Late September I received a Paragon Reward token, but no points. I believe that was because I'd already received my September points when Freedom went live. I'm expecting to get my next allotment of points when I get my next Reward token.

Paragon Reward Tokens are awarded according to played time (just like the old veteran's rewards system, this date is not necessarily synched with your billing date.
Paragon Points are awarded on your billing date, unless that falls between the 1st and the 11th, in which case points should be awarded on the 11th in October, and be 'walked back' over the ensuing months until it's back in sync with your billing date.
Which is why I mentioned "late September".
My billing date is the 29th of the month, so I fall outside the 1-10th issue... so far.

So if your billing date was Sept 5th, you got two months worth on Sept 13th (Sept and Oct) and your next stipend of points is around Nov 5th or so. If your billing date was Sept 15th, you got one month of points on Sept 13th and your next will be around Oct 13th.
Of course I could be totally misunderstanding what Zwill was saying.

You are, indeed, misreading Zwill.
Everyone who was active at Freedom launch (Sept 13) got an extra allotment of points on the 14th.
Players with October billing dates (regardless if your account will renew or not; EVERYONE has a monthly billing date) between October 1 and October 11 will have their points awarded on the 11th, and each month the points award date will scoot backward toward their actual billing date. This should be resolved by February according to a now-modded GM quote.
Players with October billing dates of October 12 through October 31 will not have their points dates futzed with and will get their points on their billing dates this month and in theory every month.
