I'm returning to CoX, and I have MANY questions
1. Not sure I understand the question. If you create the character they're going to have to start SOMEWHERE. As a Controller, currently, that is blueside or goldside. But there's no reason you can't just create the costume, save it, then load it back up and create the character when I21 goes live.
2. Dunno, haven't gotten my Elec Dom to 32 yet (argh, only 2 levels away and I didn't play him during 2XP! missed opportunity).
3. Truly free players (meaning, not Premium) have many of the same restrictions as Trial accounts, including only being able to chat in Local and Team channels. You may find them silly, but I enjoy not being inundated by RMT spam. More details can be found here (try the Side-by-Side Comparison).
4. Not yet, but the Steampunk Booster has opened the door for it in the future (especially now that Freedom makes offering individual costume pieces for sale much more viable).
5. Can't help you specifically there, but there's an entire subforum dedicated to guides. EDIT: Re-read your question, try this article on the CoHTitan Wiki to get started.
6. Yes, you can change to Windowed Mode under graphics Options. This currently requires you to restart the game for it to take effect, but this will no longer be the case starting with I21.

As DarkGob said to the OP I recommend making the character's look and holding onto the name now. Save the costume to a file and park it. When i21 hits, delete the name holder, start a new character, put in the name and click the checkmark (this checks the name AND reserves it until your character is complete). From there, load in the costume file and take some time to look over the new hotness costume parts that come with i21! Then start up in the new tutorial and head to Mercy Isle.

Broken, when you log in, what's the highest level vet reward you have?
If it's dedicated or above (If i did the math right) you should have the Controller and MM archetypes even if unsubbed in Freedom (needs 13 tokens to unlock, you get 1 per vet badge, 1 extra for each year, 1 for "Rookie" [aka free-tier], and one for having one or more boxed editions)

1.I'm just against the "no inviting to team" stuff because like..it actively punishes the new players that I want to show up. Cuz fresh blood rocks. Like....if I could have a sugestion, just steal the HECK out of how LOTRO deals with spammers(you can't talk in f2p till a moderately high level(it'd be the analogue of like..15-20-ish). That just makes it so you can't effectively gold-spam, but after like..10 hours, you can ask for help.
2. Ugh. I want a tesla coil backpack SO badly.(...I've been overdosing on champion's online's character builder. They have backpacks, hence my silly backpack obsession)

3. I feel like an addict for rendered toys. I just bought the magic, mutant, ninja, AND cyborg sets in a 1 day period ><
4. I'm now running around on my spare grav/kin troller. He is a 4 foot tall brute, and that backflip animation makes me feel like a flippin cybrog ninja :P
5, and THE MOST IMPORTANT QUESTION EEEEEEEVER: I understand why you can't keep the ninja run animation on, and use the zero-g backpack, and expect to do 300 yard backflips with a rocket pack. That would be silly.
But...I'm searchin for loopholes for 300 foot loop-d-loops.
Can I use a power from the leaping pool, or inertial reduction from the kinetic's power set(troller /kin, I mean), along with the ninja run to get a giant super-backflip-ninja-jump?
6. As an aside. I don't plan on not subscribing. if I'm playin a game, I want the devs to like...have money to eat, so they can keep making beautifuly rendered toys for me, and eventually make some cool cyborg backpacks. There are many cool non-back pieces, very few well rendered(like..as well done as the new set pieces) backs that don't actually show me a spine, and there's no way I can play a game like CoX, and not save money in the long run by staying subscribed(...and maintaining 12 character slots).
If I don't stay subscribed, it'll end up like every other f2p game I've ever loved, and I'll end up paying what'll amount to 40$ a month in 2$ transactions.
15$ is just better for me in the long run

Ninja Run only prevents you from running a toggle travel power, since Inertial Reduction isn't a toggle, there shouldn't be any conflict.
You can't use Combat Jumping or Super Jump with it though, I can personally confirm that for you, as I have several characters with both.

The good vs evil jump pac lets you do massive, 30 seconds long turbocharged ninja jumps.
Iertia reduction should work somewhat too, but the jump pack lets you 'start' jumps mid air so you can climb high very quickly.
The steampunk jetpack should do similar, but irrc doesnt look as cool as its animation replaces teh ninja jump one.
I don't suffer from altitis, I enjoy every minute of it.

Well, sort of. Technically, the Good vs Evil jump pack and the Steampunk pack are toggles and you can use them with Ninja Run. This is a very useful combination as the Ninja Run gives you speed and air control (ability to change direction in mid-air) and the packs give you the ability to climb and/or 're-jump' before you hit the ground.

I use the GvE jump pack to SJ huge distances in a single bound. Okay the landing is a bit harsh for non-Tanks/Brutes but you get to ride on the ceiling.

The devs wanted to them to have the ability to be shut off prematurely, and the only way they could do that mechanically was to make it a toggle with a set duration. (much like Phase Shift and Hibernate)
A true toggle is one that stays active until you manually shut it off. Since the Jump Pack and Steam Jump powers don't work like that, they are exempt from Ninja Run's "no travel powers" clause.

Alright, I'm returning to CoX in anticipation of f2p after just under 2 years afk(938 days since I last logged onto some of my toons), and I have some questions
1. I love, love, LOVE controllers. I've always wanted a redside troller. if I roll up a new controller(either fire/rad, or plant/thermal, or elec/rad (...I like how there's new combinations. Been afk for 3 years, and I'm PLEASANTLY suprised :P)), and don't log onto it on either blueside OR praetorian-side till i21 shows up, will I start out auto-logging onto blueside, or will I get to start out in the new, cool leveling zone? I want to obsessively design the toon now, and name it, and log on on the first day of Freedom, and just...rock out as an evil mo-fo.
2. Elec controllers: I hear bad things about their pets. Are the gremlins as weak as people say, or are they like..an under-played gem? I only ask because I'm HOOOORRRIIIBLY obsessed with with the 32 point "badass" controller pets(my favorite toon is ill/kin just cuz I have cooler pets than a mastermind)
3. what, exactly will the limits on f2p accounts be on like..inviting people to groups, or replying to tells? will they still have trial account limitations, or will those go away in Freedom, due to them being all...silly? I'm sure I wanna stay vip, but at the same time, I want to know how much trouble I'd have convincing like..a younger sibling to take up the game
4. Are there any awesome, unlockable backpacks in the game? I have the steampunk pack(...what? I adore well rendered toys). I've seen the awesomeness of the crab backpack, but I have 'trollers planned that would look SOOOO much better with backpacks than with wings, and none of the planned controllers will work with the steampunk backpack, and I wanna know if I should be trying to think up good elec/? names, or good plant/thermal names.
(I'm dreaming of a cyborg elec/kin troller, with like..a permanent version of the zero-g backpack(like..I don't need jumping. I just need a cool looking backpack), or..some sort of giant tesla coil)
5. Oh! is there a good guide for keybinds anywhere? I was a major WoW junkie, and...was obsessed with setting up perfect macros, and...I'm still pro-macro? I want to be able to send tells to people when I give them the magic cards, or save specific bits of speech for RP.
6. Is it possible to play CoX in a window? I really like streaming video as I play games.
