It sounds like you have one or more purchasable costume parts on your character. Go down the list until you find a costume part with a lock icon on it, then click the star icon on the righ to go to the store and purchase it.
There is no point stipend this time. Instead, the "Buy More Points" buttons have been activated. Use them to get enough points to purchase anything you need. If you can't use those buttone, click the "Account Management" button at the top of the store window, and make sure the option to use the Card on File for online purchases is checked.
