It doesn't stack, so you can only get a +1 shift from it and it can be used anywhere.
It lasts 3 minutes IIRC, works anywhere, and as Dread said you can only use one at a time.
A "level shift" will work anywhere.

These won't work in a TF that has no temp powers set... so if you are doing any Master of TF's they will be greyed out 
Temp powers? Even though they're an "Inspiration"? Weird.

So what do they actually do? I know they give a +1 level shift but for how long, how high can you go with them, do they work outside missions, what?
