You need to have an open character slot to transfer anything onto a server. So in order to transfer the character to Virtue, Virtue needs an open slot.
You don't need to unlock a character to transfer it elsewhere, AFAIK.

Yeah, thats what strikes me as odd, because currently the character on Freedom is locked, and the transfer button is greyed out. Ive got 2 transfer tokens saved from before I dropped to preem, so thats not the problem.
Currently, all of my character slots are in use on Virtue. I have a character on Freedom I'd like to transfer to virtue. However, currently all of my Freedom slots are locked, and the transfer option is greyed out for that character.
If I unlock the character on Freedom and then transfer it to virtue, does the unlocked slot stay on Freedom, forcing me to expend another slot on Virtue to play the transferred character?
