Yup, I have had the same experience and also sent a bug report which got turned into a petition.

Badging character: Bimble on the Union server, Badgehunter.com and City Info Tracker.

The Fog of War bug is back, only it seems to show up only when zoning.
First Ward is especially bad for this.
