New Issue #21 Mercy Island contacts completely broken for Villain Epic Archetypes

All the new contacts in Mercy Island, except for Dr. Graves, are unavailable to Villain Epic Archetypes (VEATs) created prior to Issue #21 as the entire contact chain is completely broken.
Operative Kuzmin, the new starter contact, won't give any missions to VEATs until you've spoken to Alan Desslock, the special VEAT contact, and done his one single mission, which is not a problem if you're on a brand new character.
However, if you've completed Alan Desslock's mission prior to Issue #21 going live, then Operative Kuzmin won't acknowledge it, and sends you back to see Alan Desslock.
But as Alan Desslock's mission can only be done once, you'll be unable do so, thus making it impossible to get any of the new contacts except for Dr. Graves, or experience their story arcs and get the new badges, even through Ouroboros.
