What you are referring to is probably people using the strafe key instead of the forward movement.
If you use A or D (by default), the character walks somewhat to the side, which would make them appear something like what you describe.

I've seen characters in Pocket D walking while looking to the left or right, but it always appears that my characters are looking straight ahead while walking.
Is there some emote or command that turns your character's head?
