three over defenders. Consume, Powersink and Drain Psyche.
However defender Epic pick that up as well with Powersink available in two epics. Dark Consumption and even Hibernate.
Blaster do get hibernate in Epic Pool.
SO the defender depending on the set has the advantage of having Vigilance which helps them defeat foes FASTER by providing a damage buff when solo, PLUS the ability to debuff foes defeating them faster... because contrary to YOUR belief debuffs DO defeat foes
(Put three defenders on a team and put three blasters on a team and see which team shreds foes faster)
And they get a end use discount when on larger teams AND some of them have the ability to increase or recovery their OWN endurance.
And this is STILL not even talking about slotting for end reduction, use of IO's to further that.
And PLEASE dont talk to me about the HERO system... Horribly horribly broken system. Ive been playing it since the BEGINNING...Yes the ORIGINAL in 1981.... I still have all the books and all my characters..
And that system was HORRIBLY HORRIBLY broken back THEN...
Also that game has no character classes at all. -
I havent found anything yet that really makes me cringe on any of my tanks. The only sets I havent really played yet are Stone ( built one for the wife though ) and Dark ( hate the look ). I find the key is utilzing everything on your tank.

Any of my tanks can put out some offense. Some obviously better than others ( looking at YOU Energy ). However all of them are built to withstand punishment as that is my primary focus.

I find myself chucking because if your characters are having serious end problems then there is something wrong with either the way you are building your characters OR you are not taking advantage of things available to help you with end issues.
Inherent Stamina allows me to select the powers that are often defining to a set earler no longer having to compromise building around having to acquire Stamina by level 20.
I have pretty much played every AT in the game (except Warshade and Widows, hmm maybe I dont like the W....) and I have never found an end issue I was not able to fix.
Bottom Line its a major upgrade to all. EVERY single character I have will benefit.. EVERY single one. 32 50's across two severs and I cant see a single one of them that will not benefit from this in some way. Some will benefit more than other, especially my Tanks and Brutes, but every toon will get better...
And simply put.. Better is Better... -

Right now 99% of the players in the game spent three power choices on the Fitness pool. Next issue they will be able to spend those three choices on other stuff. That will increase diversity.

I took an Invul/EM tank to 50 and loved him. By 50 I slotted him completely with IOs and he was next to unbeatable in game....when it came to PvP, however...not so great even with all my IOs slotted the way many people were saying was the best for PvP. No matter how I slotted him he was always good for PvE.
I also have a WP/SS that is up to level 41 now. Freaking amazing! I can run a mission 2 to 3 levels above me for a 3 to 4 man team and chuckle all the way through. Seriously, the more he has around him the better. In a team he doesn't agro anything like my Invul. But my Invul can't last like the WP in my opinion.
I don't have the WP slotted with any IOs yet and he's not to 50 so I can't say what he'll be like when he gets there. I haven't used my Invul in about 2 years so I may dust him off after I19 and see what I can do with him.
Actually, my biggest frustration with the Invul/EM was PvP. Period.
They are both very good. I give the INV an edge because of the way Excalibur is built but Apex my WP/SS is getting some looks at Touch of Death sets for Melee defense or Kinetc Combat for Smashing/Lethal defense.... I think I am going TOD though. -
I went with Willpower because I wanted to leverage the extra endurance capabilities of Stamina and Quick Recovery. I will utilize Crushing Impacts and the LoTG+ recharge IO's to lower the recharge of Power Siphon. I dont see myself worrying about my health bar by the time my build is done. I will be able to constantly attack without wearing myself out. Thats why I called him Eveready.

Ive got Unstoppable. Its got once recharge slot in it... hardly ever use it.. but its come in handy when I needed it.

I have a level 50 Elec/Rad who is great. I agree the damage initially ( and even later for that matter ) is lackluster but he can control with the best of them. Its only going to get better come issue 19 as well as I will pick up assault, tactics and paralyzing blast.
There is a guide btw.. someone made an Issue 18 dominator primary and secondary guide that was very extensive.
I will be trying Elec/Psi and Elec/Elec next.. I am a little concerned about the KB for elec energy. -

This, however, would detract from a defense-cap build. While yes, you'd wind up more or less permanently with a larger HP pool to subtract from, you'd be taking more damage over time. Quite a bit more. And more than your increased regeneration rate could offset.
I can tank pretty much anything on Excalibur my Inv/Nrg tank. And there is always unstoppable in the back pocket just in case.
I have a WP tank who is survives very well and I dont even have a lot of defense built into him but that is changing shortly. -
With IO's you can get some decent defense and resistance to Psi with an Inv. I have tanked Mother Mayhem on my Inv. When I did a LGTF everyone thought my Inv was going to be slaughtered by all the mentalists. However I have an ace in the hole....

Elec/Elec blasters are very effective at sapping actually. Mine is pretty much a Blaptroller. Three single target holds. effective drains, decent blasts as well as good melee.
I have a Kin/Elec defender and hated it but that was before the damage buff defenders got solo. I rolled a Elec/Kin corruptor I found to be mouch better simply because you can pick up Power Sink much earlier. -
