Old inactive accounts are already reactivated as Premium, but this week new Free to Play accounts will be available as well:

It's possible that one of the changes will be activating the "create account" button.
It's also possible that some premium and old free accounts will not become active by Tuesday. Conversion of old accounts and creation of new ones would be unrelated.
