There was one, once, specifically made for the Korean market (text was all in Korean, though it was possible to force it into English). Though it would be really outdated, since it was about I5 or so.

It's probably still out there, if you're enterprising enough to find it. Nothing on the internet truly dies. But I would advise against it, as it would be woefully out of date; as well as a legal threat. Which is why the English language version was yanked in the first place.

The real question is:
Is there a way to share saved costume files and is that legit?
So that another person could design my character's costume for me without logging into my account.

Saving a costume simply creates a "costume file" that is saved in your CoX directory. It's a small file that can easily be e-mailed to other users. If that user or toon doesn't have access to pieces on the saved costume, however, errors will be displayed.

As an example, I took my main character's downhill skier look (ear muff, furry gloves and boots, ski vest, scarf), saved it, and then opened it under Notepad. Highlighted all and copied it. Then I pasted it into a Google Doc and Shared it. Here it is.
Now, if you want to use it, go to that Doc, highlight all and copy it. Then open Notepad and save it with a *.costume name under the directory: City of Heroes/costumes.
When you go to the character creator/tailor, it should show up as a choice. Choose it and then alter it as you like.
Of course, if you haven't unlocked capes, auras, or winter event costume pieces, then they won't show.

Winter Stuff - Get candy canes and trade them in with that creepy elf near the fireplace in Winterland. Easy way to find him is get on the roof and fall down the chimney.
Capes - Level 20+ mission you can pick up from the gal in the center of the govt building in Atlas [ I honestly can't remember the name now]

Since the Winter Event is now over, the Ski Chalet is closed for now. (Unless the Devs kept it open but turned off the BNY-related stuff...) So most likely you'll have to wait until '10-'11 Winter Event starts to claim the Winter Costume stuff.

Just be sure to delete all the entries in the file that reference the character's physical features (face, hair, body scales, etc) and replace them with the corresponding entries for your own character. Otherwise, you will end up with a clone of the person who gave you their costume file.

Also (I only realized this recently) if you try to load a costume that has auras or some other costume option not available to you, there's a button that says something like "try to fix problems" that will allow you to load all of the costume parts that are available to you.
With mixed results, depending on how much of the costume is using special pieces you don't have. But it works well to strip out an aura or a cape for a costume you want to duplicate on a new character or that sort of thing.

Also note that you can load someone else's .costume file on your character (provided they are the same body type), and go down the list hitting "Reset" on face, and other parts you want to keep "you", rather than manually editing the file.

HOWEVER.
You can use the regular, legitimate CoH program to play with costumes, WHEN the server is down for maintenance.
There is a trick to it.
You need to be ALREADY logged in, PRIOR to the server going down, AND you have to be in a server already, AND inside the character creator.
When you are in there, prior to maintenance, you can stay. And play. And create stuff.
I've done this a dozen times or so when the servers are down, just because I love making costumes >.>
Just don't exit out or you can't get back in

So I am wondering if the Dev's would ever actually put something like this out. I go months at a time without internet due to my job but I still pay for CoH/V without question. Also a single player version would be awesome but I REALLY don't see that happening anytime soon.
The devs put something like this out in the past in Korea, when CoH was first going live there. People here in the states got hold of it and played with it to get it to display in English instead of Korean.
That Korean program may still be floating around somewhere, but it's now wildly out of date in terms of costume pieces and even just costume editing facilities.
Many, many questions were asked at the time regarding a US/European version, and the devs at the time said there was some legal-ish issue preventing that from happening. Unless that's changed somehow, they won't be doing it. Even if it has changed somehow, it seems unlikely that they'd have the spare development and testing time to devote to creating and maintaining a standalone editor like that. I know I'd love for them to, but it seems extremely unlikely.
