Does "Knows No Fear" award to the entire team?

From what I've heard, it doesn't always award to the mission holder, but instead to only one player on the team.

The badge for facing Romulus alone in Sister Solaris' arc, does it only go to the mission holder or does the entire team get it?
I wouldn't want to get help from people who're expecting to also get the badge and then have them come up empty. Or worse, have it go to a random team member instead of my character, the mission holder.
