Well I can understand a bit about the OP's POV. The way some people go on and on about "can my computer run ultra mode?" it can lead to the belief that after Issue 17 a whole lot of people will be left behind. It's just prettier graphics. A few extra settings on the advance page. Another setting on the shader option.
Go play the game with all the pretty turned down right now. Does the game play any differently? No. Uglier or older looking? Yes. Ultra mode is all about upping the engine so if you have the horsepower, you can make the game better looking. That's it.
Now for the rest of Issue 17, we really don't know a lot. We know the GR powersets will be available to those who pre-order GR. The Epics unlock at 20 and we'll be getting other "stuff" (AE changes, emotes, QoL fixes, UI changes).
So yes, if you exclude Ultra Mode graphics update and the new powersets from GR, issue 17 does seem to be a bit light in content compared to other issues. But still it's FREE!! (argue among yourselves about "free" upgrades in a subscription based game, I know somebody is going to). -

Is a several month head start with two new Powersets worth $15 (or maybe just $10) bucks to you?
That is the only thing you need to ask yourself.
If yes, go with the pre-purchase.
If no, wait and buy the Full Package and save $15.
One thing to consider: If you expect to be in an early wave of GR Closed Beta, and will be spending a large amount of your CoH time there -- where you'll have access to the new power sets -- then do you really need to buy into the the head start on Live for those Powersets? Probably not. Just something to think about.
But if you want your pew pew for 2xXP, pony up the bucks NAO. -

You need to find a new contest or a new puzzle generator. There's been problems with the puzzle every week now except maybe the first week. I wasted two hours last week on an unsolvable puzzle which you have yet to apologize for.
Unless you're willing and able to edit your puzzle making sure there are no false positives or willing to be flexible enough to recognize correct, alternative solutions; then you shouldn't be running this particular contest. -

The Black Helicopter behind Kalinda takes you to Mercy Island, which is exactly where you are. So, it goes nowhere!
Its only purpose is that if there are multiple instances of the zone of Mercy Island, you can switch to the right instance to be with your team mates in case they're in another instance.
If a door-mission is nearby, its easy to confuse the door entrance with this zone-gate.
