Funny how long ago The Television was registered but only posted recently.
Maybe they make their posting devs lurk first before posting.... sort of like a cautionary tale, or a Scared Straight program. -
Menu > Options > Graphics Tab > Advanced Graphics Settings Section > Particle Physics Quality > Low
That will reduce the number of physics objects like shell casings, exploding debris, and propel items that are drawn at the same time.
If you have the Wedding Pack, throw rose petals or confetti. The new, smaller bits will cause the older, bigger bits to disappear. -

Funny thing is that the US site doesn't have the flags to chose the localization (and if you want to read the US site, it's spelled with a 'z'
). So, I went to the NCSoft site (http://us.ncsoft.com/en/), chose the drop down localization menu for English-GB (http://eu.ncsoft.com/en-gb/) then chose City of Heroes (http://eu.ncsoft.com/en-gb/city-of-heroes/), then chose Official CoH Game Site at bottom (http://eu.cityofheroes.com/en/) and saw the EU site with the flags up top.
Clicking on the US flag brought me to the US version (http://www.cityofheroes.com/en.html).
Maybe it's not NCSoft doing that but the EU overlords? -

It's Defense to Melee, AoE, Ranged, and "All Types."
But we've seen in the past how "All Types" sometimes doesn't include Toxic or Psi, so... I don't know.

Soloing Hickman's set to no bosses is extremely easy, at least, that was my experience on a Defender.

The color judge is here. That is magenta. The html coding says so. You can think of it as a purplish pink, that is, a light red with a smidge of blue. -

Because it doesn't seem to me like we aren't getting pieces because they don't want us to look like NPCs. They don't seem totally opposed to giving us some pieces, or even complete sets. It appears totally random/arbitrary that we get some pieces and not others.
Prior to Paragon Studios, costumes that were made for NPCs, groups and signature NPCs, were made for the NPC skeleton, which differs from the PC skeleton (placement of nodes, e.g., on which you 'hang' the costume, which is why NPCs can have back packs and we can't.... yet). Costumes made for NPCs were not made to stretch according to sliders and were not made to be mix and match with other costume pieces, so, no worries about clipping issues.
Thus, none of these 'legacy' NPC pieces can be translated into PC costumes. To make PC versions, the costumes would have to be re-created from scratch.
Besides this technological block for transferring NPC costumes to PCs, there was a in-game role-playing stance on the part of the Devs (most likely Jack) that players are heroes apart from those factions and not members of them (despite the fact that many RPers loved to use being part of an existing faction as part of their back story).
When Paragon Studios was created, Positron had the stance, "give the players what they want." And so, there was a stated policy that from here on out, when new costumes are made for NPC groups, they will *try* to make them in such a way that they actually can be made portable to PCs. Thus, we have Vanguard and Roman Costumes, and soon, P.Clockwork pieces. So, the devs came through on this pledge.
However, they have made it clear that signature NPCs will retain some pieces unique to that NPC which the players will not get. So, despite the mistake of including Imperious and Daedalus in the picture of new Roman Costumes, Imperious' cape and both of their helms are not available for players. No Sister Airlia's flowing loin cloth. (But we did get all those model's hair styles.)
So, in summary: The costumes of Legacy NPCs are off the table since they would have to be recreated from scratch and the time to do that is time away from giving us other new pieces. New factions have the possibility to also provide new costume pieces for player use. Signature costume pieces unique to an NPC are always unusable by PCs.
The guy in the pic has skin -- dark skin -- and is a weapon user. Antimatter would have Caucasian skin if he had any skin (Primal Keyes got his body back, which doesn't mean Praetorian Keyes got his body back) and is Rad/Rad like Positron. Also, the legacy version of Antimatter already in the game does not have Tron-like glow-lines. -

If Power Thrust is a good power (and I think people generally consider it a pretty decent power), then Gale is amazing because it's ranged, cone Power Thrust.
With a very few exceptions (RPD and Jab come to mind) the first secondary powers are quite good and important.
Low level Controllers do so little damage and get no Containment bonus damage from knocked down foes, that skipping Gale to pick up an extra attack is huge for survivability.
Besides, Nemesis Staff is better: KB + high damage. -

Anyway, so, your first T1 secondary keeps you more alive than taking T1 and T2 of your primary, eh? <rolls eyes>

Spawn size is base the difficulty setting or number of players on the team whichever is higher.
If you set yourself to 8x and there are 8 on the team you will *not* get spawn size for 16.
