Click on Numina (or if you're on Beta, click on Back Alley Brawler) and you should be able to go.
They disabled walking out of the Tutorial without talking to the last contact.

Think theres an issue with the helicopter in the villian side tutorial exit, me and another toon are stuck are the door unable to move. Possible bug?
