Chance to Stun?

That proc has been specifically coded to not affect the Player owning the power (for somewhat obvious reasons).

Which is tragic. You also can't slot it into buffs and stun your allies. Also tragic.
Completely reasonable and logical. But still tragic.

One of the low level End Mod sets has a chance to stun which I use to great effect in several powers... however if it is slotted into Stamina (et al) does it stun the player?
