Those are character specific. You can use them all for one charcter or spread them out over multiples.

Just so, and a point I forgot to include. You can only claim 5 but you don't have to claim them all on one character.
When looking in your email window, there are three tabs.
One of course is email. The other two are Account items and Character Items.
Account Items are for the whole account (i.e. all the old veteran rewards such as the powers and vet specs are account rewards)
Character Items are for a single character (i.e. all the new "paragon rewards" that are based off market items are character items and like buying them from the market are claimed once then gone).
