Wow, you have way, way too much stuff running on your computer concurrent with a 3D game.
Paste you HijackThis log to this website and click analyze: http://www.hijackthis.de/
And you'll see there are some problematic entries. My Web Search related files are generally deemed malware. Also toolbar highlighter (anything with *tbh* in it) and Default Manager (defmgr) are also suspect.

My advice is that it's time for a fresh install of Windows. Back up all you data (including application keys). Make sure you have an installation disk. Reformat the hard drive. Reinstall Windows and update it. Update all drivers. Reinstall apps. Restore data.
As you reinstall apps, keep running HijackThis to see which ones are adding themselves to the start-up registries. -

Ack. Dxdiag is too much information. Please use Hijackthis.
But I can already tell you the most likely source of the problem. You have an integrated graphics chip which is very underpowered to run 3D games. Short of buying a Graphics Card, you could try your manufacturer's website for updated drivers for the GPU chip or the motherboard CPU/chipset.

Then post the results of these two programs:
- CoH Helper - it will show us basic computer settings and your CoH configuration.
- HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.

Set your Water Effects to low. Use you Catalyst graphics FX interface to force high Anti-Aliasing (AA) overriding the game settings since the game won't let ATI cards have water FX and AA on at the same time. -
Well, I guess I'm immune to baseless Internet hype since all I expected was a regular Invasion weekend.
I was happily surprised by the surprises and the 'what the heck is *this*?!' feeling when the Invasion didn't follow the usual AI.
Then I enjoyed some Mothership-Raid type of battle in Kings Row. It was fun.
If I happen to catch it again if they do it again, it will be fun again. If I miss it or it's not repeated, then, I move on with my life after a suitable period of grief measured in milliseconds. -
As an example, I took my main character's downhill skier look (ear muff, furry gloves and boots, ski vest, scarf), saved it, and then opened it under Notepad. Highlighted all and copied it. Then I pasted it into a Google Doc and Shared it. Here it is.
Now, if you want to use it, go to that Doc, highlight all and copy it. Then open Notepad and save it with a *.costume name under the directory: City of Heroes/costumes.
When you go to the character creator/tailor, it should show up as a choice. Choose it and then alter it as you like.
Of course, if you haven't unlocked capes, auras, or winter event costume pieces, then they won't show. -

And the trigger is handing in Halloween Event salvage for a costume slot, which can trigger a Deadly Apocalypse (banners) or a Zombie Apocalypse.

Let me add to the reasons for *not* putting in a third ACC enhancement: ED.
And if you're looking to maximize the main aspects of a power (DAM, ACC, END Redux, etc...), then frankenslotting is the way to go rather than wasting a slot on a third of a kind single-aspect enhancement due to ED. -
According to City of Data, the only two 5th powers that are auto-hit-foe are Nosferatu's Oppressive Gloom and Chill of the Night.

If we don't have new tile sets, then I'll be left wondering what the heck the two World Designers, three Concept Artists, and two Environmental Artist have been doing for the past year and a half.
